URUMQI, July 10 (Xinhua) -- China's top leadership has vowed to punish those responsible for Sunday's riot in the northwestern Xinjiang region in accordance with the law and to educate those taking part in it after being deceived by separatists. Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour of the autonomous region on Friday that all available efforts should be mobilized to "win the tough war of maintaining Xinjiang's stability."     The Party's top official in charge of law enforcement stressed that efforts should be made to "resolutely implement" the spirit of the Political Bureau meeting on Wednesday night, and use "tough measures" to ensure stability.     President Hu Jintao on Wednesday night convened a meeting of the Standing Committee of the CPC Central Committee Political Bureau to discuss the deadly Xinjiang riot. He returned to Beijing Wednesday afternoon.     The meeting said the government would "firmly crack down on serious crimes, including assaults, vandalism, looting and arson."     The Standing Committee ordered authorities to "isolate and crack down on the tiny few" and "unify and educate the majority of masses."     "Instigators, organizers, culprits and violent criminals in the unrest shall be severely punished in accordance with the law," it said. "Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. TAIPEI, May 31 (Xinhua) -- A Chinese mainland business delegation arrived in Taiwan Sunday to kick off a buying spree to expand trade ties and offset the effects of the global economic downturn.     The group, organized by the Mainland Association for Cross-Strait Economic and Trade Exchanges, comprised about 80 representatives of 35 companies, including IT and home appliance giants Lenovo, Haier, Changhong and ZTE.     The shopping list could include home appliances, machinery, textiles and foodstuffs manufactured on the island, said Li Shuilin, director of the association and delegation head.     The mainland businesses would hold talks with Taiwan firms in Taipei and Kaohsiung to learn more about their products and market potential in the mainland, Li said.     They would probably make some purchasing orders, although no exact plans had been announced, he added.     The delegation, the first of its kind, was warmly received on the island amid the mainland's repeated calls for collaboration across the Taiwan Strait to cope with the international economic downturn.     This marked a substantial step by the mainland to help boost investment in Taiwan and the purchase of Taiwan products, proposed by Chinese Premier Wen Jiabao in April, Li said.     The mainland announced last week that seven to nine procurement delegations to Taiwan would be organized from May to September to help develop the island economy during the global downturn.     The China Video Industry Association would organize a visit of leading mainland television producers on Monday to hammer out a planned 2.2-billion-U.S.-dollar contract for TV parts produced in Taiwan.     Also in June, tea merchants and fruit organizations would visit central and south Taiwan. In September, representatives of trading cooperatives from 11 provinces and cities, six industry associations and 13 agricultural products producers will visit the island.     Mainland telecommunications companies, including China Telecom, China Mobile and China Unicom, also plan purchasing visits the island.

XI'AN, June 13 (Xinhua) -- Chinese archaeologists started a new excavation of the famous terracotta army site Saturday, hoping to find more clay figures and unravel some of the mysteries left behind by the "First Emperor."     It was the third excavation in the pit -- the first and largest of three pits at the site near Xi'an, capital of northwestern Shaanxi Province -- since 1974 when the terracotta army was discovered by peasants digging a well. His argument is still not widely accepted by other terracotta experts.     The army is still known to most Chinese people as the "terracotta warriors and horses."     The army was one of the greatest archeological finds of modern times. It was discovered in Lintong county, 35 km east of Xi'an, in 1974 by peasants who were digging a well.     The first formal excavation of the site lasted for six years from 1978 to 1984 and produced 1,087 clay figures. A second excavation, in 1985, lasted a year and was cut short for technical reasons.     The discovery, listed as a world heritage site by UNESCO in December 1987, has turned Xi'an into one of China's major tourist attractions.

BEIJING, June 14 (Xinhua) -- The China Ping An Insurance (Group), which had plans to buy a 22 billion yuan (3.2 billion U.S. dollars) stake in Shenzhen Development Bank (SDB), said Sunday that there are no changes in buying into the bank for the moment.     There are no changes in the bank, and the stake purchase aims to improve Ping An's financial service and asset structure, said Zhang Zixin, general manager of the China's second largest insurer via a telephone news conference.     Ping An and SDB will operate with their own plans. The management team of the bank will not change right now, according to the Frank Newman, president of SDB, and Richard Jackson, president of the Ping An Bank Co., Ltd.     The company said last Friday it would buy 520 million shares from the U.S.-based TPG's Asian arm Newbridge Capital for 11.45 billion yuan by the end of 2010. Newbridge Capital is currently the top shareholder in Shenzhen Development Bank.     The Ping An would acquire no more than a 30 percent stake in Shenzhen Development Bank after the two deals, and become the top shareholder instead.     The Ping An Group, together with Ping An Life Insurance, currently holds a 4.68 percent stake in Shenzhen Development Bank.

SHANGHAI, July 12 (Xinhua) -- China Eastern Airlines on late Sunday announced that it will merge Shanghai Airlines through a shares swap and the two will resume stock trading in Shanghai Monday.     Shanghai Airlines will exchange one of its A shares for 1.3 shares of China Eastern after the former's shareholders are given a 25 percent risk premium, the latter said in a statement filed to the Shanghai Stock Exchange.     Shanghai Airlines Chairman Zhou Chi said on June 30 that the transfer of shares will take about four to five months.     Liu Jiangbo, spokesman of the working team overseeing tie-up affairs, said Shanghai Airlines will become a wholly-owned subsidiary of China Eastern and retain its brand and independent operation.     Liu told Xinhua that the merger has entered a concrete stage after the announcement of the detailed merger plan.     This is a major step to promote the consolidation of regional airlines and to facilitate building Shanghai into an international air and shipping hub, he said.     The merger will give China Eastern, one of China's three state-owned airlines, about 50 percent market share in Shanghai.     China Eastern reported a net loss of 13.9 billion yuan in 2008 because of weak travel demand in the economic downturn and wrong-way bets on fuel prices.     China Eastern and Shanghai Airlines shares have been suspended from trading since June 8 while waiting for the merger talks.
