DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Oct. 25 (Xinhua) -- Chinese Premier Wen Jiabao played a major role in ensuring the success of the meetings related to the Association of Southeast Asian Nations (ASEAN) by putting forward proposals to tackle the financial crisis and enhance regional cooperation, Chinese Foreign Minister Yang Jiechi said Sunday. Wen returned to Beijing Sunday evening after attending the meetings, including the 12th summit between the ASEAN and China (10+1), the 12th summit between the ASEAN and China, Japan and the Republic of Korea (10+3), the fourth East Asia Summit, in Hua Hin of Thailand from Oct. 23 to Oct. 25. Yang noted that Premier Wen put forward a number of proposals and measures, which both tackle the immediate urgent tasks and issues of common concern and take into account long-term strategic planning. These proposals fully indicated China's goodwill, sincerity, and its confidence and willingness for cooperation. For this end, China will host a China-ASEAN Free Trade Area forum next year, set up a portal website with the ASEAN nations, establish economic cooperation zones in the ASEAN nations and remove technical trade barriers, Yang noted. The Chinese premier also raised proposals on enhancing cooperation in various sectors, including infrastructure construction, agriculture, environment protection, new and renewable energies, prevention and control of A/H1N1 influenza as well as promoting social and cultural exchanges, said Yang. The leaders attending the meetings expressed high appreciation of China's commitment to good-neighborly and friendly policies and cooperation with ASEAN countries. They noted that China, taking practical actions to help ASEAN countries overcome difficulties and meet challenges, has served as a major force in maintaining financial and economic stability in the region, and promoting peace and development, said Yang. BEIJING, Dec. 1 -- Premier Wen Jiabao Monday rejected "unfair" calls from European countries for faster reform of China's currency policies, despite lobbying from EU financial chiefs at the weekend."Some countries demand the yuan's appreciation while practicing various trade protectionism against China. It's unfair and actually limits China's development," Wen told reporters in Nanjing, Jiangsu province.     European Commission President Jose Manuel Barroso and Swedish Prime Minister Fredrik Reinfeldt, whose country holds the rotating EU presidency, were also at the press conference. The summit ended with five agreements mainly on energy and environmental cooperation.     But it also ended without a breakthrough on issues that have brought stalemate between the sides, such as trade disputes and arms embargoes.     Wen said China will keep the yuan basically stable and carry out currency reform at its own, gradual pace.     A stable yuan is not only good for the Chinese economy but the world, Wen said.     The meeting took place against the backdrop of concern about the rising euro and the possibility it might derail the recovery in Europe, which imports heavily from China.     The yuan began gaining against major currencies after a set of exchange rate reforms were introduced in July 2005. After rising nearly 20 percent against the US dollar, it hovered around 6.83 to the US dollar for about a year. In the past month or so, the euro has risen to a 15-month high.     Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker joined other European leaders in lobbying China's senior officials.     The Chinese officials explained that it was difficult to make a case for "immediate renminbi appreciation" in a country where 40 million people live on less than 1 U.S. dollar a day. The failure of the EU appeal was expected because Europe was only thinking about itself, claimed Wu Baiyi, a European studies expert at the Chinese Academy of Social Sciences.     Zhao Junjie, Wu's colleague, said that while China is not able to quickly change its currency policy, Beijing had made efforts in the past year to fill the EU trade gap.     "Actually, some of the goods bought by the dozen purchasing groups that China sent to the EU during the past year were bought only for the sake of the EU," he said. "But the EU still wants more."     Glenn Maguire, chief Asia-Pacific economist at Societe Generale SA in Hong Kong, told Bloomberg: "China will only adjust on its own terms and in its own time. It's decided that now is not the time to do that."     Despite lingering disputes, including trade protectionism and the EU's ban on the transfer of technology to China, Wen Monday raised expectations for improved relations with Beijing's largest trading partner.     "China and Europe walking together hand-in-hand will make the steps of humankind more steady, and that best illustrates the strategic significance of our ties," said Wen.     Barroso and other EU leaders Monday also applauded fresh Chinese commitments on countering climate change.     Stanley Crossick, founding chairman of the European Policy Centre, said Europe will need to commit to lifting its arms embargo against China.     "Beijing is right that listing China among a handful of embargoed pariah states is totally inconsistent with the treatment of a strategic partner," he said.     Crossick suggested that EU officials be trained in contemporary China and taught Mandarin.     Wen opened the door to better understanding Monday, announcing that 2011 will be the year for China-EU youth communication and the establishment of other youth and cultural exchange mechanisms.

HUA HIN, Thailand, Oct. 24 (Xinhua) -- Chinese Premier Wen Jiabao and his Australian counterpart Kevin Rudd called here on Saturday for an early signing of the Free Trade Agreement (FTA) between the two Asia-Pacific major economies. "The mutual-respect, mutual-trust and cooperation between China and Australia, both as big countries in the Asia-Pacific region, will not only yield tangible benefits for the two nations, but also have a positive impact on a larger scale," Wen said in talks with Rudd on the sidelines of the Association of Southeast Asian Nations (ASEAN) summits.     The key to maintaining a sound and steady development of bilateral ties lies in their respect for and care about each other's core interests and major concerns, Wen said, pledging to work together with Australia to boost their ties. SHANGHAI, Nov. 1 (Xinhua)-- HSBC has raised its forecast of China's GDP growth this year to 8.1 percent, said HSBC Group Chairman Stephen Green here Sunday.     The bank's previous forecast was 7.8 percent.     While attending the annual International Business Leaders' Advisory Council (IBLAC), Green said the world financial crisis has not derailed either of the two most noteworthy and transformative trends in global finance: "the rise of China and the shift from west to east."     He also expected effects of China's stimulus packages would further lift the country's GDP growth and sustain the recovery momentum into 2010.     Green said Shanghai, as China's largest city, had kept a relatively stable growth during the crisis, which suggested it had the potential to become one of the world's financial centers comparable to New York or London.

BEIJING, Nov. 6 (Xinhua) -- Chinese President Hu Jintao's upcoming state visits to Malaysia and Singapore would comprehensively push forward China's ties with the two nations and the Association of Southeast Asian Nations (ASEAN), said an official with the Foreign Ministry here Friday.     Hu will pay state visits to Malaysia and Singapore from Nov. 10to 13, at the invitations of Malaysian Supreme Head of State Mizan Zainal Abidin and Singaporean President S. R. Nathan.     It is the first time for President Hu Jintao to pay state visits to Malaysia and Singapore as president of China, and it is also the first time in 15 years for a Chinese President to visit the two countries, said Assistant Foreign Minister Hu Zhengyue at a news briefing.     During his stay in Malaysia, Hu will hold talks with Supreme Head of State Mizan and meet with Prime Minister Najib Tun Razak.     "President Hu's visit to Malaysia will surely further deepen strategic cooperation between the two nations and advance bilateral ties," said the assistant foreign minister.     While in Singapore, he will hold talks with President Nathan and meet with Prime Minister Lee Hsien Loong, Minister Mentor Lee Kuan Yew and Senior Minister Goh Chok Tong.     President Hu will exchange views with Singaporean leaders on deepening mutually beneficial and cooperative ties, and discuss international and regional issues of common concern," said the assistant foreign minister.     Vice Minister of the Ministry of Commerce Yi Xiaozhun said China and the two countries had good economic and trade relations and were each other's important trade partners.     In Malaysia, the two sides will sign economic and trade cooperative documents to push forward joint projects in the infrastructure area.     While in Singapore, leaders of both nations will discuss on how to promote bilateral trade and investment, advance major cooperative projects and enhance cooperation within the framework of regional and international trade.     "We believe that President Hu's visit will surely expand the scale of economic and trade cooperation between China and the two countries, and promote the sustained and stable development of bilateral relations, " Yi said.

BEIJING, Oct. 30 (Xinhua) -- China's central government launched 20 venture capital funds with seven local governments on Friday to provide investment in the country's high-tech sectors, the top economic planner said in a statement on its web site.     The investment would go to high-tech sectors including the electronic and information sector, biological and pharmaceutical industry, new energy sector and projects related to energy conservation and environmental protection, the National Development and Reform Commission (NDRC) said.     The 20 funds would collect about nine billion yuan (1.31 billion U.S. dollars), of which, one billion yuan was invested by the central government, 1.2 billion yuan by local governments and the rest from private investment, the NDRC said.     The funds were aimed to direct capital into new industries and competitive high-tech enterprises to push forward self-innovation, it said.     The NDRC and the Ministry of Finance signed the agreement with 7 local governments of Beijing, Jilin, Shanghai, Anhui, Hunan, Chongqing and Shenzhen.

BEIJING, Dec. 26 (Xinhua) -- Top Chinese political advisor Jia Qinglin has called for adequate preparation for next year's annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).     A meeting of the CPPCC National Committee's chairperson and vice chairpersons decided Saturday to open the annual full session of the top political advisory body on March 3 next year.     Jia, chairman of the CPPCC National Committee, said the session, together with the annual full meeting of the National People's Congress, is of great significance in deepening reform, tackling the global financial crisis, advancing social and economic development, and ensuring stability next year.     Zhao Qizheng, chairman of the Foreign Affairs Committee of the CPPCC National Committee, was appointed the spokesman for the annual session in March.
