BEIJING, April 24 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for stepped-up recycling to achieve better use of resources.     Li made the comments during a visit to pilot enterprises Thursday. He also attended a forum on the development of recycling economy.     Li emphasized the importance of recycling and urged companies to cultivate new areas of economic growth, as the global financial crisis still weighed on the real economy. XI'AN, June 13 (Xinhua) -- Chinese archaeologists started a new excavation of the famous terracotta army site Saturday, hoping to find more clay figures and unravel some of the mysteries left behind by the "First Emperor."     It was the third excavation in the pit -- the first and largest of three pits at the site near Xi'an, capital of northwestern Shaanxi Province -- since 1974 when the terracotta army was discovered by peasants digging a well. Archeologists began the third large-scale excavation of the Terra-cotta Warriors on June 13, China's fourth Cultural Heritage Day, after a halt of over 20 years.FIRST DAY: "BETTER THAN THOUGHT"     The new dig began at 1 p.m. Saturday, which marks the country's fourth Cultural Heritage Day, and it lasted about five hours on the first day.     "The most important discovery today is two four-horse chariots that are standing in tandem very closely," said Cao Wei, deputy curator of the Qinshihuang Terracotta Warriors and Horses Museum.     "It is the first time for us to find such an existence in the excavation history," Cao said. Archaeologists soon used plastic sheets to cover them for protection.     Richly colored clay figures were unearthed from the mausoleum of Qinshihuang in the Qin Dynasty (221 B.C.- 207 B.C.), the first emperor of a united China, in previous excavations, but once they were exposed to the air they began to lose their luster and turn an oxidized grey.     "From what we have excavated today, the preservation of the cultural relics is better than thought," said Xu Weihong, head of the excavation team. Archaeologists work at the excavation site of No. 1 pit of the Terra-cotta Warriors and Horses of Emperor Qin Shihuang, in Xi'an, capital of northwest China's Shaanxi Province, June 13, 2009.Also Saturday, deputy curator Cao told reporters that the state ministration has approved a five-year excavation plan submitted by the museum.     "We plan to dig about 2,000 square meters in the coming five years," Cao said.     NEW DISCOVERIES EXPECTED     Archaeologists hoped they might find a clay figure that appeared to be "in command" of the huge underground army, said Liu Zhancheng, head of the archeological team under the terracotta museum.     "We're hoping to find a clay figure that represented a high-ranking army officer, for example," he told Xinhua earlier.     Liu and his colleagues are also hoping to ascertain the success of decades of preservation efforts to keep the undiscovered terracotta figures intact and retain their original colors.     Most experts believe the pit houses a rectangular army of archers, infantrymen and charioteers that the emperor hoped would help him rule in the afterlife.     But Liu Jiusheng, a Chinese historian in Xi'an, claims it was an army of servants and bodyguards rather than warriors. His argument is still not widely accepted by other terracotta experts.     The army is still known to most Chinese people as the "terracotta warriors and horses."     The army was one of the greatest archeological finds of modern times. It was discovered in Lintong county, 35 km east of Xi'an, in 1974 by peasants who were digging a well.     The first formal excavation of the site lasted for six years from 1978 to 1984 and produced 1,087 clay figures. A second excavation, in 1985, lasted a year and was cut short for technical reasons.     The discovery, listed as a world heritage site by UNESCO in December 1987, has turned Xi'an into one of China's major tourist attractions.

MOSCOW, June 4 (Xinhua) -- Russia and China have agreed to establish a cross-border nature reserve to protect Siberian tigers and other endangered animals, local media reported on Thursday.     An agreement on the creation of the nature reserve was signed by Russian Minister of Natural Resources Yury Trutnev and his Chinese counterpart Zhou Shengxian, news reports said, citing the Russian Ministry of Natural Resources.     The Siberian tiger, also known as the Amur tiger, is the largest subspecies of the family with a length of more that three meters and a weight of up to 300 kg. There are only about 500 of them left in the wild.

BEIJING, May 11 (Xinhua) -- China released a detailed three-year plan to stimulate its nonferrous metal industry focused on industrial restructuring and technology innovation, the State Council, or the country's Cabinet, said here on Monday.     The nonferrous metal sector should keep a steady operation in 2009, and achieve a sustainable development by 2011, according to the plan.     The country would encourage regrouping among nonferrous metal companies to sharpen the competitive edge of the whole industry, the plan said.     Three-to-five nonferrous metal corporation would be formed out of industrial reconstructing by 2011 with advanced production capacity and technology innovation capability.     Combined copper output of top 10 domestic producers should take up 90 percent of the country's total by 2011, aluminum output 70 percent, lead 60 percent, and zinc 60 percent, according to the State Council.     The government would also encourage the exploitation of nonferrous metals both at home and abroad, supporting companies to invest in mines overseas -- either on their own or with foreign parties.     The country would help with capital injection and foreign reserve application concerning overseas projects.     The export rebate policy would be a "proper" and "flexible" one to encourage nonferrous products with high technology and high added values, according to the plan.     The State Council also laid out guidelines to eliminate obsolete capacity and digest over capacity. No new project to develop electrolytic aluminum will be allowed in the next three years, the plan said.     The country would put strict control on the production of copper, lead, zinc, titanium and magnesium.     At the same time, China aims to save 1.7 million tonnes of coal and 6 billion KWh of electricity per year, as well as reduce sulfur dioxide by 850,000 tonnes annually as part of industrial upgrading for the nonferrous metallurgy sector.     China was the largest producer and consumer of nonferrous metals with total output of ten major nonferrous metals reaching 25.2 million tonnes and total consumption at 25.17 million tonnes in 2008.     The country's nonferrous metal industry received a severe blow from the global economic downturn after keeping high-speed growth for nearly a decade.     Statistics released by the China Nonferrous Metals Industry Association showed aggregate profit of China's nonferrous metal producers fell 45 percent last year to 80 billion yuan (11.73 billion U.S. dollars).     Along with the support plan for the nonferrous metal sector, the State Council has unveiled stimulus packages for 10 industries since January, such as machinery-manufacturing, electronics and information industries, the light industry and petrochemical sectors.

HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

BEIJING, June 5 (Xinhua) -- China will continue its massive elimination of backward industrial facilities in 2009 to save energy and cut pollution in its bid to address climate change, the government said Friday.     China aims to close down small coal-burning power stations with a total generating capacity of 15 million kilowatts, according to an action plan approved by a joint meeting of the national steering committee for responses to climate changes and the State Council steering committee for energy-saving and emission control Friday.     China will continue to eliminate obsolete capacity in key industries, including 10 million tonnes in iron-making industry, 6million tonnes in steel industry, and 50 million tonnes in cement industry, said the plan examined at the meeting presided by Premier Wen Jiabao.     The meeting decided to adopt more measures, including stricter energy efficiency and environmental assessments, to control the expansion of industries that consumed excessive energy and discharged pollutants. New sewage treatment projects will treat 10 million cubic meters of waste water.     The government would also publicize local government efforts to reduce energy consumption, improve supervision and enhance cooperation with international agencies to develop alternative energies and low-carbon technologies.     The government has set a goal to reduce energy consumption per 10,000 yuan (1,464 U.S. dollars) of gross domestic product (GDP) by 20 percent from 2006 to 2010.     In the three years to 2008, energy consumption per unit of GDP fell 10.1 percent, according to the State Council. That means saving 300 million tonnes of standard coal and cutting carbon dioxide emissions by 750 million tonnes.     Emissions of sulfur dioxide in the same period fell 8.95 percent, and chemical oxygen demand (COD), a measure of water pollution, was down 6.61 percent.

BEIJING, May 6 (Xinhua) -- Chinese President Hu Jintao and his U.S. counterpart, Barack Obama, on Wednesday discussed bilateral relations and the A/H1N1 flu epidemic during a telephone conversation.     Hu recalled that during their meeting at the Group of 20 summit in London in early April, he and Obama agreed to work together to build a positive, cooperative and comprehensive relationship in the 21st century.     The two leaders also reached extensive consensus on the establishment of the mechanism of China-U.S. Strategic and Economic Dialogues, joint efforts to tackle the international financial crisis, and enhanced coordination and cooperation on major global and regional issues, Hu said.     "Now, both countries are seriously implementing the consensus," the Chinese president said.     "China is willing to work with the United States to push for a healthy and stable development of China-U.S. relations," he said.     Obama, for his part, said the meeting with Hu was important because it outlined the future development of bilateral cooperation and made a good start on the China-U.S. strategic dialogue.     The United States appreciated China's efforts to promote bilateral relations, he said.     The Chinese president expressed sincere condolences over the A/H1N1 flu epidemic that has hit parts of the United States, and said the Chinese government has started emergency measures to prevent a spread of the disease.     "We are willing to keep contact with the World Health Organization, the United States and other parties concerned, and strengthen cooperation to jointly confront this public health challenge," Hu said.     Obama said his country has adopted effective measures against the disease and will continue to keep a close eye on the outbreak.     The U.S. president said he was looking forward to meeting with Hu again during a meeting of leaders of the Group of Eight nations and developing countries in Italy. Obama said he was also looking forward to visiting China.     The two leaders also exchanged views on such issues as the situation on the Korean Peninsula and the situation in South Asia.

BEIJING, May 22 (Xinhua) -- The Chinese mainland will send a sports delegation to participate in the 2009 World Games to be held in Kaohsiung, a southern coastal city of Taiwan.     Liu Peng, chairman of the Chinese Olympic Committee (COC), said athletes from nine associations of the COC will compete in the games.     He made the promise during his meeting with Kaohsiung City Mayor Chen Chu in Beijing Friday.     The mainland will also send an observation delegation to the games, Liu said, adding that sports is a medium and bridge which connects people on both sides of the Taiwan Straits.     Chen Chu said her delegation hoped to learn from the successful experience of the Beijing Olympic Games.     She led a promotion team for the 2009 World Games to the mainland on Thursday. The games will be held from July 16 to 26.
