BEIJING, Feb. 19 (Xinhua) -- China on Thursday again lodged urgent representations to the Russian Minister Counsellor to China in regards to the sinking of a Chinese cargo ship in Russian waters.     The Sierra Leone-flagged vessel named "New Star" sank off the waters near Russia's far-eastern port of Vladivostok on Sunday. Seven Chinese crew members were still missing.     China paid great attention to media reports that the ship sank after a Russian Coast Guard cruiser fired at it, said Foreign Ministry spokeswoman Jiang Yu in a news release.     Jiang said China had urged the Russian side to spare no efforts to help search for the missing crew members and make thorough investigations to find out the causes of the incident as soon as possible.     The Chinese embassy in Russia and consulate general in Khabarovsk also made representations to Russia at the same time, Jiang noted.     "Russia attached great importance to China's concern," said Jiang, adding that relevant Russian department is investigating the conduct of law enforcement agencies involved in the incident and will inform China of the results in time.

LHASA/BEIJING, March 28 (Xinhua) -- The first Serfs Emancipation Day was celebrated across Tibet Autonomous Region on Saturday, while people from elsewhere in China expressed their wishes to the Tibetans. 　　CELEBRATION ACROSS TIBET     In Lhasa, readers of the broadsheet Tibet Daily and Tibet Economic Daily found that Saturday's edition of both newspapers became thicker--special issues were published to introduce the changes since democratic reform in 1959.     In the Ngaqen village, fully attired Tibetans gathered in the village club to watch the televised grand celebration held on the square in front of the Potala Palace about 30 kilometers away in the seat of Lhasa.     Tsamjo, 66, who lived in a two-story building, said her life was better than "the landlord in the past".     She had worked as a serf for seven years before the democratic reform. "At that time, our plot of land was smaller than a palm, and our room was as big as the nose of a cow," she said.     After the ceremony, villagers performed traditional Tibetan dances and held a contest of tug-of-war. "But I feel sad whenever listening to my grandparents telling the stories," she said.     In the Qamdo prefecture in east Tibet, slogans written on red scrolls hailing the Serfs Emancipation Day could be seen on major roads, where sellers in vegetable markets were waiting for their customers, monks in monasteries were chanting sutras and street vendors were soliciting business. Life was as peaceful as ordinary days. In the Tianjin square, dozens of passers-by stopped to watch performances for the holiday.     In Beijing, Serfs Emancipation Day became the hottest topic among students in the Tibet Middle School. Many students hummed the old song "Freed serfs sing in happiness".     "My grandparents were both serfs," said an eleventh-grader Dawa Dorje. It was attended by about 13,280 people.     After the national flag was hoisted against the backdrop of the grand Potala Palace and snow-capped mountains in the distance, representatives of former serfs, soldiers from the People's Liberation Army (PLA) and students delivered speeches.     Tibet's Communist Party chief Zhang Qingli was the last to speak.     "Burying feudal serfdom and liberating the one million serfs in Tibet was a natural development in history ... a milestone in the worldwide campaign to abolish slavery, a sign of progress in human rights," he said.     "Tibet belongs to China, not the a few separatists or the international forces against China. Any conspiracy attempting to separate the region from China is doomed to failure. The sky in Tibet will forever be blue, and the national flag will flutter high," he noted.     The ceremony lasted for more than an hour.     REMEMBERING THE PAST     As usual, foreign "critics" jumped up before the Serfs Emancipation Day, saying China exaggerated the cruelty of traditional Tibetan life to disguise a power grab, and that "serfdom" is too loaded to describe the Tibetan system.     But 73-year-old Baya in Qamdo, who was born to be a Tralpa, or a kind of serf whose life was better among all, said she would never return to the old society. "There were many wolves in the pasturing area, and the aristocrats always asked us to deliver messages in midnight."     "We were afraid of the ghost, and I once witnessed a horde of wolves attack a lama..." she was apparently still in fear.     What they wore then was goat's skin, dried under the sun, because they didn't have cloth. They didn't have shoes.     "If the feet bled, we just apply the oil of the goat to the wounds," she said.     Dinner was potherb soup. "We didn't have Tsampa (food made of barley floor) to eat, let alone rice and wheat."     Baya said her first taste of sugar was after the People's Liberation Army (PLA) entered Tibet. The sugar was brought to there from Yunnan Province.     Zhao Qingui, a 73-year-old Tibetan veteran soldier, joined the PLA in 1950.     "At that time, only the aristocrats had tooth paste, tooth brush, biscuit, wool and fruits. The majority of people, or the serfs, could only wish not to be starved," he said.     Sun Huanxun, a PLA veteran who went to Tibet also in 1950 and stayed there, recalled what he saw in Lhasa before the democratic reform.     "Serfs wailed and begged from passers-by, some of whom had their legs chopped by the landlords, some have their eyes gouged out and some without hands," he said.     In contrast, the landlords were in luxurious dress, some riding on the backs of their slaves. "In their houses there hung whips, knives and shackles," he added. Before the Serfs Emancipation Day, residents in the village wrote an open letter:     "We could never forget the old adage: there are three knives over the heads of serfs--heavy labor, heavy rent, and high interest; there are three paths before their eyes--flee from famine, become slave, or go begging."     "We would never return to the dark, backward, and cruel fuedal serfdom society. We would cherish the life now like cherishing our own eyes," it reads. 　　FOR BETTER FUTURE     Chinese President Hu Jintao visited an exhibition marking the 50th Anniversary of Democratic Reform in Tibet, at the Cultural Palace of Nationalities in Beijing.     During his visit, he said that the "good situation" in today's Tibet was "hard-earned and should be highly cherished."     He also noted that the reform 50 years ago was "the most extensive, profound and progressive social transformation in the history of Tibet. Tibet should move from being "basically stable" to "peaceful and stable in the long run," he stressed.     On the Serfs Emancipation Day, 25 villagers from the Ngoklog village in Qamdo joined the Communist Party of China.     "I am happy to join the Party on this special day," said Asum. "Establishment of the day could help us remember the darkness in the past and cherish the life more," she said.     Dawa Lhamo, a nine-year-old student from the No. 3 primary school in Lhasa, was happy on Saturday although she was not familiar with the past.     "I will become a soldier when I grow up, to protect Tibet," she said.     People from outside Tibet also expressed their wishes to Tibetans.     Chen Qiuxiong, leader of a working group dispatched from eastern Fujian Province to help with development of Tibet, said they have built a number of infrastructure projects serving farming and animal husbandry in Tibet and helped with the development of culture and education and health care as well as poverty reduction.     "Tibet is now in the period of development and stability, and we will do more for the development of the region," Chen said.     Liu Lumei, a deputy researcher with the Xinjiang Uygur Autonomous Regional Academy of Social Sciences, said that the establishment of the Serfs Emancipation Day embodies the common wish of all the Chinese people for the stability and development in Tibet.

SHIJIAZHUANG, April 9 (Xinhua) -- Beijing-based Sanyuan Group successfully bid 49 million yuan (7.2 million U.S. dollars) on Thursday to buy a 95-percent stake in the Sanlu (Shandong) dairy company, previously owned by the Sanlu Group, the bankrupt dairy firm at the center of the melamine contamination scandal.     The shares were put up for sale at an auction in the northern city of Shijiazhuang, capital of Hebei Province, according to sources with the Hebei Jiahai Auction Co. Ltd.     Four companies participated in the auction, which started at 10a.m., with the opening bid of 33 million yuan.     "The company is happy with the result," said a representative of Sanyuan after the auction, but he refused to comment further.     Sanlu (Shandong), which was set up in 2006, specializes in making and selling liquid milk products. The company changed its name to Shandong Ecological Pasture Co. Ltd. in October last year.     The other three bidders were Beijing investment consultancy Tongde Tongyi, a Hebei food company Xiangyao, and Wandashan dairy company in northeast Heilongjiang Province.     Auctioneer Yuan Guoliang told Xinhua that "the four bidders had clear idea about the value of the shares, and the atmosphere was tense."     However, the sale of a Sanlu's 70-percent stake in the Tangshan Sanlu company had been revoked just before the auction.     Sanyuan Group successfully bid 616.5 million yuan to buy Sanlu's core assets on March 4.     Sanlu Group, which was based in Shijiazhuang, had been China's leading seller of milk powder for 15 years until the melamine scandal broke in September last year. The group's revenue hit 10 billion yuan in 2007, when Sanyuan's revenue was only 1 billion yuan.

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.

BEIJING, March 1 (Xinhua) -- Chinese Vice President Xi Jinping urged efforts from the country's Party leaders to improve their political integrity and competence.     Xi, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks Sunday at the opening ceremony of the spring session of the Party School of the Central Committee of CPC.     Xi, also president of the school, said the Party and the people were the keys to coping with the impact of the global financial crisis, maintaining steady and relatively fast economic growth and safeguarding social stability and harmony.     He asked Party leaders to abide by disciplines and identify themselves with the CPC Central Committee both spiritually, politically and in action.     He also urged officials to improve their ability in driving forward the country's scientific development.     He called on leaders to be more innovative, enhance their ability to find talent and pool them together in the causes of the Party and the country.     Officials were also asked to scientifically forecast and take preparatory measures in the face of possible risks.     The officials should improve their ability in safeguarding social stability, and be able to settle disputes and conflicts in a timely and appropriate manner, he said.     The officials should also be able to get along with the media, and to effectively channel public opinions, said Xi.

BEIJING, April 14 (Xinhua) -- China's top political advisor Jia Qinglin on Tuesday called for increased efforts of democratic parties and the All-China Federation of Industry and Commerce to promote the development of a poverty-stricken city in southwest China.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the call at a working conference on supporting the construction of Bijie, a city in Guizhou Province.     Bijie was approved by the State Council, China's cabinet, in 1988 as a trial zone featuring ecological environment protection and construction, development and poverty-alleviation.     Jia said the significant economic and social achievement made in Bijie over the past 20 years exemplifies the enormous advantages of the political system of multi-party cooperation and the political consultation system under the leadership of the Communist Party of China (CPC).     Jia outlined three major tasks for Bijie's future development: development and poverty alleviation, ecological construction and population control must be firmly grasped.     He also called for efforts to explore new ways to develop the region.     Efforts should be made to pursue leap-forward development in both economy and society in the region, he said.     In the same meeting, Du Qinglin, head of the United Front Work Department of the CPC Central Committee, said the construction of Bijie trial zone had made significant phase achievements.     The region, where the poor once struggled to have adequate food and clothing, was on its way to becoming a place where the people can generally lead a well-off life, he said.     Over the past two decades, people from the democratic parties offered enormous support to develop the hilly hinterland region that is home to more than 20 ethnic minorities.     They helped to contribute to local education programs, training of migrant workers, building local medical institutions, constructing hydropower stations and helped tackle prevailing ecological problems including desertification.     The CPPCC is a patriotic united front organization of the Chinese people, serving as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC, and a major manifestation of socialist democracy.

BEIJING, April 5 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made a phone conversation with his U.S. counterpart Hillary Clinton on Sunday, expressing concerns over Chinese nationals killed and injured in Friday's Binghamton shooting rampage.     According to preliminary investigation results, four Chinese women were among the people killed in the shooting and another Chinese national was injured. BEIJING, Feb. 12 (Xinhua) -- A section of the local prosecutor's office that deals with dereliction of duty is involved in the investigation into Monday night's massive fire in downtown Beijing, the Supreme People's Procuratorate said here Thursday.     The fire led to one death and seven injuries.     The investigation involves two offices, the Supreme Procuratorate said: the Beijing People's Procuratorate and the district procuratorate of Chaoyang, the section of Beijing where the blaze at the China Central Television (CCTV) complex occurred.     The Supreme People's Procuratorate declined to elaborate on what the investigations covered.     China's procuratorate is the equivalent of a prosecutor's or attorney general's office, handling a range of civilian crimes, but it also has a special division responsible for crimes involving dereliction of official duty, such as bribery and corruption, that the police don't handle.     The fire, which engulfed the building that houses some CCTV facilities as well as the unopened Mandarin Oriental Hotel near the futuristic tower that will house the state broadcaster, was caused by a powerful fireworks show put on by CCTV.     One firefighter died from breathing toxic fumes and seven people were hospitalized. The huge blaze also caused widespread traffic congestion in eastern Beijing and led to the evacuation of hundreds of residents.     The police have detained 12 people so far, including a man in charge of the new site's construction, three CCTV workers and eight people CCTV hired from a fireworks company in central Hunan Province to stage the show.     The fireworks they used were dangerous and needed approval before being allowed in downtown Beijing, a Beijing government spokesman has said. He said that CCTV did not get approval and further alleged that its workers ignored police warnings that night.     Monday was the Lantern Festival, which officially ends the Lunar New Year, and it's traditional to light fireworks on that night.
