Nikai asked that the working group convene its first meeting by the end of the year.     The one-day dialogue, co-chaired by Wang and Japanese Foreign Minister Hirofumi Nakasone, was attended by senior officials from the two countries.     The dialogue mechanism, first held in Beijing in December 2007, was jointly launched by Chinese Premier Wen Jiabao and then Japanese Prime Minister Shinzo Abe during Wen's trip to Japan in April 2007.

URUMQI, July 11 (Xinhua) -- The Xinjiang branch of China Charity Federation said Saturday it had received 2.03 million yuan (297,218 U.S. dollars) in donation from all walks of life for victims in the Urumqi riot.     The single largest donation is 200,000 yuan from the Xinjiang company of China Pacific Life Insurance Co., Ltd., said the federation.     Wu Jie, an employee of the insurance company, said she would like to do something for the dead and injured people. "We need to comfort the families of the dead and help the people who need medical treatment."     Maolaxifu Rishat, a businessman of the Tartar ethnic group who was the first to propose a comfort fund for riot victims, donated 5,200 yuan on behalf of 14 donators from 14 different ethnic groups.     "We pray for national unity in Xinjiang, so that we can have a peaceful and harmonious environment," he said.     Urumqi Public Transport Group, which suffered 37.6 million yuan as hundreds of its buses were torched or smashed, received 3.38 million yuan in donation from enterprises in the city. Five bus drivers of the group were killed by mobs and 57 others injured.     The riot in Xinjiang on July 5, the worst in six decades, caused a severe shortage of blood at local hospitals where more than 1,000 injured people were rushed in.     Shortly after the shortage was reported, many citizens rolled up their sleeves to donate blood.     On Friday, Urumqi's blood center announced the shortage had been eased, but donors continued to pour in.     A total of 1,315 people from 13 ethnic groups had come to the blood collection stations to donate 400,000 milliliters of blood as of 10 p.m. Friday. More than 1,000 other people have made appointments with blood collection centers to donate blood in the coming days.

TAIPEI, May 5 (Xinhua) -- Former Taiwan leader Chen Shui-bian has been indicted on new corruption charges, prosecutors said here Tuesday.     While in office, Chen and his wife Wu Shu-chen took 10 million New Taiwan dollars (302,000 U.S. dollars) in bribes from a local businesswoman, and demanded bribes and donations totaling 300 million New Taiwan dollars from a former banker, prosecutors said at a press conference.     Chen was first indicted on Dec. 12 for money laundering and bribery. He and his wife were charged with embezzling 104 million New Taiwan dollars (3.15 million U.S. dollars) in public funds and accepting bribes of at least 9 million U.S. dollars in a land purchase deal. Chen and his collaborators are also accused of laundering the illegal income.     Chen has been in detention since last December and faces life in prison if convicted.     He was elected to the post of Taiwan leader eight years ago but was ousted in an election in May last year.

Yet in retrospect, a mass of evidences show that the unrest was a well-planned violent criminal incident of terrorist nature.     FEINT BEFORE VIOLENCE     Investigations by reporters reveal a salient feature of the riot, that is the perpetrators adopted the tactic of mass rally and making trouble in the open, which attracted people's attention and police force, while committing beating, smashing, robbery and arsons in other places.     At about 6:00 p.m. July 5, some persons gathered in the People's Square, continuously making phone calls and sending text messages. Some people were shouting slogans to attract passersby. The crowd grew larger and larger.     According to the local police department, about 1,500 policemen were sent to the place to maintain order and disperse the crowd.     At about 8:00 p.m., the police were told that a group of thugs were beating innocent people, smashing cars and buses, and burning police cars at Er Dao Qiao in a southern area of the city.     Xinhua reporters at the area spotted the body of a victim under a bridge, people fleeing in all directions, shops closing, mobsters smashing and setting fire as they walked along, more and more shops, automobiles and public facilities got destroyed and people got hurt.     At the same time, people gathered in the People's Square began to walk to the south.     According to two officials from the local committee of ethnics and religions who walked after these people, at the Longquan Street intersection, someone jumped out of the crowd and began to instigate people to join and follow them. BEIJING, July 10 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday that it will launch two more batches of electronic savings bonds of up to 50 billion yuan (7.32 billion U.S. dollars) since next week.     According to the ministry, one batch of the e-savings bonds of 40 billion yuan has a term of three years, with a fixed annual interest rate of 3.73 percent.     The other, the five-year e-savings bonds, is worth 10 billion yuan at a fixed annual interest rate of four percent.     The two bonds will be issued from July 15 to 31, with interests to be calculated from July 15 and paid annually, said the ministry in a statement on its website.     These bonds are open to only individual investors, the MOF said.     Compared with other types of bonds, the e-savings bond is seen as more convenient for investors. For example, the interest can bepaid through direct deposit into the investor's account.     This is the second time the ministry launches this kind of bond this year, with the first issuance of two batches of e-savings bonds in April.     The ministry also said it would issue two batches of book-entry treasury bonds next week with a face value of 12.48 billion yuan and 12.65 billion yuan each.     One with the face value of 12.48 billion yuan has a term of 91 days, and the issue price, set by competitive bidding, was 99.72 yuan for a face value of 100 yuan. In this sense, the annual yield will be 1.15 percent, the ministry said.     The other has a term of 273 days, and the issue price was set at 99.077 yuan for 100 yuan, with an annual yield of 1.25 percent.     The ministry said the book-entry T-bonds will be sold from July 13 to July 15. Trading of the bonds will begin July 17.
