SHARM EL-SHEIKH, Egypt, Nov. 8 (Xinhua) -- The Fourth Ministerial Conference of the China-Africa Cooperation Forum (FOCAC) opened in the Egyptian Red Sea resort of Sharm el-Sheikh on Sunday.     Chinese Premier Wen Jiabao, Egyptian President Hosni Mubarak and African heads of state or government attended the opening ceremony of the two-day conference, with the theme of "deepening the new type of China-Africa strategic partnership for sustainable development." The meeting kicked off here Sunday morning"Chinese people cherish the sincere friendship towards the African people, and China's support for Africa's development is concrete and real," said the premier.     "Whatever change may take place in the world, our policy of supporting Africa's economic and social development will not change," Wen said.     According to the eight new measures, China will help Africa build up financing capacity, and will provide 10 billion U.S. dollars in concessional loans to African countries and support Chinese financial institutions in setting up a special loan of 1 billion dollars for small- and medium-sized African businesses.     For the heavily indebted countries and least developed countries in Africa having diplomatic relations with China, China would cancel their debts associated with interest-free government loans due to mature by the end of 2009, said Wen.     The measures are also committed to building clean energy projects in Africa, carrying out joint scientific and technological demonstration projects with Africa, training agricultural technology personnel for Africa and offering assistance on medical care, health, human resources development and education.     The eight new measures, which succeeded eight measures put forward by Chinese President Hu Jintao at the landmark Beijing Summit of FOCAC in 2006, stressed more on improving the African people's living standard, Wen said at a press conference after the opening ceremony.     Sudanese President Omar al-Bashir expressed his gratitude towards the Chinese government for its sincere efforts to develop its relations with African countries over the past years and to boost development in Africa.     He said China has fulfilled its commitments made at the 2006 Beijing Summit to assist Africa in the fields of energy, roads and infrastructure, as well as in the critical area of fighting against serious diseases.     Al-Bashir said great achievements have been accomplished by China and Africa under a strategic partnership within the framework of FOCAC, adding that more hard work and commitments are required to carry out the strategic plans, especially in the areas of agriculture, food security and infrastructure.     Zimbabwean President Robert Mugabe praised the "strategic cooperation" between China and Africa, saying it represented the culmination of the friendship between the two sides.     According to Mugabe, a number of countries in the Common Market for Eastern and Southern Africa region have achieved significant progress in their trade exchanges with China, mainly due to the Chinese measures to increase the number of exported items receiving duty-free entry into their markets.     Central African Republic President Francois Bozize said both China and Africa faced great challenges, including natural disasters and climate changes, so both sides should continue working together to deepen their friendship in all fields.     Chinese Foreign Minister Yang Jiechi presented to the conference a report on the implementation of the outcomes of the Beijing Summit.     The main agenda of the conference is to review the implementation of the follow-up activities of the FOCAC Beijing Summit and the third ministerial conference and explore new initiatives and measures on Sino-African cooperation in priority areas such as human resources development, agriculture, infrastructure development, investment and trade.     The FOCAC, a collective consultation and dialogue mechanism between China and African countries launched in 2000, is the first of its kind in the history of Sino-African relationship.     It is a major and future-oriented move taken by both sides in the context of South-South cooperation to seek common development in the new situation.     The previous three ministerial conferences were held in Beijing, Addis Ababa and Beijing respectively.

BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.

BEIJING, Dec. 30 (Xinhua) -- World media reports have praised China's efforts in promoting international cooperation to combat climate change and its contribution to a substantive result at the U.N. Climate Change Conference in Copenhagen.     The per capita carbon emission in China is far lower than that in Western countries, the state media from different countries, including India, Pakistan, Indonesia, Central Africa Republic and Malawi, said recently.     Acknowledging that China was facing a heavy task of development, they said that China's demand for due right to development was justifiable and reasonable.     Alongside economic development, China has increased spending on combating climate change, greatly encouraged science and technology, and become a world leader in the use of green energy, they said.     During the Copenhagen Conference, China made all efforts to communicate and negotiate with other countries. CHRISTCHURCH, New Zealand, Nov. 1 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday visited Canterbury University to open the second Confucius Institute in New Zealand.     Li said during the opening ceremony that cultural and educational cooperation are important parts of relations between China and New Zealand.     China has become the largest source of overseas students and the fastest growing source of international tourists to New Zealand, while people in New Zealand are taking a strong interest in studying the Chinese language and getting acquainted with Chinese culture, he said.     The new Confucius Institute, jointly founded by Canterbury University and China's Huazhong Science and Technology University, represents another achievement of the exchanges and cooperation between the two nations, Li said.     He said he hoped the institute would become a link between the two countries in cultural and educational exchanges. BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.

BEIJING, Dec. 7 (Xinhua) -- China's auto sales and output both exceeded 12 million units in the first 11 months, the China Association of Automobile Manufacturers (CAAM) announced Monday.     The CAAM forecast sales and output for the whole year would both exceed 13 million units.     In November alone, sales reached more than 1.35 million units, according to preliminary statistics. Detailed figures are expected to be released on Tuesday.     The country's largest auto maker, Shanghai Automotive Industry Corporation, sold about 2.44 million auto units in the first 11 months, up 54 percent year on year, while Sino-U.S. joint venture company Shanghai GM sold 627,495 units, up 50.5 percent.
