The growth of the services sector should be accelerated and opened wider to private and foreign investors, the State Council has said. Market access for such sectors as telecommunications, railways and civil aviation - by far largely State-owned - will be increased and more competition encouraged to diversify investment, the Cabinet said in a document released yesterday. The country will establish an "open, fair and rule-based" market access system, according to the document, which urged local governments and departments to encourage foreign investment and improve the legal framework in the sector. Private investors are encouraged to "raise the proportion of non-State output in the national services industry". No domain should be off-limits as long as the law does not forbid the entry of non-State investors, the document said. The State Council said the services trade should be encouraged to change the foreign trade growth pattern, which comprises mainly exports of low-end manufactured goods. Some local governments were criticized for tilting toward heavy industries and ignoring the services sector, which made up 40.2 percent of China's gross domestic product (GDP) last year. It generally accounts for about 70 percent in developed economies.The sector is important for China as it makes efforts to change its economic growth pattern, reduce consumption of energy and resources and create jobs, the document said. Given those benefits, "developing the services sector is imperative for China," Liu Xiahui, an economist with the Chinese Academy of Social Sciences, told China Daily. "But for the moment, it still has to rely on the industrial sector to generate more tax revenues and achieve a high rate of economic growth." Liu said while the general services industry, such as the catering trade, has grown fast, many regions are not developed enough to accommodate high-end value-added services, such as finance. "We cannot ignore our economic reality." "But I do hope the country can make bigger strides in developing the services sector, which is in line with China's future needs," Liu added. As one of the steps, the State Council urged more input into sectors oriented toward people's livelihood, such as real estate, non-State nursing homes for the aged and culture. The cabinet put special emphasis on the services industry in rural areas, urging an increase in farmers' incomes and a relaxation of the urban household registration system.

The head of the World Health Organization (WHO) Thursday warned of worsening health in the country's vast rural areas while praising the government for its commitment to improve healthcare in the countryside."The health indicators have failed to improve in pace with the economic indicators," said Margaret Chan when addressing a conference on rural primary healthcare in China."The health gap between rural and urban areas has grown even wider and health in parts of rural China is deteriorating."Medical costs are rising faster than the growth of per capita income in rural areas, she added.She said she appreciated the government's efforts and plans to build a medical system for all people, saying "when fair and accessible public health services become the clear targets of a country's public health policy, people's health will be improved".The WHO chief said she had noticed that the tasks on improving people's well-being in the report by Party chief Hu Jintao at the 17th National Congress of the Communist Party of China included a basic medical insurance system for urban dwellers and a cooperative medical care system in rural areas.She said recent WHO research has found that diseases are the source of poverty for 30 to 50 percent of the rural population of 737 million.A growing number of rural people, especially the aged, are suffering from various diseases; however, few have access to decent healthcare, she told the conference.Chan criticized the practice of allowing healthcare services to be commercialized in rural area, warning that it will cause the patients deeper suffering.The government has pledged to provide its population with basic medical care by 2020.It is expanding medical care through the Rural Cooperative Medical Scheme, a plan under which subscribers are funded to the tune of 50 yuan (.4) per person - 20 yuan (.6) from the central government, 20 yuan from the local government and 10 yuan (.3) from the individual.Vice-Minister of Health Chen Xiaohong said nearly 85 percent of the country's rural area, or 2,429 counties, are participating in the plan.

The 6,300-km-long Yangtze, the country's longest, originates in the Tanggula Range on the Qinghai-Tibet Plateau and passes through Qinghai, Tibet, Sichuan, Yunnan, Chongqing, Hubei, Hunan, Jiangxi, Anhui, Jiangsu and Shanghai before emptying into the East China Sea. Wetlands in the Yangtze River Valley include salty plateau lakes and plateau marshlands, the galaxy of lakes on the middle reaches of the Yangtze, and the coastal wetland near Chongming Island at the estuary of the river. Dongting Lake, which flows into the Yangtze River and also serves as an important wetland, for instance, is shockingly polluted. Marine life has been decimated and people are catching a disease called schistosomiasis -- caught by swimming or wading in water where there are parasitic worms. The water area of Dongting Lake has shrunk from 4,350 sq km in 1949 to present 2,625 sq km as a result of silting and land reclamation for farming. According to Zhu, the country has already launched three programs to protect the wetlands in the Yangtze River Valley, including the national program for conservation of wildlife, plants and nature reserves, and the program to protect the Sanjiangyuan wetland in Qinghai Province. A former top official from Beijing is facing prosecution for taking bribes from property developers, advertising companies and other businesses, a local newspaper reported Thursday.Zhou Liangluo, 46, former head of Haidian district, the city's thriving university and hi-tech hub, received bribes totaling 16 million yuan (.2 million) from 10 businesses and individuals, the Beijing Times reported.Caijing magazine said on its website last month that Zhou was apparently uncovered when authorities were investigating Liu Zhihua - the former vice-mayor of Beijing - for alleged corruption and finding out that a real estate developer Liu Jun had been bribing the two.However, there is so far no evidence proving the alleged links.Investigators last month handed Zhou's case to a city court for trial.His wife, Lu Xiaodan, also faces charges of taking more than 8 million yuan in bribes, the paper said.Beijing has enjoyed an influx of investment over recent years, partly spurred by its preparations to host the Olympics Games.Zhou's posts in Haidian, and before that in Chaoyang district, gave him a big say over lucrative projects.The report did not say when Zhou and Lu are to be tried or how they are expected to plead to the possible charges.

DALLAS -- Several leading US airlines have asked federal regulators for the right to operate new nonstop flights between the United States and China beginning in March 2009.American, the largest US carrier, said it applied Monday for a route from Chicago's O'Hare Airport to Beijing. A similar bid failed several months ago, partly because American's management and pilots couldn't agree on work rules for the flights.Continental applied Monday to fly between Newark, N.J., and Shanghai. The Houston-based airline said its flights would serve the financial hub of New York and a large Chinese-American population in the area. US Airways said it is seeking to offer nonstop service between its Philadelphia hub and Beijing, China. Delta Air Lines Inc. asked to fly from Atlanta to Beijing and Shanghai; and Northwest Airlines Corp. filed to offer service between Detroit and the same two Chinese cities. UAL Corp.'s United Airlines proposed to fly between San Francisco and Guangzhou starting in 2008, and between Los Angeles and Shanghai in 2009. Air service between the two countries is restricted by agreements between the two governments. US airlines eager to tap the growing Chinese market must apply to the Department of Transportation for new routes. In the competition for Chinese routes, US airlines gather support from politicians and customers to sell their proposals to federal regulators. For example, American, a unit of Fort Worth-based AMR Corp., boasted support from four US senators and three governors.
