National guidelines on economically affordable housing were released on Friday night along with new State measures on housing for low-income families, which come into effect on Saturday.Economically affordable houses ought to be around 60 sq m per unit, said the guidelines jointly released by the Ministry of Construction, the National Development and Reform Commission, and five other ministries. It said eligible purchasers will "have limited property rights", and that the apartments can only be directly sold after five years. Moreover, the document limited fundraising for cooperative housing units to independent mining corporations on the outskirts of cities and enterprises with a significant number of employees with housing problems, while stressing that they must do so with their own properties.Eligible applicants of the Measure on Low-rent Housing Security, meanwhile, are no longer limited to city households with the lowest income, but will also include all lower-income urban families with housing issues.Government subsidies, the usual means of securing housing for these social groups, are to be gathered from rental fees on low-rent housing, credit risk reserves, housing provident funds, social donations and security funds. Local governments must also spend 10 per-cent of the local land-use fees on developing low-rent housing, said the measure, released by nine ministries on Monday.Because situations vary across the 656 cities that had adopted the mechanism as of October, the measure allows special funds to be allocated to central and western regions that find it financially difficult to support the construction of low-rent homes.Additionally, the construction area of these apartments, limited to 50 sq m per unit, should be granted preferential status on a stand-alone basis in land supply schemes and annual land-use applications.Months earlier, the central government urged local governments to reserve at least 70 percent of the land designated for residential construction for units under 90 sq m. But since the housing security system is expected to cover all low-income Chinese families by 2010, implementation of the new measure and relevant policies has a long way to go.Figures from the Ministry of Construction show that nearly 10 million households still live in a housing space, per capita, of less than 10 sq m. Up to the end of 2006, only 268,000 families, or 6.7 percent of all households living on a minimum allowance, and 2.7 percent of all low-income households in China, had benefited from low-rent housing policies.Despite a record 7.04 billion yuan (.52 million) of central government investment in low-income housing so far this year, 50 billion yuan is needed every year for the next five years to continue to broaden coverage, the People's Daily reported. To address the housing problems of urban low-income families, for example, Shanghai is to pour in a total of 2 billion yuan in providing 500,000 sq m of low-rent apartments by the end of this year, Shanghai's Jiefang Daily reported on Friday. The money will come from the 8.3 billion yuan coffers of the Shanghai public housing reserve fund.Cong Chen, a staffer at the Department of Policy and Regulation of Shanghai Provident Fund Management Center, confirmed the information. The project, launched last month, has already secured 150,000 sq m of land in Jiading, Baoshan and several other districts in Shanghai, 70 percent of which are completed flats. These flats are said to be lo-cated in areas with comparatively mature transportation and living facilities, such as metro stations and bus stops, for the convenience of low-income tenants, the Jiefang Daily said.

Four people were sentenced to between 15 and 24 months' imprisonment Tuesday in Shanghai for money laundering in the first such case since the anti-money laundering law took effect in January. The Shanghai Hongkou District People's Court sentenced Pan Rumin to two years in jail and fined him 60,000 yuan (,000) for the crime. Accomplices Zhu Suzhen, Li Daming and Gong Yuan were sentenced to between 15 and 16 months in prison and fined 20,000 yuan each. The case was the first in the country to turn on the new anti-money laundering law. Before the law took effect, suspects in money-laundering cases were charged with operating illegal businesses or disordering financial markets. The four parties had collectively laundered more than 1 million yuan by withdrawing money and transferring funds over the Internet, through ATMs and over the counter at bank branches. The Shanghai branch of the Industrial and Commercial Bank of China eventually grew suspicious, and police arrested the suspected launderers in Hongkou on July 24 last year. The authorities have been drawing up legislation to fight money laundering. The National People's Congress Standing Committee passed the new anti-money laundering law in October, last year.

Chinese residents along the Huaihe River have been urged to gear up for their second tough combat against floods in a week as the receding flood water on some branches started rising again on Saturday after torrential rains. The upper-reach Nanwan Water Dam and Shishankou Reservoir have got an average rainfall of 150 mm and 315 mm respectively on Friday, resulting a twist in the ongoing combat against the worst flooding on the Huaihe River since 1954. ¡¡ Chinese Premier Wen Jiabao talks to a child during his visit to the flood-hit Funan County in East China's Anhui Province, July 13, 2007. Continuous heavy rainfall has been battering a large part of eastern and southern China, with some parts witnessing the worst floods in decades. [newsphoto]The water level on the crucial Wangjiaba Hydrological Station may soon surge above the danger line as more rains have been forecast in the next few days, said Cheng Dianlong, deputy director of the Office of the Flood Control and Drought Relief Headquarters. Thirteen sluices at Wangjiaba station were opened Tuesday to divert flood water into the Mengwa Buffer Zone home to 150,000 people to provide relief to more than 2 million flood-hit residents in Henan Province. ¡¡ Nearly half a million people have been evacuated from the projected path of floodwater from the Huaihe River by Friday. Cheng said that the Henan hydrological departments on the upper reaches have made good use of reservoirs and water dams to alleviate pressure downstream Saturday. The flux into the Nanwan Reservoir registered at 2,760 cubic meters per second, however that out of the reservoir was¡¡reduced to 200 cubic meters per second. "The Huaihe riverbanks have been lashed by swelling water for several days. Putting up good defense will become increasingly difficult as more torrential rains are to come," he said. The headquarters issued an emergency notice Saturday to all local governments along the Huaihe River, requiring them to surmount fatigue, remain high alert and carry forward the spirit fostered in battling the 1998 Yangtze River flooding which killed more than 3,000 people and inflicted about 100 billion yuan (about 13 billion U.S. dollars) in economic losses. The notice urged them to take all adverse situations into consideration to reinforce preventive measures, continue to put the human first and safeguard the lives and assets of the people by arranging for relocation in advance. Along the Yangtze River, Guizhou, Hunan and Hubei provinces and Chongqing Municipality have been stricken by floodwater as heavy rainfall had lifted up the water levels of some branches. The Pipazui and Zhengjiahe Hydrological Stations on the tributary Fuhe River have both registered their highest water levels in history. Landslides triggered by mountain torrents killed six and caused three missing in Zhijin County of Guizhou Province, affected more than 673,000 people in Chongqing and inflicted the municipality 182 million yuan in direct economic losses. Some 1,630 people in Jingshan County of Hubei were evacuated in emergency as the water collected in downtown areas were 0.5 to 1.5 meter deep. By Friday, a total of 403 Chinese had been killed with 105 missing and 3.17 million people have been relocated as the rainy season coupled with ferocious flood waters continues to batter central and southern China.

BEIJING - State Forestry Administration investigators found more than 100 suspected footprints of a South China tiger on Friday in Shaanxi Province, where photos of the big cat taken by a farmer have caused a national controversy over their authenticity.A South China tiger [File photo] The Beijing Morning Post reported on Monday that Zhang Bin, a local forestry official who accompanied the investigators, said the team also found a skeleton suspected to belong to a young tiger."It's like the skeleton of a cat," said Zhang, adding the bones had been sent to Beijing for DNA testing. "But experts said with a length of 50 centimeters, a cat would have grown tooth bones. This skeleton hasn't (teeth), it's like a cub feline.""The experts said there is a great probability that it belongs to a South China tiger cub."He said the footprints found in Zhenping County ranged from 12 to 16 cm, with toes. "To my experience in investigating the wild, they are tiger footprints. They belong to more than one tiger."Zhang said the experts had also developed rubbings of the footprints for further analysis. In October, a farmer in Zhenping County, in the northern Shaanxi Province, claimed he snapped photos of a tiger in the forest near his home. The provincial forestry bureau later cited experts as verifying it was a South China tiger. The subspecies was believed to have been extinct in the wild for more than three decades. However, many scientists and Internet users have denounced the pictures as fake. In November, one netizen posted an on-line picture of a tiger from a new year calendar and claimed the two tigers were identical.Despite this, the provincial forestry department insisted the tiger in the photo existed in Zhenping County. The Beijing-based China Photographers Society, however, confirmed the images were not real.Last month, the State Forestry Administration dispatched an expert panel to Zhenping to carry out a field investigation. It hoped to find concrete evidence on whether the tiger existed. The photo taken by Zhou Zhenglong, a farmer in Zhenping County of Northwest China's Shaanxi Province. GUANGZHOU: Having a good job is pretty important to many women - that is unless they can find a wealthy husband to look after them.A recent survey of women in Guangdong Province revealed that almost half would rather prefer marry a rich man than get a good job.At 45.2 percent, the figure is 8.9 percent higher than the country's average. The survey showed many women are still very conservative in the province that borders Hong Kong and Macao special administrative regions, according to an official from Guangdong Provincial Women's Federation. The federation conducted the "Survey and Analysis on the Social Gender Concepts in Guangdong Province" early this year."A large percentage of local women still have the traditional idea of relying on their husbands after they have married," said the official who did not want to be named yesterday.Women who are less educated have a stronger desire to marry rich men and rely on their husbands, she added.Chen Wenqi, a local white collar worker, however, said she would refuse to rely on her future husband.Chen said she would never marry a rich man who she did not love at all."Men and women should be equal both at work and at home and wives should not rely much on their husbands if they have the ability to work," Chen told China Daily yesterday. The 27-year-old works for a local foreign-funded logistics company. The survey also revealed the number of rural women who said a rich husband was better than having a good job, was 11.7 percent more than their urban counterparts."The tendency of independence often goes against the economic and social status of the women," Wang Xiongjun, a sociology PhD student at Peking University, said."The more you can support yourself with a decent life, the less you are willing to depend on others, even your spouse."And 75.1 percent of the Cantonese women said they would continue to work even after they married rich husbands. The figure is also nearly 13 percent lower than the country's average. Most of the local women agreed that husbands should focus their efforts on work and social events while wives must spend much of their time on family and housework.More than 40 percent of women said being good looking was more beneficial to finding a good job, then having ability. On the sex issue, men are slightly more lenient than women when it comes to forgiving infidelity. About 47.5 percent of women said they would excuse their husbands for being unfaithful once, compared to 50.3 percent of men.

BEIJING  -- The dumpling poisoning incident in Japan has been proved to be an individual contrived case, not caused by pesticide residue, said China's quality watchdog on Thursday. The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) said at a press conference that it made the conclusion after finding no harmful chemicals in relative products and samples and no abnormal operations by the Chinese producer.Japanese media reported on January 10 that people fell ill in December and January after consuming frozen meat dumplings produced by Tianyang Food Plant based in north china's Hebei Province.

General Secretary of the Communist Party of China (CPC) Central Committee Hu Jintao and visiting Chinese Kuomintang (KMT) Honorary Chairman Lien Chan underscored peace and development across the Taiwan Straits in their meeting in Beijing Saturday. Hu Jintao (R), General Secretary of the Communist Party of China (CPC) Central Committee, meets with Honorary Chairman of the Chinese Kuomintang (KMT) Lien Chan at the Great Hall of the People in Beijing, capital of China, in this April 16, 2006 file photo. [Xinhua]"Peace and development should be the theme of cross-Straits relations, and the common goal of the people both in the mainland and Taiwan," Hu said. Lien said peace was the basis for cross-Strait prosperity and development. Compatriots from both sides of the Straits should face up to the challenges and continue to pursue peace, so as to create economic prosperity on both sides of the Straits. The mainland is creating a miracle with a growth rate of about 10 percent for 27 years, he noted. "Peace and prosperity live together, for if there is no peace, there will be no prosperity, and only peace creates opportunities for us to pursue prosperity," he said. Lien arrived on Thursday leading a KMT delegation to attend a cross-Straits economic and trade forum, which closed on Saturday. Hu extended warm congratulations on the behalf of the CPC Central Committee for the success of the forum. "The two-day forum is an important activity for the two parties to continue exchanges and dialog," Hu said. The mainland announced at the forum a new package of beneficial policies to promote cross-Straits economic and trade relations, and the participants also passed joint proposals for closer economic and trade ties across the Straits. The 15 new favorable policies announced by the mainland pointed out a new direction for the future cross-Straits economic and trade development, Lien told Hu. Hu and Lien met for the first time in Beijing a year ago when Lien, then chairman of the Taiwan-based KMT party, had an "ice-breaking" journey to the mainland. It was also the first meeting between top leaders of the CPC and KMT in 60 years. Hu called for closer personnel, economic and cultural exchanges between the mainland and Taiwan to curb Taiwan secessionist activities and maintain peace across the Taiwan Strait.

Communist Party of China (CPC) and Taiwan's Kuomintang (KMT) must "hold hands" to cooperate and to prevent crisis across the Taiwan Strait, Hu Jintao, general secretary of the CPC told a visiting delegation. Hu Jintao (R), General secretary of the Communist Party of China shakes hands with Lien Chan, honorary chairman of Kuomintang at the Great Hall of the People in Beijing April 28, 2007. [Reuters]"Let us hold hands to cooperate, prevent Taiwanese independence and preserve cross-strait peace," Hu said in welcoming Lien Chan, honorary chairman of the KMT, who is attending the third annual Cross-Strait Economic and Cultural Summit in Beijing today and tomorrow. Lien and more than 300 party officials and business leaders arrived in Beijing yesterday after touring provincial cities where they were welcomed by local officials. Lien met with Hu in 2005, and again last year, ending more than 60 years of animosity with the Communist Party. This meeting "will be a reiteration of their consensus for party-to-party cooperation to promote cross-strait peace," Philip Yang, a political science professor at National Taiwan University, said in a phone interview yesterday from Taipei. Win-Win The summit, which is focusing on direct flights, tourism and education, is taking place at a time when Taiwan's Democratic Progressive Party is accelerating efforts to split China's sovereignty. "We must insist on a win-win goal," Lien said to Hu. "Building mutually beneficial relations is a global trend. We must work closer together to achieve this." Since Lien's historic meeting with Hu in 2005, Beijing has allowed Taiwanese professionals to be accredited on the Chinese mainland and given Taiwanese students equal treatment in mainland universities. Cross-strait charter flights for Taiwanese investors living on the mainland have been expanded to all major holidays. In addition, Beijing opened its markets for tariff-free imports of Taiwanese fruit. Pandas Rejected The mainland offered Taiwan a gift of a pair of pandas, which "President" Chen Shui-bian and his "government" rejected. Beijing also offered to allow the Olympic torch relay to cross Taiwan's soil as a sign of goodwill in the run-up to the 2008 Beijing Olympic Games. The DPP-led "government" has promoted Taiwanese ethnic identity and tried to eliminate mainland culture, a move contrary to the interests of most Taiwanese, Lien said in his opening speech to the summit. "The DPP has reversed growth, caused political tensions and isolation and escalated an arms race and economic marginalization for Taiwan," Lien said. The DPP's moves are "dangerous and escalate cross-strait military tensions," Jia Qinglin, chairman of the mainland top political advisory assembly, said at the beginning of the summit.

Blogging, a form of citizen journalism, has caught on so much in China that even some government officials are getting into it.The highest-ranking official or former official to write a blog is Zhao Qizheng, former director of the State Council Information Office, now president of the Journalism School of Renmin University in Beijing. He launched the blog "Zhao Qizheng and his books" (http://blog.sina.com.cn/zhaoqizheng) on August 3 and uploaded several chapters of his latest work In the One World - 101 Tips on How to Communicate with Foreigners. One of them, about the importance of smiling, has been read by nearly 40,000 netizens since it was posted a week ago.In a letter of August 14, Zhao thanked netizens for reading and commenting on his blog and apologized that he could not respond to each comment or question because he could only surf the Internet for limited time every day, and that he was a slow typist. Some netizens have used his blog to speak directly with the former top news official. One of them, called "Peach", a journalism student complained of a perceived lack of jobs in the industry and asked for his advice. The direct interaction between bloggers is one of the most appealing elements about this form of communication.Arguably the most popular blog run by an official is that of Liao Xinbo, deputy director of the provincial health bureau of South China's Guangdong Province.Liao calls himself "Doctor Brother Bozi" and his blog (http://blog.sina.com.cn/liaoxinbo) has been read more than 650,000 times since it was launched last April. At present it ranks the sixth most popular blog in Guangdong. The health official is known for being outspoken. On Monday, he posted an article by an anonymous doctor which blamed China's apparent failure on medical reform over the last 30 years on the lack of fair pay for doctors."If the situation continues, the next medical reform is doomed to fail again," the post warned.Liao also argued in his blog that health services were not a commodity that should be "bought" by patients, a key point that health providers need to serve the public, instead of trying to rake in money.Netizens who agreed with Liao proposed the official lobby his allies at the provincial people's congress - the legislative body - to draft a law especially for medical contracts.Netizens even went as far as drafting their own medical contract law, which Liao posted on August 24 commenting: "I have never studied laws and cannot give any comments. I wish my friends who are interested to give their ideas".Dozens of lawyers responded.According to one of them, legal tangles in the medical sector were difficult to settle because there were already too many laws, but not one powerful or specific enough to tackle problems with malpractice disputes. The netizen proposed that it was with some urgency that a law was drafted that covered the entire sector, instead of one that specifically dealt with contracts.Whether or not the fact the netizens' law proposals were right or wrong, their interaction with this sort of blogging demonstrates how ordinary people can debate the merits of such proposals.Liao's blog, with its inspiring discussions, provides a prime example of a form of "direct democracy".There are no figures available as to how many officials have blogs in China. However, in Suqian, a mid-sized city in East China's Jiangsu Province, 81 middle and high-ranking officials in the municipal government have opened blogs on the government website (http://blog.suqian.gov.cn/).Their Communist Party secretary, Zhang Xinshi, took the lead."Zhang hopes that those who are in charge at the different government organs can also have blogs so that they can express their ideas, attract people's discussions and build an efficient channel of communication between officials and ordinary citizens," said a Suqian Daily report about a working conference this April.Zhang has updated his blog almost every day and written long articles on weekends about a wide range of topics from global climate change to professional education. An article on "civilized behavior" prompted the local Suqian Daily to open a column about the topic, and more than 100,000 pupils and high school students distributed pamphlets on civilized behavior in the streets of his city.Almost each of Zhang's online articles was read more than 400 times, but there have been few posted responses from the public. When a comment was made, it often turned out to be a pledge of a subordinate to implement the Party secretary's ideas, not public feedback.A report in the People's Daily last month said officials in Suqian had published more than 1,700 articles on their blogs and these articles were read by more than 760,000 netizens."It is a good thing that officials opened blogs and strengthen their communication with the ordinary citizens," Xie Chuntao, professor at the Party School of the Central Committee of the Communist Party of China in Beijing, said.As part of China's e-governance construction, 12,000 government websites have been built in the past decade, according a report by Xinhua News Agency last December.More than 96 percent of the central government organs, 90 percent of provincial governments, 96 percent of municipal governments and 77 percent of county governments have their own websites."By further exploring the communication possibilities of blogs, officials may better win the citizens' trust if there is successful communication between the two sides," said Mao Shoulong, political science professor at Renmin University of China in a commentary in the People's Daily last year. But he also feared that some officials may have their opinion influenced by the "small club in cyberspace"."Actually, if we want the government to get nearer to the ordinary citizens, we can make more efforts on improving our democratic system instead of using the highly personalized blogs," he said."At the current stage, we can improve the government websites that widely exist, and make them work better in publicizing policies and communicating with netizens. This is a more constructive choice."
