DUSHANBE, Aug. 28 (Xinhua) -- Chinese President Hu Jintao and his Kyrgyz counterpart Kurmanbek Bakiyev on Thursday agreed to promote cooperation of the two countries in various fields.     During a meeting with Bakiyev here, Hu said "The consensus reached between us during my visit to Kyrgyzstan last year to fully deepen the mutually beneficial cooperation in all areas has been orderly put into practice, and bilateral ties have made new progress."     China attaches great importance to its ties with Kyrgyzstan and regards Kyrgyzstan as an important partner in Central Asia, he added.     Hu urged the two sides to well implement bilateral cooperative programs in the building of roads and railways, and to promote business at land ports to deepen bilateral trade and economic cooperation. Chinese President Hu Jintao (R) meets with Kyrgyz President Kurmanbek Bakiyev in Dushanbe, capital of Tajikistan, on Aug. 28, 2008, during the annual summit of the Shanghai Cooperation Organization (SCO).     The president said China is also willing to strengthen security cooperation with Kyrgyzstan.     Bakiyev said Kyrgyzstan has increased contacts with China "in all fields and at all levels" after Hu's visit in 2007.     He also highly spoke of bilateral cooperation under the framework of the Shanghai Cooperation Organization (SCO) and other multilateral organs.     "The Kyrgyz government, legislature and political parties will make all efforts to promote ties and advance cooperation in all areas with China," he said.     Speaking of the situation in Central Asia, Hu said China pays close attention to the changes of regional situation and will make its own efforts to promote solidarity, social stability and economic development among Central Asian nations.     China is also willing to closely coordinate with Kyrgyzstan to make Central Asia become a harmonious region featuring lasting peace and common prosperity, he said.     Bakiyev said Kyrgyzstan will continue to make efforts along with China and other nations in the region to safeguard regional peace and stability.     The meeting was held on the sidelines of the SCO summit which concluded earlier Thursday. The SCO, founded in 2001, groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.     After paying a state visit to Tajikistan and attending the SCO summit, Hu would fly to Turkmenistan on Thursday night. BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said. "They should focus on well solving people's legal requests timely."

BEIJING, July 14 (Xinhua) -- A senior Chinese official visited security checkpoints in Beijing and neighboring Hebei province on Monday, stressing both "strictness" and "convenience" as the watchwords for security forces.     "During the Olympics security work, we should not only stick to strictness and details, but also ensure civilized and convenient inspections for people," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, to the policemen at the forefront of the checkpoints.     Informed of the fact that some buses might be repeatedly checked, Zhou urged Beijing's municipal police bureau and Hebei's provincial police department to cooperate more. Zhou Yongkang (C), member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, inspects Liulihe public security inspection post in Fangshan District, Beijing, July 14, 2008. Zhou inspected public security posts around Beijing on Monday.    "Police should improve their methods and processes to avoid repeated checking and shorten the checking duration, ensuring convenience for people," said Zhou.     Passengers riding the Beijing metro and major bus routes began to undergo strict security checks at the end of June ahead of the Olympics, according to the Beijing police.     Meanwhile, the inspection process was going smoothly in the Olympic venues in Shanghai, Tianjin, Shenyang, Qingdao and Qinhuangdao. Local quality inspection authorities had organized emergency and rescue drills at venues in Beijing, Tianjin and Hebei Province.     In addition, Zhou urged officials with the police departments to take care of the policemen's daily life and make reasonable working schedules to ensure their hearty spirits.     "As the security barrier for Beijing, all the neighboring provinces, municipalities and autonomous regions are shouldering tough missions in the Olympic security work," he said.     With the games just around the corner, land forces of the People's Liberation Army based in Beijing and three neighboring military area commands would help safeguard the Games, according to Tian Yixiang, an official with the Security Command Center for the Games of the 29th Olympiad.     "We must guarantee Beijing's safety by ensuring the whole country's stability," said Zhou.

UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao Thursday urged the international community, especially developed nations, to speed up intensive efforts to realize the Millennium Development Goals (MDGs).     CHINA'S CONTRIBUTION     Wen made the calls in his address to the UN high-level event on the MDGs. He told the meeting China has honored its commitments to the MDGs by dramatically reducing the number of Chinese living in poverty and by providing assistance to least developed countries.     China, the most populous country in the world, has accelerated development mainly through its own efforts and through reform and opening-up since 1978, and has "brought down the number of people in absolute poverty from 250 million to 15 million in less than 30 years," he said.     The nation's free compulsory education, medical care for 800 million farmers, and governance at various levels have all witnessed substantial progress, the Chinese premier said. Chinese Premier Wen Jiabao delivers a speech at the United Nations high-level meeting on the Millennium Development Goals (MDGs) in New York, the United States, Sept. 25, 2008    The vision set out in the UN Millennium Declaration is being gradually turned into reality in China, he added.     "Statistics released by the World Bank last year showed that over the past 25 years, China accounted for 67 percent of the achievements in global poverty reduction," Wen said.     Though not rich, China has honored its commitments to the Millennium Declaration and done what it can to help some least developed countries, he noted.     By the end of June 2008, China had written off 24.7 billion RMB(3.63 billion U.S. dollars) in debts owed by 49 heavily indebted poor countries and least developed countries in Asia and Africa. It has also provided 206.5 billion RMB (30.37 billion dollars) in various forms of assistance to such countries, of which 90.8 billion RMB (13.35 billion dollars) is free aid, Wen said.     China also provided zero-tariff treatment to the goods of 42 least developed countries. It has also trained 15,000 African medical professionals, sent medical teams and provided free medicines to Africa, he added. Chinese Premier Wen Jiabao (front) applauds as he delivers a speech at the United Nations high-level meeting on the Millennium Development Goals (MDGs) in New York, the United States, Sept. 25, 2008JOINT EFFORTS     In his speech, the Chinese premier called for joint efforts from the governments of all countries to realize the goals set out in the Millennium Declaration.     "Counting from today, we have only seven years to go before the end of 2015 to reach the goals" of halving the proportion of people living on less than a dollar a day, and "no more than 12 years before the end of 2020" to significantly improve the lives of at least 100 million slum dwellers, Wen said.     "I hope that we, leaders present today, will join hands to shoulder greater responsibilities as statesmen and pay closer attention to and show more compassion for the poor regions and people in the world," he urged.     Wen emphasized the importance for governments to give top priority to development. The first and foremost development goal should be economic, with educational, cultural and social development also high on the agenda, he added.     He urged respect for the right of all countries to choose their own development paths suited to their national conditions, and called for efforts to resolve regional conflicts and ethnic strife through peaceful means.     On international assistance in eliminating poverty, Wen said developed countries in particular should assume the responsibility of helping underdeveloped countries.     "Assistance should be provided selflessly, with no strings attached. It is particularly important to increase assistance for least developed countries and regions," he said.     Wen proposed that donor countries double their donations to the World Food Programme in the next five years and that the international community do more to cancel or reduce debts owed by least developed countries and provide zero-tariff treatment to their exports.     Efforts should also be made to improve the working mechanisms for the development goals in the Millennium Declaration and coordinate the functions of international organizations to jointly overcome the difficulties facing developing countries, he proposed. Chinese Premier Wen Jiabao (front) applauds as he delivers a speech at the United Nations high-level meeting on the Millennium Development Goals (MDGs) in New York, the United States, Sept. 25, 2008MORE ASSISTANCE FROM CHINA     China will speed up efforts and provide more assistance to needy countries to facilitate the attainment of the MDGs, pledged Wen.     China will contribute 30 million U.S. dollars to the UN Food and Agriculture Organization to establish a trust fund to help developing countries enhance agricultural productivity.     It will also "cancel the outstanding interest-free loans extended to least developed countries that mature before the end of 2008." Ninety-five percent of products from these countries will also enjoy zero-tariff treatment in the Chinese market, the premier said.     China will also increase agricultural technology support and provide more agricultural training opportunities for developing countries, he said.     Over the next five years, developing countries will get 10,000 more scholarships from China, along with some training programs provided exclusively for African teachers. China will also fully staff and equip the hospitals it builds for African countries and help train their medical staff.     Also in the next five years, China will develop 100 small-scale clean energy projects for developing countries, including small hydropower, solar power and bio-gas projects, the premier said.     Wen arrived in New York Tuesday morning for a three-day visit. He attended the annual high-level debate of the UN General Assembly Wednesday as well as Thursday's UN MDGs summit meeting, and held talks with UN Secretary-General Ban Ki-moon and leaders of some countries.

BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. Tang Yiwen, 9-month old, is checked by doctor at a children's hospital in Guilin, south China's Guangxi Zhuang Autonomous Region Sept. 16, 2008. The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday. 69 batches from 22 companies nationwide were found containing melamine, a chemical which had tainted Sanlu's baby formula and led to kidney stone illness of more than 1,200 infants across the country.     The number of companies with melamine-tainted milk accounted for 20.18 percent of the total of milk powder companies in China. And the number of tainted batches accounted for 14.05 percent of the total batches tested.     The melamine content in the Sanlu brand reached 2,563 mg per kg, the highest among all the samples. In other samples, the range was from 0.09 mg to 619 mg per kilogram. WASHINGTON, July 29 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi and U.S. President George W. Bush met at the White House on Tuesday, agreeing to push forward with the constructive and cooperative relations between the two countries.     During the meeting, Yang hailed the great development that two countries have achieved in the past seven years in enhancing China-U.S. relations, which he said also contributed to the peace, stability and development of the Asia-Pacific region and the world.     He noted that Chinese President Hu Jintao and President Bush have set the direction for the future development of bilateral relations during their meeting held at the sidelines of the Hokkaido G8 summit in Japan earlier this month.     China is willing to work with the United States to follow the direction and push forward with the constructive and cooperative relations between the two countries, Yang added.     For his part, Bush told the visiting Chinese top diplomat that he is glad to see China-U.S. relations developing on a favorable momentum that the United States is committing to maintaining, and he also appreciates a good working relationship built with Chinese President Hu Jintao.     On the coming Olympic games in Beijing, Yang expressed his welcome to Bush, who is set to attend the opening ceremony, and wished American athletes excellent performance in the competitions.     Bush said, in return, that he looks forward to visiting China to attend the Olympic games' opening ceremony.     On the issues of human rights and religion, Yang told the U.S. president that China would like to continue to exchange its views with the United States on basis of equality, mutual respect and non-interference in each other's domestic affairs, as a way to promote mutual understanding.     He also noted at the meeting that the WTO's Doha Round trade negotiations are at a critical moment, and its success would help promote world economy growth, which is in the common interest of China, the United States and the international community.     China hopes that all sides can work together to push forward with the negotiations and achieve a comprehensive and balanced result, he added.     Yang also met with Stephen Hadley, assistant to the president for national security affairs.

GUANGZHOU/NANJING, July 4 (Xinhua) -- The first cross-Strait weekend chartered flight from China's mainland to Taiwan took off at 6:31 a.m. from Guangzhou, capital city of the southern Guangdong Province early Friday morning.     More than 100 mainland tourists aboard the Airbus A330 became the first group of people on a sight-seeing tour allowed to Taiwan amid warming cross-Strait ties. The flight has 258 passengers.     The historic flight by China Southern Airlines (CSA) is scheduled to land at Taipei Taoyuan Airport in Taiwan at 8:10 a.m. after a 1,124-km journey.     "I have been expecting to visit Taiwan, the Treasure Island, and my dream will finally come true today," mainland tourist Shi Anwei told Xinhua before boarding the plane. "I was too excited to sleep last night."     Following suit was a flight from Xiamen of eastern Fujian Province that took off at 7:16 a.m. The flight, MF881 by the Xiamen Airlines with 203 passengers, is expected to arrive at the Songshan Airport of Taipei at 8:51 a.m.     Each passenger witnessing the historical moment received a gift package from the airlines, which enclosed a model plane and map of Taiwan.     At a separate ceremony in East China's Nanjing City marking thecity as the fifth new city to conduct the cross-Strait chartered flight, Zheng Lizhong, mainland-based Association for Relations Across the Taiwan Strait (ARATS) Executive Vice Chairman, said the start of the weekend chartered flight and beginning of the mainland tourists' visit to Taiwan "is destined to open a new chapter in the cross-Straits cultural and economic communications."     A high-ranking mainland aviation official said that since Shanghai was chosen as the first city for cross-Strait flight operation five years ago, "there has been a small step each year, but they have amounted to a major step in the past five years."     "The ever more frequent and convenient flights across the Straits are not only improved means of transportation, they are also an emotional and cultural bridge for the people, and changed the way of thinking of both sides," the official said.     However, he said, real direct flight hadn't been realized yet as all of the planes flew to Taipei by way of Hong Kong.     Quoting Dr. Sun Yat-sen, the great pioneer of Chinese democratic revolution, the official said, "the real success is still in front and we need to work harder."     The first chartered flight from Nanjing started at 8:05 a.m.     Some 760 Chinese mainland tourists from Beijing, Shanghai, Nanjing, Xiamen and Guangzhou started the first weekend charter flight to Taiwan on Friday, three weeks after the mainland's Association for Relations Across the Taiwan Straits and the Taiwan-based Straits Exchange Foundation met last month.

BEIJING, Oct. 4 (Xinhua) -- The ongoing global financial turbulence will have a limited impact on China's banks and financial system in the short run, according to officials and experts.     "We feel China's financial system and its banks are, to the chaos developed in the U.S. and other parts of the world, relatively shielded from those problems," said senior economist Louis Kuijs at the World Bank Beijing Office.     He told Xinhua one reason was that Chinese banks were less involved in the highly sophisticated financial transactions and products.     "They were lucky not to be so-called developed, because this (financial crisis) is very much a developed market crisis." Farmers harvest rice in 850 farm in Northeast China's Heilongjiang Province on Sept. 26, 2008.    A few Chinese lenders were subject to losses from investing in foreign assets involved in the Wall Street crisis, but the scope and scale were small and the banks had been prepared for possible risks, Liu Fushou, deputy director of the Banking Supervision Department I of the China Banking Regulatory Commission, told China Central Television (CCTV).     Chinese banks had only invested 3.7 percent of their total wealth in overseas assets that were prone to international tumult, CCTV reported. The ratio of provisions to possible losses had exceeded 110 percent at large, state owned listed lenders, 120 percent at joint stock commercial banks and 200 percent at foreign banks.     Kuijs noted most of the banks resided in China where capital control made it more difficult to move money in and out. Besides, the country's large foreign reserves prevented the financial system from a lack of liquidity, which was troubling the strained international markets.     "At times like this, one cannot rule out anything," he said. "But still we believe the economic development and economic fundamentals in China are such that it's not easy to foresee a significant direct impact on the financial system."     However, he expected an impact on China's banks coming via the country's real economy, as exports, investment and plans of companies would be affected by the troubled world economy and in turn increase pressure on bad loans.     Wang Xiaoguang, a Beijing-based macro-economist, said the growing risks on global markets would render a negative effect on China in the short term but provided an opportunity for the country to fuel its growth more on domestic demand than on external needs.     He urged while China, the world's fastest expanding economy, should be more cautious of fully opening up its capital account, the government should continue its market reforms on the domestic financial industry without being intimidated.     Chinese banks had strengthened the management of their investments in overseas liquid assets and taken a more prudent strategy in foreign currency-denominated investment products since the U.S.-born financial crisis broke out, CCTV reported.
