MOSCOW, May 14 (Xinhua) -- Wu Bangguo, China's top legislator, met with Russian Duma Chairman Boris Gryzlov on Thursday. He called on the parliamentary bodies to approve bilateral cooperation deals on oil and natural gas on time.     He also urged the implementation of already-signed cooperation agreements, and for support to help Chinese and Russian enterprises find new opportunities for cooperation within each other's economic stimulus plans.     The NPC and the State Duma, the lower house of the Russian Parliament, should also be actively engaged in activities commemorating the 60th anniversary of the establishment of diplomatic ties and to broadly share the idea of friendship between the two nations, Wu said.     Gryzlov said parliamentary cooperation between Russia and China has served a significant and unique role in the fast development of bilateral ties.     Especially since the two parliaments established a regular exchange mechanism, more and more Duma legislators have been involved in promoting friendship between the two countries, he said.     The State Duma hopes to further strengthen its ties with the NPC, and to promote bilateral cooperation in areas such as politics, economy, culture, environment, anti-terrorism and anti-drug smuggling, Gryzlov said.     Wu is in Moscow for an official visit to Russia. Since arriving in Moscow on Wednesday, the legislator has met with Russian President Dmitri Medvedev and Sergei Mironov, chairman of the upper chamber of the Russian Parliament, known as the Federation Council.

BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao met Japanese Prime Minister Taro Aso here on Thursday, calling on the two sides to cherish achievements made in bilateral ties.     "Since my visit to Japan in May last year, related parties on the two sides have made every effort to implement the consensus and decisions agreed upon during the visit, and had attained important progress in promoting the strategic and mutually-beneficial relations between China and Japan," Hu told Aso at the Great Hall of the People.     "These achievements have not come easy and should be cherished by us," said Hu.     Hu noted that as the global financial crisis spreads, trade between China and Japan had declined obviously. He urged the two sides to take effective measures to put bilateral trade and investment back on the track of stable growth as soon as possible. They must particularly ensure successes in cooperation in energy-saving and environmental protection, information and telecommunications and high-tech industries, said Hu.     Sino-Japanese trade slid by 7.4 percent year on year in December and plumped by 24 percent in the first quarter of this year, figures from the Chinese Ministry of Commerce show.     Hu noted personnel and culture exchanges have an important and far-reaching impact on the development of Sino-Japan relations.     He urged the two countries to make full use of the existing channels and mobile every resources available to raise bilateral personnel and cultural exchanges, especially the exchanges between youths in general and young officials in particular, to a new height.     In multilateral areas, China and Japan should focus on advancing cooperation in East Asia so that the sub-region will collectively respond to global challenges such as the current financial crisis, he said.     The two countries must further enhance their coordination and cooperation in such regional mechanisms as the Association of Southeast Asian Nations plus China, Japan and the Republic of Korea (ROK), the East Asia summit and the China, Japan plus ROK format, so that together they can promote peace, stability and development in Asia and the world at large, Hu said.     Aso said since Hu's successful visit to Japan in May last year, the two sides have made important progresses in implementing the projects agreed upon during the visits.     He expressed Japan's appreciation of the fact that the two countries have maintained frequent exchanges of visits by and good communications between state leaders.     Japanese and Chinese leaders have also met for many times in bilateral and multilateral occasions to exchange opinions on bilateral relations and issues of common concern, said Aso.     Japan and China are neighbors. Sound cooperation in political and economic fields and the continuous advancement of the strategic and mutually-beneficial relationship between them have laid a solid foundation for the future of this relationship, said the Japanese prime minister.     Aso said it is Japan's wish that the two countries will continue with the close communications at high level, strengthen cooperation in various fields, step up coordination in coping with the international financial and economic crisis, and promote youth exchanges.     Aso arrived in Beijing on Wednesday for a two-day China tour, his first official visit to China since he took office in September.

I have got enough information for my stories."     However, when speaking about the situation in the street, he frowned and said, "it is still dangerous at the moment."     Urumqi authorities have opened a news center, equipped with more than 50 computers with Internet access, to both Chinese and foreign journalists since Monday afternoon.

BEIJING, June 13 (Xinhua) -- The Chinese mainland confirmed 22 new A/H1N1 flu cases Saturday, bringing the total to 165, with no reports of deaths. Four new cases each were confirmed in Guangdong and Fujian provinces, three each were confirmed in Shanghai and provinces of Sichuan and Hubei, and two each in Zhejiang and Hainan provinces, the Ministry of Health said in the latest report. BEIJING, June 29 (Xinhua) -- Chinese State Councilor Liu Yandong met here Monday with Henry Kissinger, the former U.S. secretary of state.     Liu highlighted the robust growth of the China-U.S. ties since the two forged diplomatic relations 30 years ago, noting that the bilateral relations scored a good beginning and maintains positive momentum since the Obama administration took office.     China is committed to work with the United States to further promote the bilateral dialogue and cooperation at various levels and in national development, education, science and technology and culture, Liu said. BEIJING, June 24 (Xinhua) -- The Chinese government's fiscal revenue in the first five months of 2009 reached 2.7 trillion yuan (400 billion U.S. dollars), down 6.7 percent from the same period of last year, Finance Minister Xie Xuren said Wednesday.     Xie revealed the figure in a report to the ninth session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.     Of the total, the central government collected about 1.4 trillion yuan, down 14 percent. This accounted for 39.6 percent of the annual budget.     Local governments collected the other 1.3 trillion yuan, up 2.9 percent, which accounted for 42.4 percent of the annual budget.     Xie cited four factors for the drop in fiscal revenues: a fall in international trade due to the global economic downturn; a fall in revenue value relative to the consumer price index and producer price index; structural tax reduction polices and a slowdown in China's economic growth.     Structural tax reduction policies reduced taxes by about 230 billion yuan in the first five months, according to the report.     He said in the first five months, fiscal expenditure nationwide amounted to almost 2.25 trillion yuan, up 27.8 percent over the same period last year, accounting for 29.5 percent of the budgeted figure.     Central government expenditure totaled 459.3 billion yuan, up 21.4 percent, while local governments spent 1.79 trillion yuan, up29.5 percent, he said.     The funding went mainly to expanding public investment, increasing subsidies for low-income groups, ensuring sufficient money for education, health, social security, employment, basic housing and culture, and supporting technological innovation, energy conservation and emission reduction.     Xie stressed that the government would continue to ensure the stable growth of investment and actively implement structural tax reduction policies to ease the burden on business and consumers. Doing so would encourage companies to invest and individuals to consume.     "Efforts should be made to boost revenues and cut spending," he said, calling for frugality and strict control of expenditures by reducing government vehicle purchases, reception fees and official travel.     He said: "The construction of government and Party committee buildings should be rigidly limited."     The government would promote the scientific and meticulous management of public finances, boost efficiency and deepen fiscal system reform, he said, adding that resource tax reform would be advanced and the consumption tax system would be adjusted.     Xie said the outstanding national debt reached 5.3 trillion yuan at the end of last year, which was within the 5.5-trillion-yuan limit in the annual budget.     The government's fiscal revenue reached about 6.13 trillion yuan last year, 19.5 percent more than in 2007.     Xie said the central fund for reconstruction from last year's May 12 earthquake reached 74 billion yuan and expenditures were 69.77 billion yuan last year.     This year, the central budget allocated 130 billion yuan for reconstruction work.

TAIPEI, May 31 (Xinhua) -- A Chinese mainland business delegation arrived in Taiwan Sunday to kick off a buying spree to expand trade ties and offset the effects of the global economic downturn.     The group, organized by the Mainland Association for Cross-Strait Economic and Trade Exchanges, comprised about 80 representatives of 35 companies, including IT and home appliance giants Lenovo, Haier, Changhong and ZTE.     The shopping list could include home appliances, machinery, textiles and foodstuffs manufactured on the island, said Li Shuilin, director of the association and delegation head.     The mainland businesses would hold talks with Taiwan firms in Taipei and Kaohsiung to learn more about their products and market potential in the mainland, Li said.     They would probably make some purchasing orders, although no exact plans had been announced, he added.     The delegation, the first of its kind, was warmly received on the island amid the mainland's repeated calls for collaboration across the Taiwan Strait to cope with the international economic downturn.     This marked a substantial step by the mainland to help boost investment in Taiwan and the purchase of Taiwan products, proposed by Chinese Premier Wen Jiabao in April, Li said.     The mainland announced last week that seven to nine procurement delegations to Taiwan would be organized from May to September to help develop the island economy during the global downturn.     The China Video Industry Association would organize a visit of leading mainland television producers on Monday to hammer out a planned 2.2-billion-U.S.-dollar contract for TV parts produced in Taiwan.     Also in June, tea merchants and fruit organizations would visit central and south Taiwan. In September, representatives of trading cooperatives from 11 provinces and cities, six industry associations and 13 agricultural products producers will visit the island.     Mainland telecommunications companies, including China Telecom, China Mobile and China Unicom, also plan purchasing visits the island.
