GUANGZHOU, Sept. 15 (Xinhua) -- One person is missing and more than a million residents affected as typhoon Koppu landed in southern China's Guangdong Province Tuesday, local authorities said.     About 1.06 million people in 69 townships in Jiangmen and Yangjiang cities were feeling the effect of the storm at 6 p.m., said Guangdong Flooding and Drought Relief Headquarters. One person in Zhuhai City is missing.     In Shenzhen City, 169 flights were delayed on Tuesday, stranding nearly 10,000 passengers.     The typhoon, the 15th this year, has brought heavy rains to Guangdong.     In Yangjiang City, where the typhoon downgraded into a strong tropical storm, fallen trees and branches could be seen along the roads.     In Sanya City in the southern island province of Hainan, the typhoon brought rain of more than 167 millimeters.     Shipping services across the southern Qiongzhou Strait, which have been suspended since Monday afternoon, were expected to resume Wednesday.     Local experts have warned of flash flooding, with the possible dangers of mudslides and landslides.     Koppu would bring heavy rain to most parts of southwestern Guangxi Zhuang Autonomous Region, Hainan and Guangdong during the next two days, China's central observatory said.

BEIJING, Sept. 28 (Xinhua) -- China's Ministry of Commerce (MOC) issued a statement late Monday saying it would approve U.S. automaker General Motors Co.'s (GM) plan to buy part of parts supplier Delphi Corp, but set conditions on the deal to avoid restricting competition.     The approval came after an anti-monopoly probe by the MOC into the deal last week and negotiations with the two companies over the deal conditions, aimed to avoid exclusion or restriction of competition, according to the statement.     The conditions include a ban on GM and Delphi exchanging trade secrets on Delphi's other Chinese customers, to prevent GM from getting confidential and competitive information.     Delphi should also maintain the timeliness and quality of supplies indiscriminately to the other domestic automakers, at market prices.     The ministry said it had discussed with the two companies its concerns on competition, and GM and Delphi had come up with solutions.     According to a Dow Jones report Monday night, authorities in the U.S. and E.U. had earlier given their approval for the deal, after Delphi, GM's former parts division, received approval from a U.S. court to sell assets to its lender and GM.     The report said this would clear the way for the auto-parts supplier, which operates 17 wholly-owned entities and joint ventures in China and 21 manufacturing sites, to end its four-year stay in bankruptcy.     Under China's anti-monopoly law, mergers and acquisitions that could impact the domestic market must undergo an anti-monopoly review.

MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. Said Sunday that it signed a deal with Telefonica, the Spanish telecom operator, to enhance their alliance by spending 1 billion U.S. dollars each on share purchase.     China Unicom would acquire shares equal to about between 0.885 percent to 0.892 percent of stake in Telefonica, according to the company's statement to the Shanghai Stock Exchange.     Telefonica would increase its stake in China Unicom from 5.38 percent to 8.06 percent, the statement said.     Their cooperation would focus on infrastructure and equipment purchase, mobile service platforms, research and development, and service provision to multinational clients, according to the deal.

TAIPEI, Aug.15 (Xinhua) -- Typhoon Morakot has killed at least 124 people and left 56 missing in Taiwan as of 10 p.m. Saturday, according to local disaster response authorities.
