BEIJING, Jan. 7 (Xinhua) -- Vice Premier Zhang Dejiang urged the country's railway departments to make efforts to promote safe railway transport and build quality railway projects to better serve socio-economic development.     Continuous efforts should be made to relieve railway transport capacity shortage and further expand the country's railways network, Zhang told a national railway conference.     "Although shortage of the country's passenger and goods transportation by railways has been eased to some extent, railways are still a bottleneck restricting economic development," Zhang said.     He stressed railway technology innovation, railway project quality and improvement of services for the convenience of passengers.     Zhang also urged railway departments make full preparations to cope with traffic peak during the upcoming holiday, when millions of people rush back home for the Spring Festival, China's Lunar New Year, which falls on Feb. 14.     In 2009, China's railways saw a passenger flow of 1.52 billion and transported 3.32 billion tonnes of freight, both breaking records. BEIJING, Jan. 9 (Xinhua) -- China Saturday "strongly" urged the United States to respect its core interests and grave concerns, and immediately stop arms sales to Taiwan to avoid harms to the Sino-U.S. cooperation.     The U.S. arms sales to Taiwan undermined China's national security as well as the peace and stability across the Taiwan Strait, Vice Foreign Minister He Yafei told Xinhua in an exclusive interview, once again voicing China's "resolute opposition" to the sales.     This was the sixth official announcement made by China over the issue in a week, as spokespersons with the Foreign Ministry and the Defense Ministry had repeatedly denounced the U.S. move.     He said that in response to the U.S. government's recent approval of Raytheon Company and Lockheed Martin Corp. to sell weapons to Taiwan, the Chinese side had made solemn representations with the U.S. side.     The two U.S. Companies' sales plan was part of the arms sales package announced in October 2008 under the Bush Administration, which included weapons and equipments such as Patriot III anti-missile system.     The sales of weapons to Taiwan seriously violated the three Sino-U.S. joint communiques, in particular the principles enshrined in the August 17 Communique, said He, adding China's stance on this issue was always "consistent, clear and unswerving."     He said the Taiwan issue was "the most important and sensitive issue at the core of Sino-U.S. relations."     Noting the Sino-U.S. relations had maintained a steady momentum of development since U.S. President Barack Obama took office, He said this progress was hard-earned and should be valued by both countries.     China hoped the United States would work with China to earnestly implement the important consensus on developing bilateral relations reached by leaders of the two countries, strictly abide by the three Sino-U.S. joint communiques and principles of the joint statement issued last November, enhance bilateral dialogue, coordination and cooperation in various spheres, so as to push forward the sound and steady development of bilateral ties, said He.

"We can simply say that China has set foot on a low-carbon development road."     The Chinese government's major task this year had been to maintain growth through its stimulus programs amid the global economic downturn, said Wang Xiaoguang, a researcher with the China National School of Administration.     "As the economic recovery is gaining momentum, the country should shift its focus to the long-term development plan," Wang said.     The conference has put much emphasis on "green" development as 2010 will be the last year of the country's 11th five year plan (2006-2010), a guideline for economic and social development, which set hard targets for reducing energy intensity and emissions.     Under the plan, China would reduce energy consumption per unit of GDP by 20 percent and major pollutant emissions by 10 percent from the 2005 levels by 2010, and the country is still working for that goal.     China announced ambitious plans in late November to cut its energy intensity per unit of GDP by as much as 45 percent by 2020 compared to the levels in 2005.     "The country would be pressured to make more efforts to achieve these targets. It is a tough task we must fulfill. WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added.
