BEIJING, Feb.2 (Xinhua) -- "The wheat grass gets so dry that it catches fire! I've never seen this in my whole life," said 50-year-old Wei Liuding in Baisha village, Muzhong County of North China's Henan Province.     Wang Hongwei, a farmer from Putaojia Village of Henan's Lankao County, grievingly held a grasp of wheat grass roots in his hand.     "All the wheat in my land is dying like this," he told a Xinhua reporter. Photo taken on Feb. 2, 2009 shows the droughty reservoir in Yiyang County of Luoyang city, central China's Henan ProvinceHenan, China's major grain producer, issued a red alert for drought Thursday. The provincial meteorological bureau said the drought is the worst since 1951. The drought have affected about 63 percent of the province's 78.9 million mu (5.26 million hectares) of wheat.     But Henan Province is not the only victim in thirsty northern China.     Anhui Province issued a red drought alert Sunday, forecasting a major drought that will plague more than 60 percent of the crops north of the Huaihe River is no rain is reported by next week.     Shanxi Province was put on orange drought alert on Jan. 21, as nearly one million people and 160,000 heads of livestock are facing water shortage.     Provinces such as Shaanxi, Shandong, Hebei and Jiangsu are also reeling from droughts.     According to the Office of State Flood Control and Drought Relief Headquarters on Sunday, the droughts in northern China have affected about 145 million mu (9.67 million hectares) of crops, and have left 3.7 million people and 1.85 million livestock with poor access to drinking water.     Secretary of the office E Jingping said the headquarters sent four working teams to eight provinces to supervise the drought relief work.     The Ministry of Finance (MOF) has allocated 100 million yuan (14.6 million U.S. dollars) in emergency funding to help ease the drought.     E said about 1.38 billion yuan had been used to fund the relief work since the end of December. Some 74.60 million mu (4.97million hectares) of farmland have been irrigated, and drinking water shortages have been eased for about 500,000 people and 280,000 livestock.     The irrigation system in the drought area is under a crucial test. The water flow under Xiaolangdi Dam on the Yellow River reached 550 cubic meters per second as of 2 p.m. Saturday, to help soothe the drought in Henan Province.     "The water in my well is very deep today," Wei Liuding told Xinhua reporter Sunday.     "Although we were informed that the government's subsidies will be soon handed out to households, I decided not to merely rely on the government, and I am now irrigating the lands for four hours a day at my own expense."     But with a family of five, Wang Hongwei was more worried.     "Though we irrigate the lands now, the production will surely see a big drop. Like many other people in our village, I am thinking about doing odd jobs in the town to earn some extra cash."     Li Xin, an advocate for the income and rights of farmers and migrant workers who opened a company to sue false seed producers, said, "Even if the farmers go to towns and cities to work, their pays will wane as the financial crisis continues to loom."     Duan Aiming, head of the Irrigation Research Center of the Chinese Academy of Agriculture Sciences, said the current drought has "sound an alarm to the water resource utility in northern China".     "Much water is being wasted, because many mature irrigation technologies cannot be put into practice for lack of funds, and the input on irrigation infrastructure is not enough," said Duan.     "Only by a long-term improvement of the irrigation system can the government realize its goal of increasing the grain yield and the farmers' income," said Li.     In the first document of the year issued jointly by the State Council and the Central Committee of the Communist Party of China on Sunday, local authorities were urged to take measures to avoid declining grain production, ensure the steady expansion of agriculture and rural stability.     "The foundation for securing steady and relatively fast economic growth is based upon agriculture; the toughest work of securing and improving people's livelihoods stays with farmers," it said.

BEIJING, Feb. 3 (Xinhua) -- Different levels of governments should collect strength to combat drought, which has crippled China's agriculture, said Vice Premier Hui Liangyu Tuesday.     He urged efforts to give drought-relief work top priority.     Hui said the people should build up their confidence and make every effort to overcome difficulties despite severe challenges.     He also asked local governments to strengthen management, adopt effective measures and enhance agricultural technology services sothat farmers could get timely help and guidance.     Financial and material support should be ensured, he added.     Lack of rainfall has led to severe drought in northern China, leaving more than 140 million mu (9.3 million hectares) wheat affected, said the Ministry of Agriculture (MOA) head on Tuesday.     As of Monday, 141 million mu wheat in six major grain production provinces, including Henan, Anhui, Shandong, Shanxi, Gansu and Shaanxi, were hit by drought, MOA minister Sun Zhengcai said in an anti-drought video conference.     About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter, according to the Office of State Flood Control and Drought Relief Headquarters.     The figure indicated that almost 43 percent of the country's wheat was affected.     Sun said little rain fall since last October was the main reason for the prolonged drought in most of the northern areas, and frequent cold snaps this winter made the situation worse.     According to Monday's weather report by China Meteorological Administration, severe drought in north China was expected to continue as no rain has been forecasted for the next ten days.     The MOA warned that more wheat fields could perish if drought continues to linger.     To cope with the problem, the MOA asked agricultural departments of every level to collect all of their strength to channel water, enhance irrigation and fertilization.     MOA has sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     In Anhui Province, where drought has affected about 1.74 million hectares of area and caused an economic loss of 1.6 billion yuan (234 million U.S. dollars), the provincial government allocated 10 million yuan of reserve funds for drought relief and seedling protection, 15 million yuan of special subsidies for anti-drought equipment and another 300 million yuan for farmers to buy relief materials. roll of irrigating plastic pipe is seen on an arid wheat field in Shuanglong Village, Lixin County of east China's Anhui Province, Jan. 22, 2009    Agricultural technicians have been sent to instruct farmers on drought relief work. BOAO, Hainan, April 18 (Xinhua) -- China's economic stimulus package plan is already paying off, and positive changes have taken place in the economy, Chinese Premier Wen Jiabao said Saturday.     "The situation is better than expected," Wen said at the opening ceremony of the Boao Forum for Asia annual conference 2009.     The "swift" and "decisive" measures taken by China to deal with the crisis has proved essential for easing major problems in the economy, shoring up confidence and stabilizing expectations, said the premier.     The growth domestic production (GDP) of the world's third largest economy rose 6.1 percent in the first quarter, the slowest pace in a decade. Chinese Premier Wen Jiabao gives a keynote speech at the opening plenary of Boao Forum for Asia (BFA) Annual Conference 2009 in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. The BFA Annual Conference 2009 opened here on Saturday with the theme of “Asia: Managing Beyond Crisis”.     Premier Wen said the economy was "better than expected", citing pick-ups in investment, consumption and industrial output, as well as ample liquidity in the banking system.     He said the stimulus policies were primarily aimed at boosting domestic demand, and at the same time made full use of external demand, to make both of them drive economic growth.     "This will lead to the transformation towards a more balanced growth pattern of the Chinese economy," he said. Chinese Premier Wen Jiabao gives a keynote speech at the opening plenary of Boao Forum for Asia (BFA) Annual Conference 2009 in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. Wen said the stimulus policy would give a big push to the shift from extensive economic growth driven by high consumption of material resources to intensive growth driven by scientific and technological advancement, improved quality of the workforce and institutional innovation.     He stressed the package plan aimed at addressing both symptoms and root causes and serving both current needs and long-term goals, and the economic restructuring had made encouraging progress.     The premier also reiterated the government was doing everything in its power to create jobs, especially for college graduates and rural migrant workers. He noted the urban employment rose as 2.68 million jobs were created in the urban areas in the first quarter.     The industrial output had gradually stabilized, and agriculture production was on the whole stable, he said.     "We should not, however, lose sight of the fact that the international financial crisis is still spreading, the basic trend of world economic recession is not reversed, problems in the financial system remained unsolved and the worsening of the real economy has been more serious than expected," he warned.     He said the crisis had presented China with great challenges in economic and social development including sharp decline in exports, greater difficulties in stabilizing agriculture production and increasing farmer's income, industry overcapacity, and slow recovery in industrial growth, and severe pressure of unemployment.

BEIJING, April 5 (Xinhua) -- China has approved 43 corporate bonds in the first quarter, a sharp rise from the same period last year, in support of the massive construction plan involved in the 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the data released by the depository house for China's major bonds.     The 43 corporate bonds, of which five were issued by the central State-owned enterprises, totaled 66.73 billion yuan in value, according to the China Government Securities Depository Trust and Clearing Co., Ltd.     In contrast, only 11 such bonds were approved by the National Development and Reform Commission (NDRC), the approving agency, in the first half of last year.     Experts said more such bonds were allowed in a bid to echo the government's 4 trillion yuan stimulus package, which needed huge sums of money to power the massive infrastructure construction andother new projects.     Of the total 4 trillion yuan investment, 1.18 trillion yuan is supplied by the central government. The rest will be financed by local governments and the private capital.     Considering the huge demand by enterprises, NDRC would expand the corporate bond issuance scale to ensure economic growth, an NDRC official told Shanghai Securities News on Saturday.     He said NDRC was working overtime to access the piled-up applications. Money raised by the bond issuance should not be used to make risky investment including shares, futures and real estate, the official stressed.     Companies involved in the construction of infrastructure, sewage treatment, and energy saving would be given priority to issue debt, according to the official.     Based on the current momentum, the total corporate bond sales would likely to top 300 billion yuan this year, analyst with the China Securities Co., Ltd told the newspaper.     Although the bond sales was less than 70 billion yuan in the first quarter, but local governments and non-listed companies have shown great willingness to lend more. The bond sales is expected to peak in the latter of the year, said the analyst.     Chinese government has been cautious on corporate debt issuance as the country lacks comprehensive legal system for bond market.     Only 236.7 billion yuan of corporate bond were issued last year, compared with 812.5 billion yuan of treasury bond sales.
