BEIJING, Dec. 15 (Xinhua) -- Senior officials of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) pledged here Tuesday to improve relations between the two states and parties. BEIJING, Dec. 8 (Xinhua) -- Senior Chinese leader Li Changchun congratulated Tuesday the publication of the latest edition of the most authoritative encyclopedic dictionary of the Chinese language "Cihai", or "sea of words."     Li, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, expressed his gratitude to experts for their constant improvement of the dictionary and their "contribution to the prosperity of the socialist culture," in a meeting with the experts engaged in this "significant cultural project." It had removed 7,000 outdated or rarely used terms and included 12,300 new ones.     The latest edition has been on sale in major cities such as Beijing and Shanghai.     The first edition of Cihai came out in 1936. It has been revised every 10 years and this year was published ahead of the National Day on Oct. 1.

WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

TAIPEI, Oct. 21 (Xinhua) -- Taiwan leader Ma Ying-jeou vowed Wednesday that he will push forward the reform of the Kuomintang (KMT) "at full speed" four days after he took the position of the party's chairman.     He said his aim of running for the chairman was to guarantee closer cooperation between the party and the administrative authorities to make the administrative work more effective.     Ma made the remarks Wednesday at the first conference for the Central Standing Committee of the KMT since he took the position.     Ma stressed that it is now a key period to strengthen the relations between the party and the administrative authorities as the island's economy is showing signs of revival.     During the conference, the party approved a decision to remove two officials from their newly-elected positions as the members of the KMT Central Standing Committee for being involved in vote-buying.

BEIJING, Dec. 4 (Xinhua) -- Chinese Vice Premier Wang Qishan met here Friday with his Uzbekistan counterpart Elyar Ganiev, pledging to promote the healthy and sustainable development of economic and trade ties.     Wang conveyed congratulation on the success of the eighth session of the China-Uzbekistan Economic and Trade Cooperation Committee.     He said since the two countries forged diplomatic ties, high-level exchanges were frequent and the cooperation in such areas as economic and trade, energy and security were ever expanding. BEIJING, Nov. 6 (Xinhua) -- Chinese President Hu Jintao's upcoming state visits to Malaysia and Singapore would comprehensively push forward China's ties with the two nations and the Association of Southeast Asian Nations (ASEAN), said an official with the Foreign Ministry here Friday.     Hu will pay state visits to Malaysia and Singapore from Nov. 10to 13, at the invitations of Malaysian Supreme Head of State Mizan Zainal Abidin and Singaporean President S. BEIJING, Oct. 30 (Xinhua) -- China on Friday voiced its strong dissatisfaction and firm opposition to an EU statement which denounced the execution of two Tibetans convicted of murder in last year's Lhasa riot.     The Swedish EU presidency released a statement Thursday, denouncing the recent death penalty handed down to two Tibetans involved in the Lhasa riot and asking China to abolish the capital sentences.     "We are strongly dissatisfied with and firmly oppose the EU statement," Chinese Foreign Ministry spokesman Ma Zhaoxu said in a news release.     The Lhasa violence involving beating, smashing, looting and burning in 2008 was a sabotage activity "premeditated, organized and masterminded" by the ** Lama group, who instigated Tibetan separatists in and out of China to fuel up the incident, Ma said.     China's legal institutions have carried out fair and open trials and brought only the culprits of the criminal activities to justice, he said. "This was China's internal affair and judicial sovereignty which allows no other country to interfere with."     China asks the EU to abide by the principles of equality and mutual respect and not to send any misleading signals to Tibetan separatists, so as to ensure sound and stable development of EU-China relations, Ma said.

RABAT, Jan. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who is on a five-nation African tour, held talks Monday with his Moroccan counterpart Taieb Fassi Fihri on ways to upgrade relations between the two countries.     The two spoke highly of the abundant achievements that have been made in bilateral cooperation in various fields, mainly in politics, economy and trade, culture and health, since the establishment of diplomatic ties 52 years ago, an official press release gained by Xinhua said.     It said the two ministers agreed to continuously promote the upgrading of China-Morocco friendly ties by enhancing political mutual trust, deepening cooperation, expand people-to-people exchanges and strengthening coordination in international and regional issues.     After the talks, the two top diplomats signed a China-Morocco joint communique on Morocco's recognition of China's market economy status.     Yang is on his first official foreign visit of the year that includes five African nations, namely Kenya, Nigeria, Sierra Leone, Algeria and Morocco, as well as Saudi Arabia.     It has been China's tradition for 20 years that its foreign minister visits Africa in the beginning of the year.
