URUMQI, Aug. 13 (Xinhua) -- A delegation of foreign diplomats in China on Thursday visited Shihezi city in northwest China' s Xinjiang Uygur Autonomous Region, voicing their appreciation to the development model of the city.     Shihezi city, some 150 km northwest of Urumqi, is a young city which was established in the 1950s in the gobi of Xinjiang. With the development of some 60 years, the city has become one of the most developed cities in the autonomous region.     In the early phase of the city' s development, Shihezi focused on reclaiming land in the desert for agriculture. Meanwhile, the city began to establish its industry system and high-tech in recent years in order to reach a comprehensive development. PHUKET, Thailand, July 22 (Xinhua) -- China and the United States need to maintain high-level contact and deepen cooperation in various areas of common concern, Chinese Foreign Minister Yang Jiechi said here Wednesday in his meeting with U.S. Secretary of State Hillary Rodham Clinton.     Yang said the two countries should also keep close communication and collaboration on global issues and properly handle disputes and sensitive issues in order to push forward bilateral ties. Clinton and U.S. Treasure Secretary Timothy Geithner will be joined for the dialogue by their respective Chinese Co-Chairs, State Councilor Dai Bingguo and Vice Premier Wang Qishan.     The dialogue will focus on addressing the challenges and opportunities that both countries face on a wide range of bilateral, regional and global areas of immediate and long-term strategic and economic interests.     On Wednesday, Yang also met with his counterparts from Russia, South Korea and Pakistan.

BEIJING, Aug. 29 (Xinhua) -- China's limits on the use of plastic bags cut crude oil consumption by 3 million tonnes per year, according to the National Development and Reform Commission (NDRC).     Since June 1, 2008, all Chinese retailers, including supermarkets, department stores and groceries, no longer provided free plastic shopping bags. In addition, China banned ultra-thin plastic bags, or those thinner than 0.025 mm.     China is trying to cut the use of plastic bags in a bid to reduce energy consumption and polluting emissions.     The plastic bag limits could save about 2.4 million to 3.0 million tonnes of crude oil every year and cut 7.6 million to 9.6 million tonnes of carbon dioxide emissions every year, the NDRC said.     The NDRC said it would further implement the regulations and inspect execution of the ban nationwide.     Retailers who did not list shopping bags on the receipts or continued to provide free plastic shopping bags would be fined from 5,000 yuan (732.06 U.S. dollars) to 10,000 yuan, according to the State Administration for Industry and Commerce.

BEIJING, Aug. 23 (Xinhua) -- China's insurance capital investments hit 2.45 trillion yuan (358 billion U.S. dollars) in the first seven months of this year, according to the country's insurance regulator.     In July alone, the investments from insurance funds stood at 120.4 billion yuan, China Insurance Regulatory Commission (CIRC) said in a report on its website.     Of the total insurance investment value, about 332 billion yuan, or 9.8 percent, went to the stock markets by the end of the second quarter of this year.     During the same period, mutual funds investments suck 228.45 billion yuan, or 6.8 percent from the insurance capital.     A booming equities market and an optimistic attitude towards the country's stock markets had led to an increasing investments, said the CIRC.     Comparatively, in the first seven months, bank deposit of China's insurance capital decreased to 1.03 trillion yuan, 15.23 billion yuan less than in the first six months.     The CIRC's statistics also reflected a slowdown increasing rate in premium income in the first seven months. Premium income was 678.64 billion yuan, representing a small increase of 80 billion yuan than the June figure.

BEIJING, Aug. 31 (Xinhua) -- Chinese State Councilor Liu Yandong has asked schools to educate students comprehensively about national unity during recent a tour to the Xinjiang Uygur Autonomous Region.     Liu said teachers should play a guiding role in helping students become "forceful practitioners, loyal promulgators, and strong guards" of national unity.     Great efforts should be made to develop education, science and technology, and culture in Xinjiang, Liu said. UNITED NATIONS, July 29 (Xinhua) -- UN Secretary-General Ban Ki-moon said here on Wednesday that he was pleased with what China is doing to contain climate change and what the Asian country will do in negotiations that will lead to an agreement at the Copenhagen summit on climate change in December.     Ban told his monthly press conference that "I was pleased that (Chinese) President Hu Jintao and Premier Wen Jiabao assured me that China wants to seal a deal in Copenhagen in December and that China will play an active and constructive role in the negotiations to achieve this end."     During his meeting with the Chinese leaders, "we also agreed on the importance of global leaders showing the way and discussed in detail the Climate Change Summit in New York on Sept. 22," Ban said.     "I wanted to highlight the special responsibility of countries like China to lead the global fight against climate change, as well as highlight all that China is doing," he said. "Come September, we will be entering a crucial stage on climate change."     "Climate change was the major focus of my trip to Asia," he said.     "In particular, I helped to launch an ambitious program to promote energy saving lighting which could reduce China's energy consumption by 8 percent," he said. "This is a major step into the21st century."     The overall goal for the Copenhagen Summit, slated for Dec. 7-18, is to establish an ambitious global climate agreement for the period 2012.     In order to have "a robust agreement on adaptation in Copenhagen," he said, "I continue to press for achieving a fair, effective and scientifically ambitious deal in Copenhagen that can benefit all nations."     "That's why I am convening the September climate change summit," Ban said. "We expect more than 100 heads of state and governments -- the largest gathering of leaders on climate change ever."     "Two years ago, only a few leaders could speak to these issues," he said. "Today, leaders are walking the road to Copenhagen together."     "But, we have less than five months to seal a deal," he said. "To keep up the momentum, I will travel to arctic polar ice rim later next month to get a first-hand look at conditions there -- in particular the melting sea ice."     "I will then go on to the World Climate Conference in Geneva organized by the World Meteorological Organization," he said.
