QINGDAO, Feb. 2 (Xinhua) -- A cold front is worsening the icing situation in the coast off east China's Shandong Province, which has just been temporarily relieved from China's worst sea ice in three decades, officials said Tuesday.North China Sea Branch (NCSB) of the State Oceanic Administration issued a sea ice alert Tuesday, the first since Jan. 27 when temperature climbed and ice started to melt.Ice in the Liaodong Bay and northern Yellow Sea extended 10 and 9 nautical miles respectively to 79 and 26 nautical miles on Tuesday, according to the NCSB.The extension of ice in the Bohai Bay and Laizhou Bay can not be measured due to heavy fog. Ice in the Liaodong Bay is likely to keep on expanding in the coming five days, said Shang Jie, a forecaster with NCSB."Icing in the Liaodong Bay and northern Yellow Sea will expand significantly and that of the other two bays will develop at a slower pace," Shang added.Icing first appeared in early January. Thick ice threatened ship navigation, anchoring and operations at ports, impacted local fishery and stranded some people on islands. NCSB had to issue sea ice alerts everyday between Jan. 12 and 27.

KHARTOUM, Jan. 28 (Xinhua) -- The Arab League (AL) and the Chinese National Energy Administration on Thursday signed a memorandum of understanding (MoU) on China-Arab energy cooperation mechanism.The two sides singed the MoU at the end of the 2nd conference of the China-Arab Energy Cooperation of the China-Arab Cooperation Forum in Khartoum Thursday.Delegates to the conference had discussed the energy issue including nuclear and renewable energy, stressing the importance to develop all sorts of energy to meet the needs.China and the AL reached consensus to conduct cooperation in the energy sector, and the two sides would strengthen cooperation in the fields of petroleum, natural gas, electrical power, renewable energy and nuclear energy for peaceful purposes.In the meantime, the two sides have agreed to hold the 3rd China-Arab Conference on Energy Cooperation in China in 2012.Representatives of the Arab States' energy ministries, the AL, the Organization of Arab Petroleum Exporting Countries (OAPEC), the Arab Atomic Energy Commission, the Chinese National Energy Administration and some Chinese companies took part in the three- day conference.

GUIYANG, Feb. 6 (Xinhua) -- The eight workers who were trapped Friday in a collapsed railway tunnel in southwestern Guizhou Province were rescued Saturday afternoon.Rescuers drilled a shaft leading to the trapped workers and took them out from the tunnel. BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars.However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. Trade volume was 810 million U.S. dollars in 2009.Gao said the Chinese and Belarus governments should encourage companies to enhance cooperation in areas like energy, telecommunications and infrastructure, and support local banks to provide better financial services for each other's companies.He said Finland and Sweden were famous for their innovation-oriented economies, which happened to complement China's economic pattern.As China's eighth and ninth biggest EU trading partners, Sweden and Finland were also major vendors of technology to China, he said.China signed technology contracts worth 420 million U.S. dollars with Sweden and 370 million U.S. dollars with Finland last year.Gao said he hoped the two countries would help China gain EU recognition of its full market-economy status at an early date.

BEIJING, Jan. 15 (Xinhua) -- China will soon clarify the rules and regulations on qualified foreign institutional investors (QFIIs) trading stock index futures in China, the China Daily reported Friday.     "The regulator will work on the policies and regulations on securities companies, mutual funds and QFIIs ... in order to guarantee the smooth launch of index futures," the newspaper quoted Shang Fulin, chairman of China Securities Regulatory Commission (CSRC) as saying at a national conference on securities and futures supervision that ended Thursday.     CSRC will also enhance supervision on securities firms that provide brokerage services for index futures trading and improve the country's cross-market supervision regime, the newspaper quoted Shang as saying.     Foreign institutions may be allowed to trade index futures using a portion of their QFII quota, but details on trading requirements are still unknown, said the newspaper.     At the conference Shang also said that the regulator would introduce margin trading and short selling pilot programs at the appropriate time, according to the newspaper.

BEIJING, March 11 (Xinhua) -- China's export is witnessing a steady recovery as shown by February figures, but uncertainties in the external market could still hamper the revival, political advisors said here Thursday.China's exports grew for the third straight month in February, up 45.7 percent year on year to 94.52 billion U.S. dollars, the General Administration of Customs announced Wednesday.The dramatic increase was a result of a lower comparison basis last year, said Ju Yalian, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC) and also a senior foreign trade official in the eastern Zhejiang Province, one of the country's key export regions."But compared with figures in the corresponding period in 2008, when China's foreign trade was yet to be hit by the global financial crisis, we could still see a remarkable increase," she said on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body.China's exports rose 8.2 percent in February from two years ago while imports were up 9.8 percent.The increase indicated the country's continued economic recovery, and a trend of recovery in foreign trade, she said.However, Ju warned that the recovery in export could bring pressure of yuan appreciation and possible trade disputes.Liang Yaowen, head of the Department of Foreign Trade and Economic Cooperation of Guangdong, China's southern export powerhouse, also said that the condition is not "so optimistic", noting that China's foreign trade in February dropped 11.5 percent month on month.Commerce Minister Chen Deming said Saturday China's exports may need two or three years to return to the pre-crisis level, as "global recovery is still haunted by uncertainties.""Now it is still too early to say exports will see full-year growth this year," he said on the sidelines of the annual session of the National People's Congress (NPC), the country's top legislature.
