BEIJING, April 12 (Xinhua) -- The Chinese government's proposals for strengthening cooperation with the Association of Southeast Asian Nations (ASEAN) show that China remains fully confident about the prospects of China-ASEAN cooperation.     During a meeting in Beijing with envoys of the 10 ASEAN countries, Chinese Foreign Minister Yang Jiechi briefed them about the Chinese government's proposals for enhancing China-ASEAN cooperation in an all-round way. In the face of the global financial crisis, it has become the consensus of both sides that they should work together to ride out the present difficulties.     Expanded cooperation between China and ASEAN will help augment their ability to tackle the crisis.     Making joint efforts to push for the signing of an investment agreement displays the determination of both sides to promote trade and investment liberalization, fight protectionism and achieve a win-win result.     Furthermore, the China-ASEAN free trade area, to be completed in 2010, will play an important and profound role in further strengthening China-ASEAN relations and boosting cooperation in the whole of East Asia.     China and ASEAN countries are close and friendly neighbors. The key to continued development of bilateral relations lies in mutual trust, confidence and unremitting efforts.     Only with that can the two sides enjoy solid cooperation and join hands in achieving sustainable development.

BEIJING, March 3 (Xinhua) -- The Chinese antique collector who bid at a Christie's auction for two looted bronze animal heads, Tuesday told why he has refused to pay his winning bid.     The two looted pieces were not allowed to enter China according to a regulation issued a day after the auction by China's cultural relics administration, and as a result, the payment should not be made, Cai Mingchao said in a statement released by the National Treasure Funds of China (NTFC).     China has repeatedly demanded the return of the sculptures -- heads of a rat and a rabbit -- looted when the Old Summer Palace (Yuanmingyuan) was burned down by Anglo-French allied forces during the Second Opium War in 1860.     "The auction negated the history that the cultural relics were looted, defied the ethics of international society, and breached the rules of commercial auctions," Cai said in the statement, which was e-mailed to Xinhua.     Cai said that the sculptures would disappear forever and auctioning looted antiques could become a commercial practice had he not been the final bidder at the auction in Paris on Feb. 25.     "I got the chance and I was capable of buying the bronzes at the time of the auction. As a Chinese collector and art advisor, I'm willing to rescue looted artworks," Cai, NTFC's collection advisor, emphasized.     Cai won the auction by bidding 31.49 million euros (39.63 million U.S. dollars) by telephone, but he told a press conference Monday that no payment would be made.     So far, five of the 12 bronze animal heads have been returned, while the whereabouts of five others are unknown.     An online survey conducted by sina.com.cn showed more than 70 percent of the netizens support Cai's patriotic action for he had safeguarded China's interests. However, others said China's reputation would be affected and Christie's is still able to hold new auctions.     An attempt to contact Cai failed and employees of his company in Xiamen, Fujian Province, said they had lost contact with their boss since Monday.     The company was established in 2003 with a registered capital of 1.16 million yuan (nearly 170,000 U.S. dollars) and more than 10 employees. Cai owns 95 percent of the company's shares.     Chinese Foreign Ministry spokesman Qin Gang reiterated on Tuesday that the looted sculptures were originally owned by China and China opposed any auction of these cultural relics and demanded their return. Qin said he learned the bidder was Chinese on Monday after the news conference.     Christie's has not made any official comment over the issue so far.     NTFC was established in 2002 under the administration of China Foundation for the Development of Social Culture registered under the name of the Ministry of Culture for the purpose of repatriating looted Chinese artifacts.

BEIJING, March 8 (Xinhua) -- The Chinese government has announced a massive plan to rebuild and renovate dilapidated houses in rural areas, aiming to improve people's life, create jobs and boost domestic demand amid the global financial meltdown.     Qi Ji, vice minister of Housing and Urban-Rural Development, said on the sidelines of the ongoing annual parliament session that the country will rebuild and renovate 800,000 rural houses this year, which was expected to create 1.5 million jobs.     It was not available at the moment how much the government plans to spend in this program, which was announced at a time when the country's real economy is severely hurt by the financial crisis, resulting in export decline, factories shutdown and job losses.     Premier Wen Jiabao told the annual session of the National People's Congress (NPC) Thursday that the country will this year "expand the pilot program for renovating dilapidated houses in rural areas."     The pilot program started last year in the southwestern poverty-stricken Guizhou Province. A villager named Liu Yonggao inZunyi County, Guizhou, told Xinhua that he got a 10,000 yuan (1,460 U.S. dollars) subsidy from the government and the reconstruction cost him 80,000 yuan.     "I also spend 20,000 yuan to buy home appliances including a color TV and a hi-fi system," he said.     Officials from the government of Zunyi City that administers the Zunyi County said every one yuan that the government subsidizes for the rural housing program would drive a 10 yuan investment from farmers.     It also brought about plenty of jobs. In Tongzhi County alone, more than 6,000 people, including 1,000 farmers who returned home after losing jobs in the cities, were working to rebuild or renovate rural houses.     More than 20,000 houses in Guizhou collapsed amid a rare snow and sleet disaster at the beginning of last year and 138,000 others were damaged.     The pilot program started after the government earmarked 260 million yuan and as of the end of the year more than 20,000 rural families have move to their new homes. Another 34,000-strong families in Guizhou are expected to benefit from the program this year.     "Farmers became enthusiastic to rebuilding or renovating their homes after knowing that they would receive money from the government," said Liao Guoxun, a Guizhou-based NPC deputy.     Guizhou Provincial Governor Lin Shusen, also an NPC deputy, said the central and provincial governments would set aside 10 billion yuan for the program this year.     Meanwhile, east China's Shandong Province last month kicked off a program to renovate 800,000 dilapidated houses in the coming five years. It also plans to build 750,000-1,000,000 new houses annually in the countryside in the coming three years.     Shandong Provincial Governor Jiang Daming said 270,000 new houses had been built annually over the past few years, with an average investment of 100,000 yuan for each house built or newly decorated.     Three million new houses would then mean an investment of 300 billion yuan, which would at least create 800,000 jobs, Jiang said.     China's consumer spending against economy size has been declining over the past ten years, experts said.     Premier Wen Jiabao said China is facing "unprecedented difficulties and challenges" as economic growth slows, employment pressure mounts and social uncertainties increase in 2009, the most difficult year since the new millennium.     China's economy cooled to a seven-year low of 9 percent last year, and broke a five-year streak of double-digit expansion, as the global financial crisis took its toll on the world's fastest growing economy.     In addition to a 4-trillion yuan stimulus package that was announced in November, the premier also proposed a budgeted fiscal deficit of 950 billion yuan for 2009, a record high in six decades and nearly three times over the last record of 319.8 billion yuan set in 2003.     Among the 4-trillion yuan stimulus package, 370 billion yuan will be used to improve people's life in rural areas.     When delivering a government work report at the NPC session, Wen said China must boost domestic demand to sustain economic growth. "We need to...make boosting domestic demand a long-term strategic principle and a starting point in stimulating economic growth."  

BEIJING, March 18 (Xinhua) -- China's State Council (Cabinet) called Wednesday for thorough implementation of this year's government work report in face of the worsening global downturn.     Since the 2nd Session of the 11th National People's Congress (NPC), the top legislature, endorsed the report delivered by Premier Wen Jiabao on March 5, it was now the task of the State Council and its subordinate bodies to implement the report, said the meeting chaired by Wen.     Government work this year should follow the main themes of coping with the financial crisis, promoting steady, relatively fast economic development, and fully implementing the stimulus plan to shore up the economy, it said.     Ministries should perform their duties, draw up and execute their implementation plans and coordinate with each other, it said.     The meeting said the global downturn was still worsening, and although some regions and trades in China had shown signs of recovery, difficulties still lay ahead.     It called for the establishment of surveillance and early warning system and immediate actions if problems were detected.     The meeting also approved in principle a medium- and long-term plan for forest fire prevention and a draft law on the armed police.     After further revision, the draft law goes to the NPC Standing Committee for deliberation

WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. BEIJING, April 15 (Xinhua) -- China, the world's biggest manufacturer of electronics and information technology (IT) products, said Wednesday it will boost the industry's development to create more than 1.5 million new jobs in three years.     The electronics and IT sector is expected to contribute at least 0.7 percentage points to China's annual gross domestic product (GDP) growth from 2009 to 2011, compared with 0.8 percentage points last year, according to a document approved by the State Council and published on the government Web site.     That will provide new jobs for nearly 1 million college graduates, which are included in the total 1.5 million targeted vacancies, said the document.     China's electronics and IT products sales surged at an average annual rate of 28 percent from 2001 to 2007, but slowed sharply to 12.5 percent last year amid the economic downturn.     Sales in 2008 totaled 6.3 trillion yuan (920 billion U.S. dollars), with exports reaching 521.8 billion U.S. dollars, or 36.5 percent of the country's total export value.     The government announced a support plan for the industry in February. The Wednesday document made clear details of the plan.     The government will boost the industry by increasing state investment, credit support and export tax rebates, said the document.     It also pledged to expand the domestic market for the industry and encourage innovation and restructuring.     In the next three years, the country aims to achieve technological breakthroughs in strategic domains of the industry such as integrate circuits, new-type displays and software, according to the document.     For instance, revenues from software and information service sectors will take up 15 percent of the industry's total, up from the current 12 percent.     In addition, fresh growth will be cultivated in such fields as digital TVs and the new generation of mobile communications and Internet.     The government said it will vigorously promote the overseas commercial use of its domestically-developed TD-SCDMA standard for the high-speed third-generation mobile communications.

JEJU, ROK, April 4 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), unveiled a new Confucius Institute here Saturday soon after his arrival.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, cut the ribbon for the Republic of Korea's 13th Confucius Institute, the Chinese-teaching institution overseas.     The institute was set up in Cheju Halla College, the largest private institute of high learning in Jeju Special-Governing Province of the Republic of Korea (ROK).     When addressing the opening ceremony, Li said that China and ROK were inter-linked geographically and culturally. ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.
