BEIJING, Aug. 29 (Xinhua) -- China's limits on the use of plastic bags cut crude oil consumption by 3 million tonnes per year, according to the National Development and Reform Commission (NDRC).     Since June 1, 2008, all Chinese retailers, including supermarkets, department stores and groceries, no longer provided free plastic shopping bags. In addition, China banned ultra-thin plastic bags, or those thinner than 0.025 mm.     China is trying to cut the use of plastic bags in a bid to reduce energy consumption and polluting emissions.     The plastic bag limits could save about 2.4 million to 3.0 million tonnes of crude oil every year and cut 7.6 million to 9.6 million tonnes of carbon dioxide emissions every year, the NDRC said.     The NDRC said it would further implement the regulations and inspect execution of the ban nationwide.     Retailers who did not list shopping bags on the receipts or continued to provide free plastic shopping bags would be fined from 5,000 yuan (732.06 U.S. dollars) to 10,000 yuan, according to the State Administration for Industry and Commerce.

BEIJING, Oct. 15 (Xinhua) -- The National Development and Reform Commission (NDRC) will mainly redress production overcapacity in six sectors, said Chen Bin, director of the Department of Industry of the NDRC, Thursday.     The six sectors include steel, cement, plate glass, coal-chemical industry, polycrystalline silicon and windpower equipment.     The NDRC also warns of obvious production overcapacity in sectors like electrolytic aluminum, ship manufacturing and soybean oil extraction, said Chen during an on-line interview on www.gov.cn., the website of China's central government.     He said China would fight serious overcapacity in sectors like steel industry and offer guidance for new-born industries like windpower equipment to avoid low level repetitive construction.     China has achieved preliminary progresses in fighting the global economic downturn, but the foundation for economic recovery is not stable yet and overcapacity might lead to bankruptcy, unemployment and bad bank loans if it was not checked in time, he said.

URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

BEIJING, Oct. 3 (Xinhua) -- China contributed 19.2 percent of the world economic growth in 2007, up from 2.3 percent in 1978, a report by the National Bureau of Statistics (NBS) has said. It said China tops the world in contribution to the global economic growth.     The report was the 18th by the NBS. It showcased the improving international status and influence of new China over years of development.     According to the NBS, China's gross domestic product (GDP) was 30 billion U.S. dollars in 1952, more than doubling by 1960, and reached 3.86 trillion U.S. dollars in 2008.     China had also become the world's third largest economy in 2008 by accounting for 6.4 percent of the global GDP.     Meanwhile, the country's gross national income (GNI) per capital has been catching up with the world average. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

HAIKOU, Oct. 12 (Xinhua) -- Rescuers have recovered the bodies of three victims in a boat capsizing incident after tropical storm Parma landed in south China's Hainan Province Monday.     Strong winds and waves triggered by Parma caused a fishing boat to capsize and sink off the coast of Wanning City Monday morning, and all nine fishermen aboard the vessel fell into water, a spokesman with the Hainan Provincial Emergency Response Office said.     By 5 p.m., one body had been retrieved and five people had been rescued. At about 8 p.m., the bodies of two more victims were found, according to the maritime bureau of Hainan.
