BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

Some 74.60 million mu (4.97million hectares) of farmland have been irrigated, and drinking water shortages have been eased for about 500,000 people and 280,000 livestock.     The irrigation system in the drought area is under a crucial test. The water flow under Xiaolangdi Dam on the Yellow River reached 550 cubic meters per second as of 2 p.m. Saturday, to help soothe the drought in Henan Province.     "The water in my well is very deep today," Wei Liuding told Xinhua reporter Sunday.     "Although we were informed that the government's subsidies will be soon handed out to households, I decided not to merely rely on the government, and I am now irrigating the lands for four hours a day at my own expense."     But with a family of five, Wang Hongwei was more worried.     "Though we irrigate the lands now, the production will surely see a big drop. Like many other people in our village, I am thinking about doing odd jobs in the town to earn some extra cash."     Li Xin, an advocate for the income and rights of farmers and migrant workers who opened a company to sue false seed producers, said, "Even if the farmers go to towns and cities to work, their pays will wane as the financial crisis continues to loom."     Duan Aiming, head of the Irrigation Research Center of the Chinese Academy of Agriculture Sciences, said the current drought has "sound an alarm to the water resource utility in northern China".     "Much water is being wasted, because many mature irrigation technologies cannot be put into practice for lack of funds, and the input on irrigation infrastructure is not enough," said Duan.     "Only by a long-term improvement of the irrigation system can the government realize its goal of increasing the grain yield and the farmers' income," said Li.     In the first document of the year issued jointly by the State Council and the Central Committee of the Communist Party of China on Sunday, local authorities were urged to take measures to avoid declining grain production, ensure the steady expansion of agriculture and rural stability.     "The foundation for securing steady and relatively fast economic growth is based upon agriculture; the toughest work of securing and improving people's livelihoods stays with farmers," it said.

BEIJING, Feb. 26 (Xinhua) -- China on Thursday hit back at a United States report on its human rights with its own report on the U.S. human rights record.     "The U.S. practice of throwing stones at others while living in a glass house is a testimony to the double standards and hypocrisy of the United States in dealing with human rights issues and has undermined its international image," the Information Office of the State Council said in its report on the U.S. human rights record.     The Human Rights Record of the United States in 2008 was in retaliation to the Country Reports on Human Rights Practices for 2008 issued by the U.S. Department of State on Feb. 25.     For years, the United States had positioned itself over other countries and released the Country Reports on Human Rights Practices annually to criticize human rights conditions in other countries, using it as a tool to interfere with and demonize other nations, the report said. The U.S. has turned a blind eye to its own violations of human rights.     "As in previous years, the reports are full of accusations of the human rights situation in more than 190 countries and regions, including China, but mention nothing of the widespread human rights abuses on its own territory," China said in its report.     "The Human Rights Record of the United States in 2008 is prepared to help people around the world understand the real situation of human rights in the United States, and as a reminder for the United States to reflect upon its own issues," China said.     The report reviewed the U.S. human rights record from six perspectives: life and personal security; civil and political rights; economic, social and cultural rights; racial discrimination; rights of women and children; and the United States' violation of human rights in other countries.     The report warned the United States that widespread violent crime posed serious threats to its people's lives and security.     According to a report published in September 2008 by the Federal Bureau of Investigation (FBI), the country reported 1.4 million violent crimes, including 17,000 murders and 9.8 million property crimes in 2007.     More frequent gun killings were a serious threat to the lives of U.S. citizens, the report said.     It quoted the U.S. Center for Disease Control and Prevention assaying that 1.35 million high school students in 2007 were either threatened or injured with a weapon at least once on school property.     The report said an increasing number of restrictions had been imposed on civil rights in the United States.     It cited government surveillance of online activities, new legislation on government wiretapping last July, more cases of police abuse of force and neglect of basic rights of 2.3 million prisoners in the United States.     The United States was facing a number of social problems, including a wide wealth gap, increasing number of homeless, needy people and those suffering hunger, the report said.     It quoted the U.S. Census Bureau as saying in August 2008 that 12.5 percent of Americans, or 37.3 million people, were living in poverty in 2007, up from 36.5 million in 2006.     The unemployment rate increased from 4.6 percent in 2007 to 5.8percent in 2008, the report said.     People in the United States saw their pension plans shrink, health insurance cut and school tuition increase, while drugs, suicide and other social problems prevailed, according to the report.     The report said racial discrimination prevails in "every aspect of social life" in the United States, ranging from income, employment, education, to judicial system, often with African Americans as major victims.     "Nearly one quarter of black American households live below the poverty line, three times that of white households," it said, citing The State of Black America, issued by the National Urban League in March 2008.     The jobless rate for blacks was 10.6 percent in the third quarter of 2008, twice that of the whites, according to the U.S. Department of Labor.     The report said the African American high school graduation and college entry rates still lingered at the level of whites "two or three decades ago", and African American students in public schools were "more likely to get physical punishment than White children."     "African American youths arrested for murder are at least three times more likely than their white peers to receive life imprisonment without the possibility of parole," the report said, quoting a 2008 report of the New York-based Human Rights Watch.     It also mentioned the infringement of basic rights of indigenous Americans, inhumane treatment received by immigrants, and serious racial hostility and rising hate crime in the United States.     On "worrisome" conditions of women and children, the report said gender-based discrimination in employment, and domestic violence and sexual violence toward women were quite serious.     Also, an increasing number of children were living in poverty and danger of being physically or mentally harmed due to abuse and violence.     "The United States is one of the few countries in the world where minors receive the same criminal punishments as adults," the report said. "It is the only country in the world that sentences children to life in prison without possibility of parole or release."     "The United States has a string of records of trampling on the sovereignty of and violating human rights in other countries," the report said.     It listed the Iraq war, prisoner abuse at Guantanamo, the five-decade embargo against Cuba and arm sales.     The war in Iraq had claimed more than 1 million civilian lives and caused the same number of homeless people, it said.     The United States maintained the embargo against Cuba, though the United Nations General Assembly adopted a resolution urging itto end the embargo in last October.     U.S. arm sales reached 32 billion U.S. dollars in 2007 and weapons were sold to more than 174 nations and regions.     The United States was inactive on its international human rights obligations and offered outbound humanitarian aid that was dwarfed by its status as the richest country in the world, the report said.     China in the report advised the U.S. government to "face its own human rights problems with courage, and to stop applying double standards to human rights issues".     This is the 10th consecutive year that the Information Office of China's State Council has issued a report on the human rights record of the United States to answer the U.S. State Department's annual report.     "Respect for and protection of human rights is an important indication of civilization and progress of human society," the report said. "Every government shoulders a common responsibility in committing itself to the improvement of human rights conditions.

BEIJING, April 9 (Xinhua) -- Venezuela President Hugo Chavez concluded his working visit to China and left Beijing on Thursday night.     During his two-day stay, Chavez met with Chinese President Hu Jintao and Vice President Xi Jinping respectively, exchanging views on enhancing the bilateral strategic partnership.     Chavez also visited the Party School of the Central Committee of the Communist Party of China (CPC) earlier on Thursday, the highest training institution for CPC officials. Addressing about 100 Chinese officials, he said the two countries witnessed great progress in their cooperation in economy, science and technology areas. As of Saturday, 299 million mu of crops, 4.42 million people and 2.2 million heads of livestock were affected.     The crops affected was 110 million mu more than the average level during the same period in past years.     During a visit to central China's drought-hit Henan Province on Saturday and Sunday, Chinese Premier Wen Jiabao has urged officials in drought-hit areas to place "top priority" on relief work as agricultural stability concerns China's bid to revive its economy.     China has declared the highest level of emergency in response to the drought, employing artificial means to induce rains and allocating 86.7 billion yuan (about 12.69 billion U.S. dollars) as subsidies to farmers.     In addition, the central government has decided to earmark 400 million yuan to local governments for drought relief.

UNITED NATIONS, April 13 (Xinhua) -- China's UN envoy said Monday that the UN Security Council's response to the recent launch by the Democratic People's Republic of Korea (DPRK) should be cautious and proportionate.     "Our position on the reaction from the Security Council has been very clear and consistent. That is, the reaction from the Security Council has to be cautious and proportionate," Zhang Yesui told reporters after the council adopted a presidential statement on the DPRK launch. The UN Security Council on April 13, 2009 adopted a presidential statement on the recent launch by the Democratic People's Republic of KoreaIn the statement, the 15-member council "condemns" the April 5 launch by the DPRK and calls on all member states to "comply fully with their obligations under resolution 1718," adopted by the council in October 2006.     The statement also called for the early resumption of the six-party talks, which gather China, the DPRK, Japan, South Korea, Russia and the United States.     "The reaction from the Security Council should be conducive to maintaining peace and stability in the Korean Peninsula and Northeast Asia, and conducive to the six-party talks and also to the process of denuclearization in the Korean Peninsula, and it should be also conducive to safeguarding the international nonproliferation regime," he said.     "That's why we had been consistent in the Security Council adopting a presidential statement instead of a resolution with new sanctions," he said.     Zhang called on all the parties concerned to work together to maintain peace and stability in the region, promote the six-party talks and push forward denuclearization on the Korean Peninsula.
