GUANGZHOU: Zhuhai in Guangdong Province and the Macao Special Administrative Region (SAR) are under threat from a serious saltwater tide that is likely to worsen over the next two months, the provincial water resource department said Thursday.The saltwater tide arrived in Zhuhai in the first half of November, earlier than the usual saltwater tide season from December to February.Last month, the city's main water source, Pinggang Water Pumping Station, was rendered incapable of pumping qualified fresh water for 171 hours. This seriously affected Zhuhai people's daily lives, and the impact extended throughout the Pearl River Delta.Currently, the whole city has stores of 25 million cu m of fresh water, 7 million cu m less than the same period last year.Director of the Guangdong provincial water resource department Huang Boqing said the department and other relevant organizations would do their best to control the saltwater tides and increase the amount of fresh water.Huang said construction of hydropower stations in the upper reaches of Xijiang and Beijang rivers - two tributaries of the Pearl River - should be slowed down, because they would block a large amount of fresh water and worsen saltwater tides in the river's lower reaches.Other provinces in the river's upper reaches diverted about 10 million cu m of fresh water to Zhuhai from November 20 to December 4.In addition, Zhuhai would complete a large reservoir by next October, and construction of another would begin next year and finish in 2010.However, many individuals are dredging river sands from the Pearl River Delta for profits, causing the riverbed to lower."The riverbed of Beijiang River is 30 percent lower than two decades ago," He Zhibo, a senior engineer of Zhujiang (Pearl River) water resource commission, told China Daily Thursday.The lowered riverbed cannot buffer saltwater tides. And if the river sand dredging continues, all government efforts to stem the tides would be wasted, he said.

DALIAN: Visiting Japanese lawmakers said on Saturday they were confident that China-Japan relations would develop further, and sport may have something to do with it."Japan and China are partners and our relations are facing good momentum of development and opportunities," Seishiro Eto, a member of the Japanese House of Representatives and former vice-minister of foreign affairs, said.During this visit to China, Eto also wore another hat: that of captain of the Japanese lawmaker soccer team. On Saturday, the team played a friendly soccer match with Chinese lawmakers in the coastal city of Dalian, Liaoning Province.The Chinese team has 35 members with an average age of 45. Most are deputies to the National People's Congress (NPC) including government officials, scientists, entrepreneurs, teachers and doctors.Participants from Japan are 23 lawmakers from the ruling Liberal Democratic Party, its coalition partner the New Komeito Party, the main opposition Democratic Party of Japan, the Japanese Communist Party and the People's New Party.Both sides said "soccer diplomacy" was aimed at deepening friendship. BEIJING, March 25 (Xinhua) -- China's upcoming growth enterprise board for small start-ups to raise funds is no threat to the main stock market, Yao Gang, new vice chairman of the China Securities Regulatory Commission (CSRC), said here Tuesday.     His comments followed continuous declines in China's bourses partly caused by fears of capital shortages after a series of restraining measures and huge refinancing.     "The market is not short of money but of better and more attractive investment products," said Yao in an online interview.     CSRC statistics showed the average market capitalization of the222 companies listed on the Shenzhen small and medium-sized enterprises (SMEs) board was only 300 million yuan.     The number would be even lower, ranging from 100 million to 200million yuan, on the growth enterprise board, he said.     Therefore the capitalization of listing 100 such enterprises would only match one major enterprise on the Shanghai Stock Exchange, he said.     The CSRC began to solicit opinions on the growth enterprise board on March 21. Shang Fulin, CSRC chairman, said in January the board would be opened on the Shenzhen Stock Exchange in the first half of 2008.     Lack of finance has been a problem for China's 42 million small and medium-sized enterprises, more than 95 percent of which are privately owned.     Less than 2 percent of the SMEs access funds directly from the financial market, according to statistics from the National Development and Reform Commission.

People in the southern city of Guangzhou appear to be suffering mental problems at ever younger ages as they struggle to adapt to life outside the home and school, a source with the local health authority said.There are currently 43,803 registered cases of mental illness in the city. Up to 40 percent of them are between 16 and 25 years old, according to the Guangzhou health bureau."A decade ago, most people with mental illnesses were between 18 and 30 years old. But now they are five years younger," Zhao Zhenghuan, director of the Guangzhou Brain Hospital, said.Zhao attributed the situation to young people's "relatively poor social adaptability.""Children from single-child families receive a lot of care at home and school, but when they leave home and school, they find it hard to adapt to life. They easily develop mental problems such as anxiety and depression," Zhao said.Pan Jiyang, a psychologist with the first Affiliated Hospital of Jinan University in Guangzhou, Thursday called for "early treatment and mental education" for teenagers who are mentally ill.Not seeking helpPan said some 80 percent of people who suffer from mental illness do not seek help after their conditions are diagnosed."Delayed treatment at the early stage will lead to more serious conditions. Most parents just cannot believe their kids have developed mental problems," Pan said, adding that young mental patients could attempt suicide or commit crimes if they are not treated well.In one case, a 21-year-old student believed to be suffering from a mental illness stabbed six of his classmates at an IT college in Zhuhai, Guangdong Province, last month.To better cope with the situation, the Guangzhou Teenager Service Center, a psychological treatment center affiliated to the Guangzhou Communist Youth League, has employed eight psychological experts.The experts will work with people suffering from mental illness through a hotline (12355).Meanwhile, nearly 100 psychologists will soon be deployed in communities, schools and work units to promote mental health among young people.

Two labor watchdog officers in north China's Shanxi Province have been detained by police in connection with the country's growing slave-worker scandal. Hou Junyuan, head of an inspection team in Yongji City's Labor and Social Security Bureau, was accused of dereliction of duty and detained yesterday afternoon. Another officer from the team, Shang Guangze, was arrested on charges of abuse of power and fired from his job. The two had transferred an underage laborer, who was from central China's Henan Province and was being sent back home, to another kiln for new employment, authorities said. Police have arrested 168 people and are seeking more than 20 other suspects involved in the forced-labor scandal. By Sunday night, 45,000 officers had raided more than 8,000 kilns and small coal mines in Shanxi and Henan provinces and freed 591 workers, including 51 children. Those charged with crimes are suspected not only of illegal employment practices but also of abduction, limiting others' freedom, employing underage workers and even murder. Meanwhile, the government of Shanxi's Hongtong County, where one of the most notorious kilns was located, has dispatched work teams to 12 provinces to compensate victims who were compelled to work in captivity. The central government plans to launch a nationwide survey of labor conditions in small kilns and collieries, and those who illegally employ children, force people to work or deliberately injure workers will be severely punished, the State Council warned.

There's no way one can deny that Japanese goods are quality products," but added that if any Japanese company got involved in politics in a "negative way", its goods would fall from her grace. But a great number of people said they were in two minds when buying Japanese goods. "Frankly speaking, products made in Japan are superior to ours, so we tend to buy them. It's rational consumer behavior," a respondent said. "However, in terms of politics, the Japanese prime ministers' visits to Yasukuni infuriates all Chinese people." Most respondents who do not buy Japanese commodities share the latter view. Many of those who participated in the survey believe the two nations share many common interests such as bilateral trade and investment and the Japanese government should strengthen bilateral ties. Bilateral trade volume reached 7.36 billion in 2006, up 12.5 percent over the previous year. Japan continues to be China's third-largest trade partner. By the end of November 2006, Japanese firms had invested .45 billion in China. Japan is now the second-largest source of foreign investment in China, after the United States. From January to October 2006, Chinese enterprises invested .18 million in Japan, with total investment from China reaching 9 million. This year is the 35th anniversary of the normalization of China-Japan relations and the 70th anniversary of the "July 7 Incident" that marked the beginning of the War of Resistance against Japanese aggression.

China Railway Construction Corp. (CRCC), the country's leading rail builder, may raise as much as 22.25 billion yuan (3.1 billion U.S. dollars) in its initial public offering (IPO) in Shanghai.     In a statement to the Shanghai Stock Exchange late Sunday, the state-owned company said it has cut the number of A shares it is offering to 2.45 billion from 2.8 billion after reconsidering its capital demand.     The 2.45 billion shares represent 23.44 percent of CRCC's outstanding capital. The firm had built nearly 34,000 kilometers of rails by the end of 2006, more than half of all the rail links built nationwide since 1949.     On Feb. 14, CRCC was given green light by the China Securities Regulatory Commission to issue no more than 2.8 billion A shares on the Shanghai Stock Exchange.     The IPO price range was set between 8 to 9.08 yuan and it translated into 26.92 to 30.56 earnings multiples after the domestic share sale, according to the statement.     The company would start to receive from institutional investors orders for its 612.5 million shares, or 25 percent of the offering, on Feb. 25 and 26. The retail investors would be able to subscribe for the remaining shares on Feb. 26, the statement noted.     CRCC also planned to sell no more than 1.71 billion H shares in Hong Kong.     The company established its name by building the Qinghai-Tibet railroad, Shanghai maglev rail line and the Beijing-Kowloon railway. It also took the largest share in the bidding for the construction of the express railway linking Beijing and Shanghai.     Its total assets amounted to 155 billion yuan (21.7 billion U.S. dollars) by the end of November 2007, with net profit reaching 2.8 billion yuan (391.8 million U.S. dollars).
