BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. CMC conferred the rank of general on the three senior military officers here on Monday.     China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished.     Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958.     Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference.     In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.

BEIJING, Aug. 6 (Xinhua) -- As typhoon Morakot gains momentum and churns toward China's mainland, provinces in coastal regions are busy bracing for its impact.     By 5 p.m. Thursday, the typhoon was located at 23.3 degrees north and 126.7 degrees east, about 780 kilometers away from Wenzhou, a major city in Zhejiang Province, meteorological authorities said. It was expected to land in the eastern Zhejiang or Fujian provinces between Saturday noon and Sunday morning. Bilis, a 2006 typhoon landed in Fujian but tens of thousands of people in Guangdong were affected.     The experts considered Morakot might have a big influence in the eastern part of Guangdong, and soak the province in torrential rains.     The eighth tropical storm this year, Morakot was formed on the heels of Goni, which unleashed downpours in Guangdong destroying 732 houses.     "The two storms could influence each other," said Wang Zhenming, vice head of the Zhejiang provincial meteorological station. "As a result, the route of Morakot is not fully predictable."     He warned Morakot was likely to continue growing in strength and become a super typhoon.     China is frequently affected by tropical storms in summer. The most destructive one recently occurred in 2006, when super typhoon Saomai claimed more than 400 lives.

CHANGCHUN, July 27 (Xinhua) -- Chinese Premier Wen Jiabao at the weekend reiterated that the government would stick to its proactive fiscal policy and moderately easy monetary policy for sustained growth.     Wen made the remark during a visit in northeast China's Jilin Province, echoing a similar comment by President Hu Jintao at a conference with non-Party members on Thursday.     "To achieve a stable and a steady growth remains the top priority of the country," said Wen. BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

BEIJING, Aug. 11 (Xinhua) -- Chinese Vice Premier Hui Liangyu, who headed Monday to the typhoon-hit regions in Fujian and Zhejiang, warned Tuesday that the country faces grim tasks of fighting secondary disasters as a result of Typhoon Morakot. Big floods are still likely to happen as heavy rainfall persists in the south and many rivers continued to maintain high water levels, he said.     More than 20 rivers reported water levels above flood-alarm lines in Zhejiang, Fujian and Anhui provinces. The county seat of Cangnan is flooded on Aug. 10, 2009 in east China's Zhejiang Province. Rainfall brought by typhoon "Morakot", the 8th this year, has flooded the county seat of Cangnan    Hui asked relevant departments to strengthen monitoring of flooding and forecasts of other disasters, so as to relocate people as quickly as possible to minimize casualties.     Typhoon Morakot has left eight people dead and three missing on the Chinese mainland after a powerful landing in east China Sunday, according to the Ministry of Civil Affairs Tuesday.     As of Tuesday afternoon, Morakot had moved into the Yellow Sea, and would gradually pose less threat to coastal provinces in eastern China.

LJUBLJANA, Aug. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu arrived in Slovenia on Wednesday evening on a two-day official visit to boost economic cooperation between the two countries.     Hui, who was accompanied by a strong business delegation, will on Thursday hold talks with Slovenian Prime Minister Borut Pahor, President Danilo Tuerk, Parliament Speaker Pavel Gantar and Foreign Minister Samuel Zbogar. BEIJING, Oct. 3 (Xinhua) -- Former Chinese ambassador to Brazil Chen Duqing said Saturday China may play a significant role in Riode Janeiro's preparations for the 2016 Olympic Games.     "Compared with the other applicants, currently Rio de Janeiro still has a lot to do to improve its sports facilities and other infrastructure, which indicates a special opportunity for Chinese companies," Chen told Xinhua Saturday in an exclusive interview.     The costs of preparing for the event in 2016 are estimated at roughly 12 billion U.S. dollars. However, the event is expected to generate 250 billion.     Zhou Zhiwei, an expert in Brazil studies with the Chinese Academy of Social Sciences, noted that for Rio de Janeiro, traffic and infrastructure are the city's weak points.     Beating rivals Chicago, Tokyo and Madrid, Rio de Janeiro won the right to host the world's largest stage of sporting events after three failed attempts.     Rio de Janeiro's win also marks the first time that an Olympic Games will be held in South America.     Chen said as big third world countries, both China and Brazil have cooperated closely in applying for host cities, making preparations and organizing the Games in the past few years.     In 2007, China's General Administration of Sports sent teams to Brazil to draw experiences from the Pan American Games.
