TOKYO, Sept. 16 (Xinhua) -- The Fourth Beijing-Tokyo Forum began its plenary meeting Tuesday in Tokyo. And China is willing to work with Japan to actively participate in international cooperation in various areas, jointly promote world peace and achieve common development of the human race.     The two sides need to deepen mutual understanding in a bid to continuously promote the sound development of bilateral ties, said Wang, expressing his belief that with goodwill as well as cooperative attitude aimed at win-win results and sincerity for frank exchanges of views, the friendly relations between the two nations are sure to be continuously cemented.     Representatives from political circles as well as friendship bodies, including Zhao Qizheng, chairman of the foreign affairs committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Chen Haosu, head of the Chinese People's Association of Friendship with Foreign Countries, Li Zhaoxing, chairman of the foreign affairs committee of China's National People's Congress (NPC), Yusuhisa Shiozaki, Japan's former chief cabinet secretary, Koichi Kato, chairman of Japan-China Friendship Association, also participated in the discussion of the general situation of China-Japan relations.     Later in the day, the forum had panel dialogues in terms of their respective subjects on such issues as politics, region, media, economy, security, environment and food. Having had frank and in-depth exchanges of views on the relevant issues, representatives of both sides were of the same mind on some issues though remained divided on some others. Most of the participants, however, agreed that the face-to-face exchange of views should be promoted as it helps deepen mutual understanding of the two nations.     The Fourth Beijing-Tokyo Forum opened with a dinner party late Monday. In their speeches at the party, Hiroya Masuda, Japanese Minister of Internal Affairs and Communications, and Wang Chen lauded the role the forum has played in the development of bilateral ties and wished it a success.     Present at the three-day forum are more than 100 personages from various circles of both countries.     The annual forum, co-sponsored by China Daily and the non-profit Japanese organization Genron NPO, is held alternately in Beijing and Tokyo. The first Tokyo-Beijing Forum took place in Beijing in August 2005. 

BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. Tang Yiwen, 9-month old, is checked by doctor at a children's hospital in Guilin, south China's Guangxi Zhuang Autonomous Region Sept. 16, 2008. The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday. 69 batches from 22 companies nationwide were found containing melamine, a chemical which had tainted Sanlu's baby formula and led to kidney stone illness of more than 1,200 infants across the country.     The number of companies with melamine-tainted milk accounted for 20.18 percent of the total of milk powder companies in China. And the number of tainted batches accounted for 14.05 percent of the total batches tested.     The melamine content in the Sanlu brand reached 2,563 mg per kg, the highest among all the samples. In other samples, the range was from 0.09 mg to 619 mg per kilogram. Every batch of products will be checked.     Sanlu, which is 43 percent owned by New Zealand dairy company Fonterra, has been ordered to halt production. The Hebei provincial government decided on Tuesday to dispatch four working teams to Sanlu Group for a thorough investigation.     So far, four milk dealers have been arrested and 22 others detained for questioning by Hebei police.

BEIJING  -- The Industrial and Commercial Bank of China (ICBC) is forecasting an 8 percent increase in the country's Consumer Price Index (CPI) for the first quarter of 2008. The official government figures come out in mid-April.The bank said in a report issued on Thursday that the CPI would hit 8.2 percent in March, slightly down from the previous month as the effects from the snow chaos that hit China earlier this year died away.Inflation in China took its biggest jump in nearly 12 years in February when it rose 8.7 percent compared to the same period a year earlier. Food prices surged 23.3 percent while non-food prices edged up 1.6 percent from the year earlier period.Inflation was mainly fueled by rising food and energy prices in the global market, and compounded by domestic factors that included increased costs and a strong demand, the report said.The new round of global grain price rises, including rice and wheat, might add more pressure to the government's anti-inflation efforts.However, the inflation index would start decelerating in the second half of 2008 as the government's macro controls took effect. The continued global slowdown also weighed on demand and could gradually pull down prices, the report said.China rolled out a series of measures to fight inflation after the government was reshuffled last month. Among the latest moves was an increase in farm subsidies to boost production and curb grain price hikes.

BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday.     The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao.     Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

BEIJING, Oct. 12 (Xinhua) -- China's ruling Communist Party said on Sunday that it would strive to double the per-capita disposable income of rural residents by 2020 from the 2008 level.     The goal was part of the decision made at the close of the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee, which focused on issues concerning rural reform and development. Hu Jintao, general secretary of the CPC Central Committee, delivered a work report at the four-day plenum, held from Oct. 9 to 12 in Beijing.     The government would also boost consumption of rural residents by a big margin and basically eliminate absolute poverty in rural areas by 2020, according to a communique issued on the plenum's conclusion. A rise of at least 6 percent was expected for 2008, according to a government report in March.     The rural population mired in absolute poverty was reduced to 15 million last year, down from 250 million in 1978.     Targets set at the plenum for rural reform and development till 2020 also included "improving the system of economic growth in the countryside and establishing a mechanism to integrate urban and rural areas in terms of economic growth and social development".     "The modernization of agriculture will advance with major progress, and agricultural productivity will be elevated to a higher level, with national grain security and product supplies guaranteed," said the communique.     The Central Committee also agreed a goal to improve grassroots democracy in the countryside, and vowed to guarantee equal public services in rural areas, such as education opportunities for all rural residents and better medical services and subsistence support.     The communique said there were several "musts" which should be followed:     -- strengthening the position of agriculture as the foundation of the national economy and putting the food security of 1.3 billion people as the top priority.     -- protecting farmers' rights and ensuring the aim and outcome of all the work of the Party and the state is to realize, safeguard and expand the fundamental interests of the majority of the farmers.     -- unremittingly liberating and developing the productive forces in rural areas and make reform and innovation as the fundamental driving force for the development of the rural regions.     -- taking into overall consideration the development of both urban and rural regions.     -- upholding the Party's role as the leadership in the development of the rural areas.     The communique outlined the plan for advancing rural reform and development in the next few years, giving priority to reform and innovation, developing modern agriculture, boosting the capacity of agricultural production, and developing public utilities in rural regions.     About the land policy, the communique said it was necessary to maintain and improve the basic system for rural operations and improve the strict management system of land in rural regions.     It was also necessary to set up a modern financial system in rural areas and establish a system which would help integrate economic and social development in urban and rural areas.     In addition, the communique said it was imperative to enhance standardization of agricultural products and strengthen work on improving quality of agricultural products.     "We should strictly conduct supervision in the entire production process and carry out supervisory duty to ensure quality of the products. We should never allow unqualified products to enter the market," it said.     A total of 202 full members and 166 alternate members of the Committee attended the plenum, according to the communique.     Members of standing committee of the CPC central committee for discipline inspection and top officials of the relevant departments were also present at the session, the communique said.     The plenum had also gathered delegates to the 17th CPC National Congress who had been working on agriculture and rural development at grassroots levels, and experts and scholars on agriculture, rural areas and farmers.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.

BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June. BEIJING, Aug. 10 (Xinhua) -- China is ready to work together with the United States to forge ahead bilateral relations of constructive cooperation along the right track and in a sustained, healthy and stable manner, President Hu Jintao said here on Sunday.During a meeting with his U.S. counterpart George W. We will keep contact with the U.S. side and inform you of the new developments," said the Chinese president.    Bush thanked China for how it has handled the situation of Todd Bachman and his family, and also thanked Hu for his expression of sympathy.    Todd and Barbara Bachman of Lakeville, Minneapolis, were attacked by a man with a knife while touring the 13th-century Drum Tower of Beijing on Saturday. Todd Bachman died from knife wounds while his wife suffered multiple stab wounds and was in critical but stable condition after an eight-hour surgery.    Police said that the assailant, 47-year-old Tang Yongming from Hangzhou of east China's Zhejiang Province, later killed himself by jumping off a 130-foot high balcony on the Drum Tower.    During the Sunday meeting, the two presidents also exchanged views on other issues, including the Korean Peninsula nuclear issue and the Iran nuclear issue.    They agreed that the two sides should maintain communication and coordination, and make joint efforts to facilitate the proper settlement of these issues.    Both leaders also made a positive evaluation of the progress achieved through the strategic and economic dialogue between the two countries, and agreed to work together to help the dialogue achieve more positive results.
