HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country. This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities. It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

BEIJING, Feb. 8 (Xinhua) -- As the U.S. President Barack Obama vowed to get "much tougher" with China on exchange rates and trade, economists from Beijing said China should not give in to increased U.S. pressure that stems from its domestic problems.Obama's talk of putting "constant pressure" on China to strengthen the yuan so to ensure the price of U.S. goods was not artificially inflated has drawn heated comments from economists in Beijing."His words are only aimed to appeal to domestic interest groups," said Tan Yaling, an expert at the China Institute for Financial Derivatives at Peking University.Given China's growing international clout and the lack of jobs in the United States, Obama will certainly try to make China change its currency policy as this is an easy way to weaken China's export industry, she said.It was also a relevant tactic given the President was losing ground in opinion polls and facing tough conditions leading up to the mid-term election later this year, she said.Although the U.S. economy recovered to 5.7 percent growth in the fourth quarter last year, a record high in six years, jobless rate surged to more than 10 percent.Fiscal deficit is set to hit 1.56 trillion U.S. dollars in 2010, or 10.6 percent of its GDP, a new record since the Second World War.In the State of the Union Address on Jan. 28, Obama made it clear he would focus on jobs in 2010 and pledged to double exports in five years which could create 2 million jobs in the States.Tan Yaling said Obama's export drive could not fix the job problem, while a stronger yuan would add costs for U.S. consumers.RESIST PRESSUREIt's an old trick for the U.S. to force its major trade partners to appreciate their currency to help itself in a time of crisis, said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission."China's reforms, including exchange rate reform, should be independent of other countries," he said.He noted China's currency policy should comply with the country's macroeconomic conditions and industry restructuring. As many exporters' sales were just starting to pick-up, a rising renminbi would hurt their fragile recovery. Many foreign experts also agreed that the appreciation of the renminbi would not remedy the global economic imbalance.A 20 percent rise in the yuan and other major Asian currencies would at best lead to a rise in U.S. exports worth 1 percent of gross domestic product, as the International Monetary Fund (IMF) estimates suggested, said Olivier Blanchard, Economic Counsellor and Director of the Research Department of IMF."I think it's very important not to bash China over the RMB. What China should do, and is actually doing, is to decrease its saving rate, thus increase domestic demand, and reorient production to satisfy this higher domestic demand," he said in an interview with Reuters on Jan. 29.The renminbi has gained around 21 percent since July 2005 when the government delinked the yuan from the U.S. dollar. However, China's trade surplus with its major trading partners did not fall accordingly."The exchange rate of renminbi is not the main reason for the Chinese-U.S. trade deficit," Foreign Ministry Spokesman Ma Zhaoxu said Thursday."We expect the United States to view bilateral trade issues rationally and to negotiate fairly. Accusation and pressure would not bring a solution," said Ma.

BEIJING, March 2 (Xinhua) -- Chinese President Hu Jintao and high-ranking military officials on Tuesday watched a play honoring an outstanding military archivist.Liu Yiquan had worked as a file clerk and later a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had collected more than 830,000 pieces of military archives, which was regarded as a special contribution to the army.Despite being diagnosed with terminal cancer in 2008, Liu continued to work hard. He died on Jan. 28 at the age of 59. Hu Jintao (C), general secretary of the Central Committee of the Communist Party of China, Chinese president and chairman of the Central Military Commission, meets with performers after watching a drama honoring Liu Yiquan, late file clerk at the archives of the People's Liberation Army, in Beijing, capital of China, March 2, 2010His exemplary deeds were known in China last year following media reports. The play, "Sheng Ming Dang An," or "Archives of Life," was based on his life story and debuted in November last year.Hu, also chairman of the Central Military Commission, visited Liu on Nov. 28 last year when Liu was receiving treatment at hospital. Hu had praised Liu as a role model and asked the Chinese Communist Party members and military personnel to learn from him.Liu had also been honored by the U.S. military authorities for his role in helping identify some key documents that could lead to the repatriation of the remains of the United States personnel who disappeared during and after the Korea War (1950-1953).

PORT-AU-PRINCE, Jan. 14 (Xinhua) -- A wood board improvised as a table with all medicine on it -- this is a "mobile hospital" the Chinese rescue team was able to set up to treat those injured in Haiti's capital city Port-au-Prince after the 7.0-magnitude earthquake hit the impoverished Caribbean country on Tuesday.     A large number of injured Haitians have stood in line waiting to be treated by the Chinese doctors on the plaza in front of the quake-affected Prime Minister's Office building. Members of a Chinese emergency rescue team inspect the collapsed building of the headquarters of the UN Stabilization Mission in Port-au-Prince, Haiti, Jan. 14, 2010. The Chinese emergency rescue team arrived in Haiti's capital Port-au-Prince early Thursday local time, to help the rescue operation after an earthquake in which up to 100,000 people are feared dead and eight Chinese are still missing. Five patients at a time were carried to the humble "mobile hospital" by volunteers. Most of them suffered physical traumas and the long-time exposed wounds were infected in many of the cases, Hou Shike, chief doctor of the rescue team told Xinhua on Thursday.     The Chinese doctors expressed their sorrow for the lack of medication supplies in Haiti, a country believed to be the poorest of the western hemisphere.     "Doctors and medicine are of great need here," Hou said in a painful tone. With each "Merci (Thank you)" from a cured patient, the medicine that the rescuer brought from China becomes less.     "Now we see the patients are still able to move. But when the infection gets worse, the consequences will be critical," Hou said, apparently worried.     "I hope there are more rescue teams joining us," he said.     China's rescue team arrived in Port-au-Prince on early Thursday morning, with 50 members of the International Rescue Team of China, three rescuer dogs and more than 20 tons of equipment and humanitarian aid.     The Chinese government officials from the Foreign Ministry and Public Security Ministry and media also arrived on a chartered plane. The Food and Agriculture Organization has designated Haiti as one of the world's most economically vulnerable countries.

BEIJING, March 9 (Xinhua) -- Nearly 42.5 million Chinese rural workers received professional training in 2009, up 7.6 percent from the previous year and 42 percent higher than the yearly target, the Chinese Ministry of Education said Tuesday.About 7.91 million workers were trained in cities they work in after migrating from rural areas, accounting for 18.8 percent of the total, while the rest were schooled in their hometown provinces, the Ministry said. After the outbreak of the global financial crisis in 2008 when exports contracted and jobs vanished overnight, the Chinese government has increasingly emphasized the importance of rural worker training in a bid to improve worker's job skills and to prepare the country for industry upgrading, the ministry said.In southwest China's Tibet, training covered housekeeping services, traditional painting, solar energy applications and TV set maintenance which are closely linked with the local economy. In east China's Zhejiang Province, rural young people not enrolled at senior high schools have access to a 6 to 12-month training course to give them horticultural and general farming skills.

BRUSSELS, March 22 (Xinhua) -- China welcomes the latest document issued by the European Union (EU) on climate change, but insists that the EU should raise its emission cut target to 30 percent by 2020, a visiting Chinese official said on Monday.Su Wei,chief negotiator of China for climate change talks in Copenhagen, told a press briefing here that China welcomed the communication the EU issued in earlier March, which elaborated the bloc's standpoints on climate change for the first time following the Copenhagen talks in December."China welcomed in general the EU's latest positions," which among others reaffirmed the principle of "common but differentiated responsibilities" undertaken by developing and developed countries in dealing with climate change, the Chinese official said.In the communication issued on March 9, the EU expresses its willingness to continue to play a leading role in fighting against climate change and reaffirms its commitment to reduce its greenhouse gases emissions by 20 percent by 2020 and to increase this reduction to 30 percent if "the conditions are right."However, Su told reporters that EU should and could raise its emission cut target to 30 percent by 2020 on the basis of 1990 if the bloc wanted to play a leading role in dealing with climate change. The move would put more pressure on the United States to put forward ambitious goals, the chief negotiator said.Su said he was visiting the EU headquarters with a Chinese delegation led by Xie Zhenhua, vice minister of the National Development and Reform Commission, to exchange views with his EU counterparts on climate change.China and the EU shared many common goals and interests, the two sides should work together to boost international negotiations on climate change, he said.World leaders are scheduled to meet later this year in the Mexican resort town of Cancun for another go at inking a legally- binding global accord on emission reductions after 2012.Su said that China hoped the meeting in Cancun can achieve positive and meaningful results and make further progress on the basis of the Copenhagen talks.
