BEIJING, Dec. 1 (Xinhua) -- Diplomats from the European Union (EU) member states on Tuesday spoke highly of China's recent promise on its greenhouse gas emissions reduction.     "We welcome that national objective of China," EU ambassador to China Serge Abou said at a press conference in response to related questions.     China, as the biggest developing nation, set a good example for the international efforts in emissions reduction, he noted.     China announced on Nov. 26 that it would reduce the intensity of its carbon dioxide emissions per GDP unit in 2020 by 40 to 45 percent from the 2005 level.     Swedish Ambassador to China Mikael Lindstrom, whose country currently holds the rotating EU presidency, told Xinhua that he and his country "have a lot of respect for the series of efforts" that china has made.     "The climate change is really a serious global crisis, we cannot fall into a zero-sum game," he said, noting that "we hope it will be win-win, but if we don't do anything it will be lose-lose".     As the hosting nation of the Copenhagen climate change conference, Denmark's diplomat Soren Jacobsen welcomed Chinese Premier Wen Jiabao's attendance to the upcoming meeting.     China's announcement of its emissions cut promise "is positive", said Soren Jacobsen, Deputy Head of Mission and Minister Counsellor of the Danish embassy to China.     Jacobsen hoped that an agreement would be reached at Copenhagen.     The diplomats from EU's all member states gathered here at the press conference to mark that the Treaty of Lisbon came into effect on Dec. 1.     As stipulated in the Treaty, the Delegation of the European Commission to China was renamed the Delegation of the European Union to China on Tuesday.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday he and visiting U.S. President Barack Obama agreed during their talks to resolve the nuclear issues of the Korean Peninsula and Iran through dialogue.     "Both of us remain committed to resolving the nuclear issue on the Korean Peninsula through dialogue and consultation," Hu said when meeting the press with Obama after their bilateral talks. "Such a commitment serves the common interests of China and the United States and all other parties concerned."     Hu said China and the United States will work with other parties concerned to stick to the denuclearization of the Korean Peninsula and the six-party talks process to safeguard the peace and stability of northeast Asia.     The two presidents stressed that it is very important for the stability in the Middle East and the Gulf Region to uphold the international nuclear non-proliferation regime and properly resolve the Iran nuclear issue through dialogue and negotiation, Hu said. 

BEIJING, Dec. 26 -- The weight of private enterprises in the overall economy is on the rise and that of State-owned enterprises (SOEs) on the decline, Ma Jiantang, minister of the National Bureau of Statistics, said on Friday.     The number of private firms rose by 81.4 percent from 2004 to 2008 to reach 3.6 million and SOEs dropped by 20 percent to 143,000, Ma said at a press conference where China's second economic census results were released.     China has made great efforts over the past 30 years to restructure its economy. It has gradually raised the proportion of private enterprises after the market-oriented reform began in the early 1980s. As a result, the private sector has contributed an ever-growing value to the country's GDP and provided most of the jobs.     But in recent years, some major acquisitions have seen SOEs buying into private companies, sparking concern that the State may be strengthening its control over the private sector.     Ma said the census figures do not suggest SOEs are buying into private enterprises.     In terms of asset value, SOEs saw their proportion in the nation's total drop by 8.1 percentage points from 2004 to 2008 to 23 percent. In contrast, private enterprises' assets rose by 3.3 percentage points to 12.3 percent.

BEIJING, Oct. 24 (Xinhua) -- China has a total number of 2,971 company groups by the end of 2008 and their combined assets rose 19.7 percent from the previous year to more than 40 trillion yuan (5.86 trillion U.S. dollars), the China Industrial Information Issuing Center said Saturday.     Corporate management of these company groups is improving, according to the center.     Affected by the global financial crisis and economic slowdown, profit of these company groups decreased by 22.5 percent in 2008 year on year, the first annual drop since 1997, said the center without giving specific figures.

BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

BEIJING, Dec. 31 (Xinhua) -- Chinese President Hu Jintao urged maintaining steady and relatively fast economic development in a New Year address broadcast Thursday to domestic and overseas audience via state TV and radio stations.     He said in 2009, in the face of global financial crisis, Chinese people of all ethnic groups united together and firmly adhered to maintaining steady and relatively fast economic development as the primary task in economic work.     "People's life continued to improve and the society was kept harmonious and stable," said Hu in the address, titled "Jointly Create A Beautiful Future of World Peace and Development," broadcast by China Radio International, China Central Television, and China National Radio..     Hu said that the year 2010 is the last year of the country's 11th Five-Year Plan period and the country will continue to implement a proactive fiscal policy and a moderately easy monetary policy. BEIJING, Nov. 18 (Xinhua) -- U.S. President Barack Obama had a taste of Chinese history on Wednesday by visiting the country's most iconic site, the Great Wall.     "It's magical," Obama said when walking along the Great Wall in chilly winter wind. "It reminds you of the sweep of history and our time here on earth is not that long. We better make the best of it."     Dressed in a dark winter jacket, a smiling Obama broke away from companions and walked alone along the ramp.     "I brought back the admiration for the Chinese civilization, I bring here the greetings of American People," Obama said when ascending a watchtower to enjoy a distant view at the Badaling section of the Great Wall.     Obama is the fifth U.S. president to visit the manmade wonder. Former U.S. President Richard Nixon visited the Great Wall in 1972,Ronald Reagan in 1984 and Bill Clinton in 1998. In 2002, former U.S. President George W. Bush and his wife Laura toured the same section as Obama did.     "I'm inspired by the majesty of the Great Wall and am grateful for the warmth of the Chinese people," Obama wrote on the visitor's book after his half-hour tour.     The Great Wall was the second sightseeing program for Obama during his visit to China. He toured the Imperial Palace Tuesday after nearly two hours of talks with President Hu Jintao.     Built originally as the biggest defense work in ancient China, the Great Wall today has become one of the must-see places for visiting foreign leaders to the country in the past six decades.     The Badaling section, which is in the northwestern suburb of Beijing, runs about 3,741 meters on a mountain of about 700 to 800 meters above sea level, dotted with 19 beacon towers.     The wall at the Badaling section averages seven to eight meters in height, six to seven meters in thickness, with a width of four to five meters on top.     Over the past six decades, more than 450 heads of state and government have visited the Badaling section.     The Great Wall is listed among the UNESCO's World Cultural Heritage sites given its historic status.     Separated sections of the Great Wall were built as early as 2,000 years ago by small kingdoms to defend against raids from nomadic tribes to the north.     When Emperor Qinshihuang, the country's first emperor, united China for the first time in 221 B.C., he ordered the separate sections linked together, forming a complete military defense system.     The Great Wall today was mostly rebuilt during the Ming Dynasty(1368-1644).     With its sections stretching from northeast to west China, the Great Wall now runs 6,700 kilometers long and its section at Badaling is the first part that opens to tourists.

BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.
