BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy. Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.     "We will not change the orientation of our policy," Wen said.     Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development. Chinese Premier Wen Jiabao (R) meets with World Bank President Robert Zoellick in Beijing on Sept. 1, 2009.    China's economy grew 7.1 percent in the first half of this year and 7.9 percent in the second quarter, reversing a declining trend in the previous seven quarters.     World Bank President Zoellick said earlier China's economic recovery might be better than expected.     In the first seven months of this year, China has seen a robust growth of domestic demand as consumption surged 15.2 percent year on year and investment 32.9 percent. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.     "The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.     Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.     Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed ones. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.     Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.     This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.     Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.

BEIJING, Sep. 14 -- Just two days after the decision by the United States to levy heavy import tariffs on Chinese tires, the government here has reacted by launching an anti-dumping and anti-subsidies investigation into automotive and chicken exports from the US.     The Ministry of Commerce (MOFCOM) Sunday did not label it as retaliation against the tire dispute, but said it acted simply in a response to domestic concerns.     The probe, which is in line with World Trade Organization (WTO) rules, follows complaints from Chinese manufacturers that US-made products entered the nation's markets with "unfair competition" and harmed domestic industries, said the ministry in a statement.     MOFCOM added it is still opposed to trade protectionism and committed to working towards global economic recovery.     US President Barack Obama's signed a document "to apply an increased duty to all imports of passenger vehicle and light truck tires from China for a period of three years" on Friday, according to the White House.         In addition to the existing duties of 4 percent, tariffs will rise a further 35 percent in the first year, 30 percent in the second and 25 percent in the third. The levy will take effect before Sept 26.     The move was met with anger in China.     Minister of Commerce Chen Deming branded the decision a violation of WTO rules, a grave act of trade protectionism and a breach of the commitment the US made at the Group of 20 (G20) financial summit in London in April.     "This is an abuse of special safeguard provisions and sends the wrong signal to the world," he said in a statement on the MOFCOM website. He assured China would do everything in its power to protect the legitimate rights of the tire producers but did not elaborate.     However, in an earlier statement, ministry spokesman Yao Jian said the country would "reserve all legitimate rights, including referring the case to the WTO".     Washington played down the dispute on Saturday, claiming it is simply "enforcing the rules" and did not expect the move to escalate into a trade war.     However, the US could also levy heavier tariffs on other imports from China, such as steel, aluminum and chemical products, according to an industry insider who asked to remain anonymous.     The US Commerce Department on Thursday said it had made a preliminary decision to impose duties ranging from 11 to 31 percent on imports of Chinese steel pipes used for oil and gas wells.     The ruling supports the proposal made by the nation's steel producers led by US Steel Corp, which claimed Chinese imports were granted unfair subsidies.     MOFCOM, however, said the ruling is not in line with the subsidy and anti-subsidy agreements under the WTO framework.    Chinese officials and their US counterparts have been unable to reach an agreement after five months of talks. However, the new tariff is lower than the 55 percent proposed by the US International Trade Commission (ITC) based on a petition led by the United Steelworkers union (USW) that said tire imports had tripled since 2004, causing plant closures and job losses.    MOFCOM spokesman Yao said the move would push the cost onto the consumers, cause US wholesalers and retailers to scramble to find other suppliers, and fail to create new jobs in the US.    "Chinese tire producers pose no direct competition to those in the US," he said before adding that China's tire exports to the US had not witnessed a remarkable increase as claimed by the USW.    Last year, the country's tire exports to the US grew by just 2.2 percent compared to 2007 and, in the first half of this year, fell 16 percent compared to 2008, explained Yao.     "Four US companies have tire production operations in China and account for two-thirds of exports to the US. The tariffs will have a direct impact on them," he said.     Cooper Tire and Rubber Co, a US-based tire maker, warned that higher tariff could disrupt markets.     The company said in a statement it believes in free and fair trade, and that the ITC's proposed remedy "is not appropriate or acceptable and could have significant negative impacts causing considerable market disruption".     The industry insider told China Daily the closure of many US tire factories "is, to some extent, a result of the strategic adjustment of the tire industry", with many tire firms moving production of low-end tires off-shore to make use of cheap labor.     "President Obama's decision is not in the interest of companies seeking higher profit margins," the insider said.     Analysts claim the actions of the Obama administration are at odds with its public statements about how protectionism could deepen the ongoing crisis.     The US and China, the world's two major economic engines, vowed to cooperate in the fight against the world recession but this dispute has caused friction before its top officials meet at a G20 summit in Pittsburgh on Sept 24-25. Obama is also expected to visit China in November.     The tariff change has also sparked debate in the US.     USW's International President Leo Gerard hailed the tariff hike by saying it "sent the message that we expect others to live by the rules, just as we do".     However, Marguerite Trossevin, legal counsel to the American Coalition for Free Trade in Tires, a pro-business group, said: "We are certainly disheartened the president bowed to the USW and disregarded the interests of thousands of other US workers and consumers."

WASHINGTON, July 29 (Xinhua) -- The cooperation between the United States and China has never been so important as it is now, and the just-concluded U.S.-China Strategic and Economic Dialogue (S&ED) has provided a platform to reinforce common interests, a senior U.S. official has said in an exclusive interview with Xinhua.     "We have broadened the dialogue ... and the S&ED is a new approach towards the U.S.-and-China relations," David Loevinger, Treasury executive secretary and senior coordinator for China Affairs and the U.S.-China Strategic and Economic Dialogue, told Xinhua on Tuesday night.     "There was a common understanding that U.S.-China cooperation and engagement on economic issues have never been so important because of the challenges that we face in the global economy and global financial market right now," said Loevinger.     He said he was struck by the fact that both sides have so much in common in the discussion.     "The U.S. and China have a very similar outlook on the global economy and adopted very similar policy response," said Loevinger, once a Treasury Department's Financial Attache in China. "Both U.S. and China act very quickly and aggressively on global economic crisis."     "The monetary and fiscal stimulus in both countries was among the most aggressive and most far-reaching of any major economy," he also noted.     However, during the dialogue, China also expressed its concern over the security of its heavy investment. So far, China has invested more than 1.5 trillion dollars in the United States government-issued securities.     "We are deeply concerned about the security of our financial assets in the United States," Zhu Guangyao, China's assistant finance minister, told Xinhua.     Wang Qishan, Chinese vice premier and co-chair of the S&ED, also urged the United States to protect China's assets during the dialogue.     Loevinger indicated that the United States understands China's concern and explained to the Chinese side the U.S. monetary and fiscal policies during the two-day dialogue, which ended on Tuesday.     "(Federal Reserve) Chairman Bernanke talked about the Federal Reserve's approach to U.S. monetary policy," Loevinger said, referring to an op-ed Bernanke published last week in the Wall Street Journal, in which he talked about tightening monetary policy to prevent the emergence of an inflation once economic recovery is assured.     "Bernanke discussed many of these issues with China," he added. 

LANZHOU, Aug. 12 (Xinhua) -- A total of 550 primary and middle school students flew back to quake-hit Chinese provinces from Russia Wednesday after completing a three-week recuperative tour.     The teenagers, 340 from Sichuan Province, 110 from Gansu Province and 100 from Shaanxi Province, were invited by the Russian government to recuperate at the "Ocean" All-Russia Children's Care Center in Vladivostok, Far East, since July 23.     The students boasted excellent performance at their schools and demonstrated bravery in the devastating earthquake in May last year. "I enjoyed learning different cultures from them."     On May 12, 2008, an 8.0-magnitude earthquake jolted Sichuan and neighboring Shaanxi and Gansu provinces, leaving more than 87,000 dead or missing and more than 370,000 injured.     Since 2008, two batches of more than 1,500 pupils from Sichuan, Gansu, and Shaanxi have been invited to recuperate in Russia. BEIJING, Oct. 10 (Xinhua) -- Chinese President Hu Jintao met with President Lee Myung-bak of the Republic of Korea (ROK) and Japanese Prime Minister Yukio Hatoyama here on Saturday, who are here to attend the second trilateral leaders' meeting.     Hailing the progress of China's relations with the two countries, Hu said China is ready to make joint efforts with Japan and the ROK to implement consensus, boost healthy development of China-ROK strategic cooperative partnership and China-Japan strategic mutually-beneficial ties.     The substantial cooperation between China and the two countries in various areas had been further expanded, he said.     Hu congratulated the success of the second trilateral leaders' meeting held in Beijing on Saturday, calling on the three nations to seize historical opportunities to further strengthen strategic trust, respect respective major interests and concerns, and make concerted efforts for mutual benefits and common development.     The Chinese president hopes the three countries to facilitate east Asian cooperation and jointly respond to regional hot issues and global challenges to unveil a new chapter for peace, cooperation and development of east Asia. BEIJING, Sept. 12 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Saturday urged concrete measures to maintain stability, which he described as an "arduous" task.     Zhou Yongkang, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks at a meeting after hearing reports on the preparation for the security during the National Day holiday and the situations in the country's far western Xinjiang and Tibet.     "While on the whole the social situation is stable, the country now faces grave challenges in maintaining stability, and the task is arduous," Zhou said.     Currently, the overwhelming political task is to maintain the stability of the capital, said Zhou.     Grand celebrations will be held on Oct. 1 in Beijing to mark the 60th founding anniversary of the People's Republic of China.     Zhou urged officials and security workers to "fully prepare themselves for the most complicated situation" in order to ensure the smooth run of all activities during the National Day holiday.     Describing the security campaign as a "people's war", Zhou urged the capital's neighboring areas to strengthen security check and stamp out any factors that might harm stability outside Beijing "with utmost efforts."     Zhou noted that maintaining stability in Xinjiang, where recent needle attacks caused public scare and triggered mass protests after the riot on July 5, is also one of the most significant missions.     The riot left 197 people dead in Urumqi, the regional capital of Xinjiang, while five died during the mass protests in the city last week.     In addition, Zhou urged the local government in Tibet Autonomous Region to strengthen management on monasteries and "strictly" prevent any harmful attempts from separatists.     He said currently people across the country are all hoping for stability and development and "we are fully confident" in managing the security well around National Day.

The celebrations in downtown Beijing will feature a mass pageant and a military review.

BEIJING, Sept. 17 (Xinhua) -- The recent U.S. comments that China poses a military threat to itself is "totally groundless and irresponsible", Spokesman with China's Ministry of National Defense Hu Changming said Thursday.     "China's military development is always a positive factor for both regional and global peace and stability," Hu said in a statement.     The country has always pursued a national defense policy that is defensive in nature and unswervingly follows a road of peaceful development, he said.     The 2009 National Intelligence Strategy document released by the United States listed China as a challenger of the U.S. interests and described China as "very aggressive in the cyberworld."     A senior U.S. defense official also said on Wednesday that China's "investments in cyber and anti-satellite warfare, anti-air and anti-ship weaponry, and ballistic missiles could threaten America's primary way to project power and help allies in the Pacific -- in particular our forward air bases and carrier strike groups."     "We demand the U.S. side to respect the fact, take measures to correct the wrong comments and stop doing things that undermine the military relations between the two countries," he said.
