BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

TOKYO - Japan's Supreme Court on Friday overturned a landmark ruling that had ordered a Japanese company to compensate Chinese who were forced to work as slave labourers during World War Two. It was the first ruling by Japan's top court on whether foreigners forcibly brought to Japan to work during and before World War Two had the right to compensation. A lower court had ordered Japanese construction firm Nishimatsu Construction Co. The US government should withdraw its complaint against China to the WTO over the intellectual property rights (IPR) issue, China's top IPR official reiterated on Tuesday. "The Chinese government has always been firm in protecting intellectual property rights and attained significant achievements in this respect. It's not a sensible move for the US government to file a complaint against China to the WTO," said Tian Lipu, director of the State Intellectual Property Office (SIPO). The United States filed two WTO complaints against China over copyright piracy and restrictions on the sale of US books, music, videos and movies early April. "As far as I know, negotiators from China and the US are still in the consultation stages within the WTO framework," Tian said, speaking at a seminar organized by the World Intellectual Property Organization (WIPO) and SIPO in Beijing. He said that it was still hard to predict the result of the consultation since it was the first time China had handled such a complaint. "But we will respond to it positively according to WTO rules and fight through to the end," Tian vowed. According to rules set by WTO, trade negotiators from both countries should try to resolve the dispute within a 60-day consultation period from the day the complaint was lodged. Otherwise, the United States can ask the WTO to establish investigative panels. Tian said it was unreasonable for the United States to ignore the huge progress achieved by China in IPR protection. He stressed that the amount of invention patent applications in China ranked fourth in the world last year and it increased by 28.4 percent on average between 2000 and 2006. "IPR protection is a natural option for building an innovative country. It also serves China's goal for overall development. Therefore, the Chinese government will continue its efforts to protect IPR and combat copyright piracy no matter what decisions the US makes," Tian noted.

During their talks, Wen said that the history issue is crucial for bilateral relations as it affects the national feeling of the Chinese people. It could be an obstacle to improved ties if not handled well, he added. He urged the Japanese leaders to face up to history and "open up good, forward-looking relations toward a beautiful future". Wen also reiterated China's position on the Taiwan question, hoping the Japanese side can realize the acute sensitivity of the issue and deal with it properly. Abe reiterated Japan's commitment to the principles enunciated in the three joint documents directing bilateral relations. On disputed waters in the East China Sea, the two sides agreed to speed up the negotiation process to seek a solution that is acceptable to both. The growth of the services sector should be accelerated and opened wider to private and foreign investors, the State Council has said. Market access for such sectors as telecommunications, railways and civil aviation - by far largely State-owned - will be increased and more competition encouraged to diversify investment, the Cabinet said in a document released yesterday. The country will establish an "open, fair and rule-based" market access system, according to the document, which urged local governments and departments to encourage foreign investment and improve the legal framework in the sector. Private investors are encouraged to "raise the proportion of non-State output in the national services industry". No domain should be off-limits as long as the law does not forbid the entry of non-State investors, the document said. The State Council said the services trade should be encouraged to change the foreign trade growth pattern, which comprises mainly exports of low-end manufactured goods.
