BEIJING, Nov. 20 (Xinhua) -- Profits of China's state-owned enterprises (SOEs) administered by the central government more than doubled in October from a year ago after months of declines, a senior official said here on Friday.     The 132 central SOEs reaped a profit of 79.5 billion yuan (11.64 billion U.S. dollars) in October, up 151 percent year on year, said Huang Shuhe, deputy director of the State-owed Assets Supervision and Administration Commission (SASAC) at the 2009 Annual CEO Forum.     In October, revenues surged by 22 percent from a year ago to nearly 1.16 trillion yuan, Huang said.     Their profits during Jan-Oct was 633.8 billion yuan, while revenues amounted to 9.83 trillion yuan during the same period.     Huang also noted 24 central SOEs had entered the rank of Fortune 500 companies.     "China's companies still face difficulties and great challenges due to roaring raw material prices, huge environmental pressure and rampant protectionism triggered by the financial crisis," he said.     He said the companies should further enhance independent innovation, improve corporate governance and accelerate the pace of "go global" to compete with foreign brands.

NANTONG, Dec. 13 (Xinhua) -- The first Sino-American Dialogue on Rule of Law and Human Rights ended Sunday in Nantong, a city in east China's Jiangsu Province.     The two-day symposium was jointly organized by the China Foundation for Human Rights Development (CFHRD) and National Committee on United States-China Relations (NCUSCR) of the United States.     Representatives from China and the United States exchanged views on topics of government transparency, pretrial detention, labor disputes and lawyers' role.     Prof. Jerome Cohen of the New York University School of Law said the symposium was "a good exchange" and the U.S. delegation learned more about China.     "We talked about some sensitive issues with people we didn't know before. This is a big good start," Cohen told Xinhua.     "The dialogue is a sign of increasing exchanges between non-governmental organizations," Huang Mengfu, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and CFHRD chairman, addressed the opening ceremony on Saturday.     The symposium attracted more than 30 Chinese and U.S. law professionals and scholars.

SINGAPORE, Nov. 12 (Xinhua) -- Chinese President Hu Jintao said here Thursday that China and Singapore should strive to create new opportunities for bilateral cooperation in an effort to achieve economic recovery at an early date.     Hu made the remarks during a speech at a reception held by Singapore business circles, which was also attended by Singapore's Deputy Prime Minister Wong Kan Seng. JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation".

OTTAWA, Dec. 1 (Xinhua) -- After four years in office, Canadian Prime Minister Stephen Harper will visit Beijing this week -- a trip many influential Canadians believe is long overdue.     To gauge Canadians' views of the Prime Minister's trip to China, Xinhua recently interviewed leading Canadian academics, former politicians and other opinion shapers.          A SIGNIFICANT TRIP     All the interviewees agree that this is a very significant trip, for both China and Canada, given China's stature on the world stage continues to grow.     "I think it is extremely important that China and Canada reenergize their relationship," David Emerson, Canada's former International Trade Minister, told Xinhua during a phone interview. He called the visit "an important milestone."     Former Foreign Affairs and International Trade Minister Pierre S. Pettigrew said the delay in making the visit was a bad start but the prime minister was correcting his mistakes.     "It took the prime minister a long time, almost four years in office before visiting China," he said.     However, Barbara McDougall, Canada's former Secretary of State for External Affairs in the early 1990s, said the timing of the Prime Minister's visit was good. "I think it will be a comfortable and productive meeting," McDougall said.     Peter Harder, President of the Canada-China Business Council, said it was an interesting moment for Harper's visit, given he was the chairman of the upcoming G8 and co-chairman of the G20 summits. Harder said the most important "deliverable" of this visit was that it took place.     "Traditionally, China and Canada have had very good relations, and this goes back a long time," said Gregory Chin, who served in Canada's embassy in Beijing from 2004 to 2006. This is an opportune moment for Prime Minister Harper and Chinese leaders to strengthen their personal relationship.     Jean Michel Laurin, Vice-President for Global Business Policy at Canadian Manufacturers & Exporters, said he expected the PM's visit to help "Canadian companies and Chinese companies do more business."          TRADE, CLIMATE CHANGE, ENERGY     The observers said trade, climate change, and energy cooperation were likely to be among the major areas of discussion.          Nevertheless, given the world economic turmoil since late last year, the state of the global economy would also be on the agenda of both leaders.     "China has been leading Asia into economic recovery, and is becoming a more important partner to both the United States and Canada. The economy will certainly be the (most) important topic (during the visit)," said Pettigrew.     Further fuelling these discussions of the economy is the fact that next summer, as Peter Harder noted, Canada will host two key international summits, the G8 and G20. China is an influential member of the G20.     Dr. Alan Alexandroff at the University of Toronto said it would be important for Prime Minister Harper to ask for President Hu's views about what ought to be on the agenda at the G20, so Canadians could learn more about China's priorities and interests.      THIS IS NOT A ONE-OFF VISIT     One question that always hovers over trips such as Harper's is what evidence will observers weigh in order to judge whether the visit was successful?     "No doubt, the Chinese leaders and the Canadian government will do everything they can to make this meeting successful," said Harder of the Canada China Business Council. "I hope they would commit to the idea that this is not a one-off visit but the first in a series of visits. The two leaders can instruct their ministers and government staff to enhance the Canada-China investment relationship." This could be a theme for further interactions and talks at future meetings.     "If I were planning this trip, I wouldn't have high expectations in terms of particular accomplishments. I would have expectations about rebalancing bilateral relationships in a positive way, so that the two countries can work together on global issues," said McDougall, who used to hold a variety of ministerial level positions in Canadian government.     Emerson said the meeting sent a signal that Canada and China were continuing to build on their friendship and partnership that had existed between the two countries for many years. He said: "Ties cooled down in recent years. And it's time to get back down to building up friendship again."     In April, Canada's Minister of International Trade, Stockwell Day, announced that Canada would open new trade offices this year in Nanjing, Qingdao, Shenyang and Wuhan.     China-Canada economic ties have evolved from small, simple-item commodity trade into an all-dimensional cooperation covering trade in commodity and services, capital flows and personnel exchanges.     According to Chinese statistics, two-way trade increased more than 100 times from 150 million U.S. dollars in the early days of China-Canada diplomatic relations to 15.5 billion dollars in 2004.
