ISTANBUL, Turkey, March 21 (Xinhua) -- The World Water Council (WWC) is ready for China's membership, WWC President Loic Fauchon said here Saturday evening.     During his meeting with Chinese Minister of Water Resources Chen Lei on the sideline of the 5th World Water Forum, Fauchon said he welcomes China to "the WWC family," and "we are ready to sign the agreement" which just need a few days to finalize the details of the pact.     "We need your experience and your tradition, It will be a nice relation," he added.     Chen said China is willing to participate WWC activities and China will shoulder the obligation and responsibility when it becomes a member.     Chen invited the president to visit Beijing. Fauchon said he is glad to visit the Chinese capital in May or June, when the both sides are expected to ink the pact.     WWC, created by a number of key water institutions in 1996, unites over 300 member organizations from more than 60 countries. It is an international multi-stakeholder platform "to promote awareness, build political commitment and trigger action on critical water issues at all levels."

WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. BEIJING, March 11 (Xinhua) -- The National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, will conclude its annual session Thursday morning.     Jia Qinglin, chairman of the 11th CPPCC National Committee, is to deliver a speech at the closing ceremony.     The China National Radio, China Radio International and China Central Television will live broadcast the event.     The country's major news websites, including www.xinhuanet.com run by the Xinhua News Agency, www.people.com.cn run by the People's Daily and www.china.com.cn run by the China International Publishing Group will cover the closing ceremony to be held in the Great Hall of the People in downtown Beijing.     The annual session of the 11th CPPCC National Committee started on March 3. BEIJING, Feb. 12 -- A sharp fall in imports and exports in January, which included a weeklong Spring Festival holiday, has both puzzled and alarmed economists.     General Administration of Customs figures released yesterday showed exports plummeted 17.5 percent year-on-year, much sharper than the 2.8 percent fall in December.     Imports fell even more dramatically, to 43.1 percent year-on-year.     The combined foreign trade in January fell 29 percent year-on-year. Such a major decline in monthly foreign trade is rare in the 30 years of reform and opening up. General Administration of Customs figures released yesterday showed exports plummeted 17.5 percent year-on-year, much sharper than the 2.8 percent fall in December    Because of the global economic downturn, foreign trade is likely to fall for several more months, the economists said. Su Chang, a macro-economic analyst with China Economic Business Monitor, said it could decline by 10 percent in the first quarter of this year.     "It is possible that China's yearly record will be negative as well." But, he said the decline in imports would be largely because of the fall in prices of industrial materials.     "Prices of primary goods - China's main imports - are at a low points now, while they were at historic highs just a year ago," he said.     Last month, however, was an exception because it had one full week of holiday from January 26. The Chinese Lunar New Year is the most important festival for Chinese but usually it falls in February.     So this year, January had five fewer working days than those in many of the previous years. If that is considered, the Customs said, exports actually rose 6.8 percent year-on-year in January. And compared with December, they increased 4.6 percent.     The worldwide deflationary cycle was another problem, the economists said. The sharp drop in imports was caused both because of a fall in global prices (most noticeably of crude oil and farm products) and a drop in demand for electronic components, which reflected the shrinking of the country's manufacturing industry.     Ting Lu, economist with Merrill Lynch in Hong Kong, said there was no good method to adjust for the Chinese New Year effects. "Our first suggestion: ignore them," Lu said in note to clients in the monthly trade figures.     When compared with neighboring economies, experts said, China's record is not the worst. Jing Ulrich, analyst with JP Morgan, has written in a report that while the recent export slowdown has been alarming, it has not been as severe in China as in some neighboring economies that rely more heavily on the hi-tech sector.     While Jing Wang, chief economist of Morgan Stanley, said China's export structure is more diverse, and as a result less volatile, in the region.

BEIJING, April 5 (Xinhua) -- China's cement production expanded 10.3 percent year on year to 159 million tonnes in the first two months, amid the booming fixed-asset investment, data released by the Ministry of Industry and Information Technology (MIIT) have shown.     The growth rate was 6.8 percentage points higher than that for December, as the fixed-asset investment accelerated due to the government's 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the MIIT data released on Friday.     The wholesale price was 284 yuan per ton, 5 yuan cheaper than the price peak in November, but 27.8 yuan higher than that for January.     China's urban fixed asset investment rose 26.5 percent year on year to 1.027 trillion yuan (150.35 billion U.S. dollars) in the first two months, as the government's stimulus plan propped up construction of housing and railways.     MIIT figures showed that the output value of the building material sector rose 14 percent year on year in the January-February period, two percentage points higher than that for December.     The figures were calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fell in February last year, but in January this year.     Zhu Hongren, official with the MIIT said the building material sector was back on track after the stimulus plan showed effect. However, the excess production was still prominent, and efforts must be made to eliminate outdated capacity.

(Chalco), reported a 99.9 percent plunge in full-year net profit to 9.2 million yuan (1.35 million U.S. dollars) in 2008, due to product price fluctuations on the international market, the company's annual report revealed Monday.     "The company suffered major losses from the snowstorm at the beginning of last year, and the earthquake disaster," said the statement.     The shock from the financial crisis, rises in raw material prices and consecutive plunges of finished product prices had posted "unprecedented difficulties and challenges" for the company, said the statement.     Chalco's business turnover reached 76.73 billion yuan, down 9.94 percent from last year, largely because of a decline in product prices, said a statement submitted to the Shanghai Stock Exchange.     The price of alumina, a major type of aluminum product, which at one point reached 4,500 yuan per tonne in the domestic market in 2008, dropped to 1,900 yuan per tonne as demand shrank drastically because of the financial crisis, said the statement.     Board chairman Luo Jianchuan said the company should actively cope with the problem, which would persist in 2009. Measures should be taken to cut cost, control investment, and maintain stable production.     Though estimated to suffer losses in the first quarter this year, Chalco was confident it would "get over the difficulties and have a bright prospect," said Luo.     Share prices of Chalco on Shanghai Stock Exchange plunged more than 4 percent to 10.46 yuan Monday morning.     Aluminum Corporation of China (Chinalco), Chalco's parent company, had obtained support from four Chinese banks, including the Bank of China (BOC), to finance its bid for the world's third largest miner Rio Tinto.     They have signed agreements to provide 21 billion U.S. dollars worth of syndicated loans to support the bid.

BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims.
