BEIJING, Dec. 29 (Xinhua) -- Chinese Vice Premier Li Keqiang has stressed that more efforts should be made to improve the people's livelihood while promoting economic growth.     Li made the remarks during a recent visit to north China's Shanxi Province, where he chatted with village cadres and laid-off workers. He said it is an important duty for the Party and government to solve the basic livelihood problems of the people.     The goal of the nation's economic growth is to improve the people's well-being, he said. BEIJING, Oct. 20 (Xinhua) -- Lu Zhengcao, the last one of New China's first 57 generals, was cremated here Tuesday. Lu died of illness on Oct. 13 at the age of 106. Chinese President Hu Jintao, former president Jiang Zemin, and other senior leaders including Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, He Guoqiang and Zhou Yongkang attended the cremation ceremony, which was held Tuesday morning at the hall of the Beijing Babaoshan Cemetery.     In 1955, the People's Republic of China (PRC) first adopted the military ranks and 55 senior officers were granted generals. Two more joined them in 1956 and 1958 respectively. They witnessed the development of the People's Liberation Army (PLA) and the founding of the PRC in 1949.     Born in Haicheng of northeastern Liaoning Province, Lu joined the Communist Party of China (CPC) in 1937 and fought in China's war of resistance against Japanese invasion from 1937 to 1945 and the civil war against the Kuomintang (KMT) army from 1945 to 1949. BEIJING, Oct. 30 (Xinhua) -- China on Friday voiced its strong dissatisfaction and firm opposition to an EU statement which denounced the execution of two Tibetans convicted of murder in last year's Lhasa riot.     The Swedish EU presidency released a statement Thursday, denouncing the recent death penalty handed down to two Tibetans involved in the Lhasa riot and asking China to abolish the capital sentences.     "We are strongly dissatisfied with and firmly oppose the EU statement," Chinese Foreign Ministry spokesman Ma Zhaoxu said in a news release.     The Lhasa violence involving beating, smashing, looting and burning in 2008 was a sabotage activity "premeditated, organized and masterminded" by the ** Lama group, who instigated Tibetan separatists in and out of China to fuel up the incident, Ma said.     China's legal institutions have carried out fair and open trials and brought only the culprits of the criminal activities to justice, he said. "This was China's internal affair and judicial sovereignty which allows no other country to interfere with."     China asks the EU to abide by the principles of equality and mutual respect and not to send any misleading signals to Tibetan separatists, so as to ensure sound and stable development of EU-China relations, Ma said.

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that the Copenhagen climate talks have reached the decisive moment and all parties should focus on consensus in a future-oriented manner and seek common grounds while shelving differences so as to bring hope to the world people.     Wen made the remarks when he met British Prime Minister Gordon Brown, German Chancellor Angela Merkel and Japanese Prime Minister Yukio Hatoyama on the sidelines of the UN-led talks being held here.     Wen said many developed countries have tabled quantified emission reduction targets while some developing countries have also set up voluntary goals in curbing emissions, which represents new progress in international cooperation in tackling climate change. BEIJING, Dec. 2 (Xinhua) -- Chinese vice premier Li Keqiang has called for efforts to build the South-to-North Water Diversion Project into a water-efficient and environment-friendly project.     Li made the remarks at a meeting held by the State Council on Tuesday, saying the government should stick to policies regarding resource-conservation and environment-protection in the construction work.     Li ordered relevant departments to intensify their efforts on pollution control and eco-environment protection in both the water source area and areas along the project in the course of construction.     Li, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed that a good job on the resettlement of residents is essential.     Addressing the meeting, vice premier Hui Liangyu ordered attaching great importance to quality and safety, strengthening pollution treatment and properly resettling local residents.     Launched in 2002, the South-to-North Water Diversion Project, consisting of eastern, middle and western routes, is designed to divert water from the water-rich south of the country, mainly the Yangtze River, to the dry north.     By the end of October, the government has invested 34 billion yuan (or 4.98 billion U.S. dollars) in the eastern and middle routes, and part of the project has contributed to alleviate the water strain in Beijing.

BEIJING, Nov. 12 (Xinhua) -- A new pricing mechanism of fuel surcharge that links it with airlines' jet fuel costs has been introduced to offset rising jet fuel costs, China's top economic planner announced here Thursday.     The National Development and Reform Commission (NDRC), together with the Civil Aviation Administration of China (CAAC), said in a statement on its website that the fuel surcharge keep abreast with China's jet fuel comprehensive purchasing costs.     The new mechanism, which would take effect on Nov. 14, aims to "help the airlines with fluctuating fuel prices", as jet fuel costs usually account for 40 percent of the total costs of China's airline companies, said the statement.     Under the new mechanism, airline companies could decide themselves whether to charge fuel surcharge and how much to charge if jet fuel comprehensive purchasing cost, which is the weighted average of domestic factory-gate prices for jet fuel and prices of imported fuel, reaches certain level.     Currently, the surcharge level was set uniformly by the government.     According to the new mechanism, when jet fuel comprehensive purchasing cost is lower than 4140 yuan per tonne, the benchmark price of jet fuel, airline companies should not charge fuel surcharge.     When jet fuel comprehensive purchasing cost exceeds the level, the companies should digest at least 20 percent of the rising cost and then charge appropriate surcharge, the statement said.     Also, fuel surcharge should be reduced or canceled within five days after jet fuel comprehensive purchasing cost drops, it said.     China raised gasoline and diesel prices both by 480 yuan (70.28U.S. dollars) per tonne Tuesday. The benchmark price of gasoline reached 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.
