BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao met Japanese Prime Minister Taro Aso here on Thursday, calling on the two sides to cherish achievements made in bilateral ties.     "Since my visit to Japan in May last year, related parties on the two sides have made every effort to implement the consensus and decisions agreed upon during the visit, and had attained important progress in promoting the strategic and mutually-beneficial relations between China and Japan," Hu told Aso at the Great Hall of the People.     "These achievements have not come easy and should be cherished by us," said Hu.     Hu noted that as the global financial crisis spreads, trade between China and Japan had declined obviously. They must particularly ensure successes in cooperation in energy-saving and environmental protection, information and telecommunications and high-tech industries, said Hu.     Sino-Japanese trade slid by 7.4 percent year on year in December and plumped by 24 percent in the first quarter of this year, figures from the Chinese Ministry of Commerce show.     Hu noted personnel and culture exchanges have an important and far-reaching impact on the development of Sino-Japan relations.     He urged the two countries to make full use of the existing channels and mobile every resources available to raise bilateral personnel and cultural exchanges, especially the exchanges between youths in general and young officials in particular, to a new height.     In multilateral areas, China and Japan should focus on advancing cooperation in East Asia so that the sub-region will collectively respond to global challenges such as the current financial crisis, he said.     The two countries must further enhance their coordination and cooperation in such regional mechanisms as the Association of Southeast Asian Nations plus China, Japan and the Republic of Korea (ROK), the East Asia summit and the China, Japan plus ROK format, so that together they can promote peace, stability and development in Asia and the world at large, Hu said.     Aso said since Hu's successful visit to Japan in May last year, the two sides have made important progresses in implementing the projects agreed upon during the visits.     He expressed Japan's appreciation of the fact that the two countries have maintained frequent exchanges of visits by and good communications between state leaders.     Japanese and Chinese leaders have also met for many times in bilateral and multilateral occasions to exchange opinions on bilateral relations and issues of common concern, said Aso.     Japan and China are neighbors. Sound cooperation in political and economic fields and the continuous advancement of the strategic and mutually-beneficial relationship between them have laid a solid foundation for the future of this relationship, said the Japanese prime minister.     Aso said it is Japan's wish that the two countries will continue with the close communications at high level, strengthen cooperation in various fields, step up coordination in coping with the international financial and economic crisis, and promote youth exchanges.     Aso arrived in Beijing on Wednesday for a two-day China tour, his first official visit to China since he took office in September.

URUMQI, July 14 (Xinhua) -- Abdul'ahat Abdulrixit, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said Tuesday that ethnic unity was the "basic benefit" for all the people in Xinjiang.     "Ethnic unity is the basic benefit for the 21 million people of various ethnic groups in Xinjiang... and these people have a long tradition of loving and supporting each other," Abdul'ahat Abdulrixit told Xinhua in an interview in Urumqi Tuesday.     Abdul'ahat Abdulrixit, an ethnic Uygur, was born in 1942 in northwest China's Xinjiang Uygur Autonomous Region. He joined the Communist Party of China (CPC) in 1960 and was elected CPPCC National Committee vice chairman in 2008. BEIJING, May 22 (Xinhua) -- The Chinese mainland will send a sports delegation to participate in the 2009 World Games to be held in Kaohsiung, a southern coastal city of Taiwan.     Liu Peng, chairman of the Chinese Olympic Committee (COC), said athletes from nine associations of the COC will compete in the games.     He made the promise during his meeting with Kaohsiung City Mayor Chen Chu in Beijing Friday.     The mainland will also send an observation delegation to the games, Liu said, adding that sports is a medium and bridge which connects people on both sides of the Taiwan Straits.     Chen Chu said her delegation hoped to learn from the successful experience of the Beijing Olympic Games.     She led a promotion team for the 2009 World Games to the mainland on Thursday. BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.

BEIJING, June 24 (Xinhua) -- The Chinese government's fiscal revenue in the first five months of 2009 reached 2.7 trillion yuan (400 billion U.S. dollars), down 6.7 percent from the same period of last year, Finance Minister Xie Xuren said Wednesday.     Xie revealed the figure in a report to the ninth session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.     Of the total, the central government collected about 1.4 trillion yuan, down 14 percent. This accounted for 39.6 percent of the annual budget.     Local governments collected the other 1.3 trillion yuan, up 2.9 percent, which accounted for 42.4 percent of the annual budget.     Xie cited four factors for the drop in fiscal revenues: a fall in international trade due to the global economic downturn; a fall in revenue value relative to the consumer price index and producer price index; structural tax reduction polices and a slowdown in China's economic growth.     Structural tax reduction policies reduced taxes by about 230 billion yuan in the first five months, according to the report.     He said in the first five months, fiscal expenditure nationwide amounted to almost 2.25 trillion yuan, up 27.8 percent over the same period last year, accounting for 29.5 percent of the budgeted figure.     Central government expenditure totaled 459.3 billion yuan, up 21.4 percent, while local governments spent 1.79 trillion yuan, up29.5 percent, he said.     The funding went mainly to expanding public investment, increasing subsidies for low-income groups, ensuring sufficient money for education, health, social security, employment, basic housing and culture, and supporting technological innovation, energy conservation and emission reduction.     Xie stressed that the government would continue to ensure the stable growth of investment and actively implement structural tax reduction policies to ease the burden on business and consumers. Doing so would encourage companies to invest and individuals to consume.     "Efforts should be made to boost revenues and cut spending," he said, calling for frugality and strict control of expenditures by reducing government vehicle purchases, reception fees and official travel.     He said: "The construction of government and Party committee buildings should be rigidly limited."     The government would promote the scientific and meticulous management of public finances, boost efficiency and deepen fiscal system reform, he said, adding that resource tax reform would be advanced and the consumption tax system would be adjusted.     Xie said the outstanding national debt reached 5.3 trillion yuan at the end of last year, which was within the 5.5-trillion-yuan limit in the annual budget.     The government's fiscal revenue reached about 6.13 trillion yuan last year, 19.5 percent more than in 2007.     Xie said the central fund for reconstruction from last year's May 12 earthquake reached 74 billion yuan and expenditures were 69.77 billion yuan last year.     This year, the central budget allocated 130 billion yuan for reconstruction work.
