BEIJING, Dec. 23 (Xinhua) -- A senior Chinese official has urged the country's political advisors to make more practical proposals to the government to resolve environmental pollution and other social problems.     Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultation Conference (CPPCC), made the remark in a letter to the CPPCC's first seminar on China's population, resources and environment development concluded in Beijing on Tuesday.     China would have many challenges in achieving steady economic growth and social development next year, which included environmental protection, employment and resources issues, Jia said in the letter.     Political advisors should work together and make proposals and suggestions that could serve the people and country effectively, he said.     The seminar was attended by members of the CPPCC, China's top political advisory body, and experts from companies and research institutes.

BEIJING, Nov. 26 (Xinhua) -- China's State Council, or the Cabinet, said on Wednesday that more efforts would be made to encourage enterprises to upgrade technology and engage in independent innovation.     It also said there would be policies to promote merger and acquisition among enterprises.     The policies were clinched at an executive meeting of the State Council, presided over by Premier Wen Jiabao. The meeting was held to discuss measures to address difficulties faced by enterprises and promote economic growth and deliberate plans to reform finished oil pricing mechanism and fuel taxes and fees.     According to the meeting, plans would be drawn up to help some key industries, including steel, auto, ship manufacturing, petrochemical, light industry, textile, nonferrous metals, equipment manufacturing and information technology.     The meeting urged banks to increase credit supply to help small and medium enterprises overcome difficulties.     To offset adverse global economic conditions, the State Council on Nov. 9 has announced a 4 trillion yuan (585.7 billion U.S. dollars) stimulus package to boost domestic demand. This will be combined with other boosting measures, such as loosening credit conditions and cutting taxes.     The huge amount of money will be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transportation, the environment, technological innovation and rebuilding after several disasters, most notably the May 12 earthquake.     The State Council also discussed the reform plans of finished oil pricing mechanism and fuel tax and fees at the meeting. It decided to make public the two draft reform plans to solicit public advice.     According to the National Development and Reform Commission, the government has been studying a fuel tax to replace the current road tolls imposed upon vehicles.     The long-awaited fuel tax and fee reform was first proposed in 1994.     The State Council meeting also reached decisions to increase the storage of key materials and resources, accelerate development of the service industry and enhance measures to promote employment and social security.     More education and job training would be provided among the government's efforts to increase employment. BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday.     State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability."     Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people".     "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said.     Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force".     "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote.     And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. BEIJING, Dec. 1 (Xinhua) -- Six Chinese infants might have died from consuming melamine-tainted milk powder, the country's Ministry of Health (MOH) said here on Monday.     Experts with the MOH and provincial health departments had looked into 11 infant death cases since September across the country, and had ruled out connection to the tainted milk powder in five cases, the ministry said on its website.     They could not, however, rule out such possibility in the rest six cases, it said.     Four of the six cases occured in Jiangxi, Zhejiang, Guizhou and Shaanxi Provinces respectively, while the rest two cases occurred in the northwestern province of Gansu.     It did not give any further details.     Previous reports said three babies, including two in Gansu Province and one in Zhejiang Province, had already been confirmed by the ministry to have died from consuming the tainted milk from May to August.     The ministry did not make it clear whether the three confirmed cases were included in the six undecided case.     Meanwhile, 861 infants were still receiving treatment for kidney problems caused by tainted milk powder by last Thursday, the ministry said.     The figure dropped by about 200 from the previous week, when the number of hospitalized infants stood at 1,041.     All together 294,000 infants were found to have suffered from diseases of urinary systems in the ministry's nationwide screening, it said.     Among them, 154 had been in serious conditions, but were all stable by Monday. A total of 51,900 children had been hospitalized and 51,039 had recovered and left the hospital.     Most of the sick children were found to have only sand-like stones in their urinary systems.

BEIJING, Nov. 4 -- China has set a timetable for its large aircraft plan, and the first homemade jumbo jet will take to the skies by no later than the start of the 13th Five-Year Plan Period (2015-20), a senior official said yesterday.     This is the first time a timetable for the trunk liner project has been made public, since the Commercial Aircraft Corp of China Ltd was set up in May.
