BEIJING, July 23 (Xinhua) -- Internet researchers from China and Britain agreed at a forum in Beijing Thursday to enhance cooperation on maintaining a safe Internet environment for children.     The second China-U.K. Internet Roundtable-conference was held from Wednesday to Thursday.     The participants of the conference believed that the two governments and Internet enterprises from the two countries should work together to deal with the challenges brought about by online dangers to children.     They agreed it was necessary to strengthen the protection of young netizens from unhealthy information online, such as pornographic material or exposure to online predators.     Malcolm Hutty, head of public affairs of London Internet Exchange Ltd. said that there should be a "partnership approach" between government, parents and children's organizations responsible for advancing the rights for children.     Hutty said the government should create new protective laws.     "There is a big role for Internet industry ... in raising the awareness and providing ... educational messages about how to protect children," Hutty said, adding that there were responsibilities around ensuring that services aimed at children were made safe for them, particularly in chatrooms and social networking.     Susan Daley of Symantec suggested teaching children good cyber-skills in schools.     Hu Qiheng, chairwoman of the Internet Society of China (ISC), said that it was the responsibility of the government, parents and schools to safeguard the rights of young netizens.     Internet enterprises should also provide technological support to parents in installing protective software, she said.     According to the China Internet Network Information Center, by the end of 2008, about 108 million Chinese Internet users were under 19 years old.

BEIJING, Oct. 3 (Xinhua) -- China contributed 19.2 percent of the world economic growth in 2007, up from 2.3 percent in 1978, a report by the National Bureau of Statistics (NBS) has said. It said China tops the world in contribution to the global economic growth.     The report was the 18th by the NBS. It showcased the improving international status and influence of new China over years of development.     According to the NBS, China's gross domestic product (GDP) was 30 billion U.S. dollars in 1952, more than doubling by 1960, and reached 3.86 trillion U.S. dollars in 2008.     China had also become the world's third largest economy in 2008 by accounting for 6.4 percent of the global GDP.     Meanwhile, the country's gross national income (GNI) per capital has been catching up with the world average. The GNI per capita was 10.1 percent of the world average in 1978, and 32.3 percent in2008.     In terms of GNI per capita ranking among 209 countries and regions by the World Bank, China was 130th in 2008 at 2,770 U.S. dollars, up 15 places compared 750 U.S. dollars in 1997.

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

URUMQI, July 19 (Xinhua) -- Xinjiang Uygur Autonomous Region would accelerate local legislation against separatism, said the region's top lawmaker on Sunday.     Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, said the regional congress would unswervingly safeguard the dignity and authority of the Constitution and other laws .     The July 5 incident involving beating, smashing, looting and burning, was a severe violent crime colluded, planned and organized by "three forces" of extremism, separatism and terrorism both at home and abroad, said the regional top legislator.     A most urgent problem to be solved was the lack of law booklets in ethnic minority languages, he said. The region had organized experts to do the translation work and the booklets would soon be distributed to farmers and herdsmen across the region, he added.

URUMQI, Aug. 12 (Xinhua) -- The 9th China Xinjiang International Agricultural Fair opened in the northwestern city of Urumqi Wednesday, attracting 110,000 business people from around the world.     Representatives with 987 companies from 15 countries and regions have arrived to attend the three-day event, which features exhibitions of fertilizers, pesticides and seeds, the organizers said in a press release.     It would be the largest fair compared with the previous eight sessions in terms of its visitors and scope, the organizers said.     "The fair is held against the backdrop of global financial crisis and the July 5 riot," the press release said. "The organizers will arrange activities to promote Xinjiang's agricultural products that have not been selling well due to the aftermath of the riot."     The riot in Urumqi, capital of Xinjiang Uygur Autonomous Region, has left 197 people dead, mostly innocent civilians, and more than 1,600 others injured.     But business people still hope to cash in on the vast market opportunities of Xinjiang, which takes up a sixth of Chinese territory, as Urumqi is gradually recovering from the violence.     "Our company entered the Xinjiang market in 2005 selling fertilizers and has won a wide recognition of local farmers," said Gu Rongbao, manager of the Jinlaifu Chemicals Import and Export Co. BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. BRUSSELS, Oct. 8 (Xinhua) -- Chinese Vice President Xi Jinping met Thursday with European Commission President Jose Manuel Barroso on bilateral ties, vowing to enhance cooperation between the two sides.     Xi, who congratulated Barroso for his reelection, said China appreciated his efforts in the past five years on boosting development of the comprehensive and strategic partnership between China and the European Union. China believes, too, that the bilateral ties would advance further in a healthy and stable way within the new term of Barroso, Xi said.     Xi said China and the EU, who have formed a pattern of comprehensive, wide-range and multilevel cooperation, have become two important forces to help shape the future international structure into a multipolar world.     Xi put forward a three-point proposal to further strengthen bilateral relations between China and the EU. This is typical of the Chinese society at large," Al-Jarad said.     The ambassador said he believed the July 5 riot was aimed at disrupting stability, undermining the harmony and close links among the various ethnic groups, and undercutting social development.     He said it was necessary for the Chinese government to take actions to protect Xinjiang's stability, restore law and order, and prevent extremists and outside forces from disrupting Xinjiang's peace and stability.     Al-Jarad said violence has nothing to do with religion, and goes against the religious doctrines of peace and fraternity.     Li Liangyi, a Singaporean expert on tourism told Xinhua that the July riot in Urumqi disrupted the harmonious development in Xinjiang, and is definitely against the will of the general public in China.     He said he is confident that the Chinese government will take measures in accordance with the law and promptly restore order in Xinjiang.     It is the responsibility of the government to maintain ethnic harmony and safeguard social stability and economic development, Li said.     A handful of people undermined social harmony in Xinjiang and caused great loss of life and property, he said, adding that their violent acts must be condemned.     In an interview with Xinhua, Yakov Berger, a senior research fellow with the Institute of Far Eastern Studies of the Russian Academy of Sciences said that the July 5 violence in Xinjiang seriously affected the stability of the region, and the Chinese government's measures to maintain social order are fully appropriate.     He said the separatist forces from inside and outside the country had plotted to create social unrest and undermine ethnic unity, so it is necessary for the Chinese government to take measures to prevent the recurrence of similar incidents.

BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao vowed to stick to the proactive fiscal policy and moderately easy monetary policy in the second half year to sustain stable and relatively fast economic growth.     Hu, who is also general secretary of the Central Committee of the Communist Party of China (CPC), made the remarks at a conference with leaders of the country's leading non-Communist Parties on Thursday in Beijing.     Chinese Premier Wen Jiabao and other senior leaders including top political advisor Jia Qinglin, Vice President Xi Jinping and Vice Premier Li Keqiang, attended the meeting.     Hu said the Chinese economy is generally improving because of the stimulus packages the Chinese government rolled out to weather the global economic downturn, but caution against risks should be strengthened.     The macroeconomic policies should be maintained to consolidate the current recovery to achieve the goal of eight-percent economic growth for this year, Hu said.     China's annual economic growth quickened to 7.9 percent in the second quarter of this year, mainly boosted by a 33.5 percent surge in fixed-asset investment driven by powerful fiscal and monetary stimulus. The figure was compared with the 6.1 percent economic growth in the first quarter and 6.8 percent in the fourth quarter of last year.     Hu called for thorough implementation of stimulus measures to expand domestic demand. The government tried to boost domestic demand to offset falling exports because of a slump of global demand. The measures included programs of rural home appliance subsidy and home appliance replacement and purchase tax cuts on autos.     Economic restructuring and innovation should be enhanced to ensure economic recovery, Hu said.     In rural development, Hu called for efforts to boost grain production and increase farmers' income through various channels. More investment should go to ethnic, border and poor regions, Hu added.
