BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao met Japanese Prime Minister Taro Aso here on Thursday, calling on the two sides to cherish achievements made in bilateral ties.     "Since my visit to Japan in May last year, related parties on the two sides have made every effort to implement the consensus and decisions agreed upon during the visit, and had attained important progress in promoting the strategic and mutually-beneficial relations between China and Japan," Hu told Aso at the Great Hall of the People.     "These achievements have not come easy and should be cherished by us," said Hu.     Hu noted that as the global financial crisis spreads, trade between China and Japan had declined obviously. He urged the two sides to take effective measures to put bilateral trade and investment back on the track of stable growth as soon as possible. They must particularly ensure successes in cooperation in energy-saving and environmental protection, information and telecommunications and high-tech industries, said Hu.     Sino-Japanese trade slid by 7.4 percent year on year in December and plumped by 24 percent in the first quarter of this year, figures from the Chinese Ministry of Commerce show.     Hu noted personnel and culture exchanges have an important and far-reaching impact on the development of Sino-Japan relations.     He urged the two countries to make full use of the existing channels and mobile every resources available to raise bilateral personnel and cultural exchanges, especially the exchanges between youths in general and young officials in particular, to a new height.     In multilateral areas, China and Japan should focus on advancing cooperation in East Asia so that the sub-region will collectively respond to global challenges such as the current financial crisis, he said.     The two countries must further enhance their coordination and cooperation in such regional mechanisms as the Association of Southeast Asian Nations plus China, Japan and the Republic of Korea (ROK), the East Asia summit and the China, Japan plus ROK format, so that together they can promote peace, stability and development in Asia and the world at large, Hu said.     Aso said since Hu's successful visit to Japan in May last year, the two sides have made important progresses in implementing the projects agreed upon during the visits.     He expressed Japan's appreciation of the fact that the two countries have maintained frequent exchanges of visits by and good communications between state leaders.     Japanese and Chinese leaders have also met for many times in bilateral and multilateral occasions to exchange opinions on bilateral relations and issues of common concern, said Aso.     Japan and China are neighbors. Sound cooperation in political and economic fields and the continuous advancement of the strategic and mutually-beneficial relationship between them have laid a solid foundation for the future of this relationship, said the Japanese prime minister.     Aso said it is Japan's wish that the two countries will continue with the close communications at high level, strengthen cooperation in various fields, step up coordination in coping with the international financial and economic crisis, and promote youth exchanges.     Aso arrived in Beijing on Wednesday for a two-day China tour, his first official visit to China since he took office in September.

ROME, May 21 (Xinhua) -- China's top legislator Wu Bangguo met with Italian President Giorgio Napolitano here on Thursday afternoon, and the two leaders exchanged views on how to address the current global financial crisis.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), the top Chinese legislature, said China is positive about the results of the London G20 summit and appreciates the efficient efforts that Italy has made in preparation for the dialogue meeting between the leaders of G20 countries and five major developing countries (8+5 dialogue). He said the two sides should carry out dialogues and communication on major issues on the basis of mutual respect of sovereignty and non-interference in each other's internal affairs.     Napolitano said as an important member of the EU, Italy is ready to play a constructive role in the regional bloc and help push for a healthy, stable development of EU-China relations.     Napolitano said China's development will not only benefit the Chinese people, but also contribute to peace and development of the world.     Wu said that China is still a developing country, with its per capita GDP ranking below 100th place in the world. He said China will continue to focus on development by working on economic restructuring and industry upgrading. SHANGHAI, July 12 (Xinhua) -- China Eastern Airlines on late Sunday announced that it will merge Shanghai Airlines through a shares swap and the two will resume stock trading in Shanghai Monday.     Shanghai Airlines will exchange one of its A shares for 1.3 shares of China Eastern after the former's shareholders are given a 25 percent risk premium, the latter said in a statement filed to the Shanghai Stock Exchange.     Shanghai Airlines Chairman Zhou Chi said on June 30 that the transfer of shares will take about four to five months.     Liu Jiangbo, spokesman of the working team overseeing tie-up affairs, said Shanghai Airlines will become a wholly-owned subsidiary of China Eastern and retain its brand and independent operation.     Liu told Xinhua that the merger has entered a concrete stage after the announcement of the detailed merger plan.     This is a major step to promote the consolidation of regional airlines and to facilitate building Shanghai into an international air and shipping hub, he said.     The merger will give China Eastern, one of China's three state-owned airlines, about 50 percent market share in Shanghai.     China Eastern reported a net loss of 13.9 billion yuan in 2008 because of weak travel demand in the economic downturn and wrong-way bets on fuel prices.     China Eastern and Shanghai Airlines shares have been suspended from trading since June 8 while waiting for the merger talks. China Eastern last closed at 5.33 yuan and Shanghai Airlines closed at 5.92 yuan.     China Eastern is listed in Hong Kong and Shanghai and Shanghai Airlines is listed in Shanghai.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

UNITED NATIONS, May 29 (Xinhua) -- The exponential growth in trade and strategic relations between China and the Arab world is highly valued at the League of Arab States and will not come at the expense of relations with the United States, the secretary-general of the League of Arab States said at a press conference here on Friday.     "We value very much our relationship with China," Secretary-General Amre Moussa, told Xinhua. "We can have good relations, growing trade and growing economic investments with China and America at the same time." This is encouraging because all of us have suffered from certain policies in the past."     "The hope is that the Obama administration will succeed in breaking this deadlock in order to allow the peace efforts to move on with the establishment of a viable Palestinian state ... which includes the immediate freeze of (Israeli) settlements," he said.     At the same time, despite the international community having "a window of opportunity," the Obama administration has yet to take concrete actions, added Moussa.     "What we expect is not only to hear a speech, but to act," he said.     Indeed, action on the Middle East crisis is rare. The UN Security Council has refused to follow up on recommendations made by a United Nations investigation into accusations of war crimes committed by Israel during the Gaza offensive in January.     Frustrated, the Arab League is "actively pursing" other avenues, including several independent fact finding and investigations, said Moussa.     "We are not going to let go of what happened in Gaza against the civilians," he said. "If you want to have justice, you have to have it across the board."     In a related development, the United Nations Human Rights Council investigation team will arrive in Gaza on Monday. Led by Justice Richard Goldstone, the team plans to meet with all concerned parties, including witness and victims of alleged violence, according to a press release issued on Friday.

BEIJING, May 1 (Xinhua) -- New rules to punish "statistical fouls" took effect Friday in China.     The rules, the country's first of their kind, were jointly published by the Ministry of Supervision, Ministry of Human Resources and Social Security and the National Bureau of Statistics (NBS).     The rules impose penalties for publication of fraudulent statistics or unauthorized dissemination of statistical data.     Penalties including dismissal, demotion or unspecified "criminal punishment" face those who unlawfully alter statistics or ask others to do so and those who take revenge on people who refuse to fabricate data or blow the whistle on illegal acts.     People who leak data concerning state secrets, personal information or business secrets, or who delay the reporting of statistics, would face similar penalties.     The new rules require government offices to carefully maintain and deliver files of criminal cases and quickly release investigation results.     Analysts said statistics are not just key data for the government, they are also vital in making decisions about social and economic affairs.     Statistics "concern public credibility of both statistical authorities and the government," said Fan Jianping, chief economist with the State Information Center.     As the world's fastest expanding economy, China has faced questions about the accuracy of its national economic data. The most recent figure drawing global attention was the decade-low, 6.1 percent year-on-year economic growth rate in the first quarter, which was released April 16.     Since the country's opening-up, the quality of statistics has improved. An article on the Wall Street Journal China's website said China's economic statistics were actually very impressive, "with relatively timely, accurate, and comprehensive data published on a range of key indicators".     But it also pointed out that there is a political economy of numbers with an incentive at both the local and national levels to massage the statistics. Many China watchers have noted the incentives for local officials to over-report growth to please their political masters.     Officials who participated in drafting the new rules admitted that incorrect or falsified statistics have been released at times.     Statistical corruption has been found in China for years to exaggerate local economic growth, which is often related to officials' promotion.     In April, southeastern Fujian Province said that it handled 754cases concerning forged statistics last year and imposed fines up to about 1.38 million yuan (203,000 U.S. dollars).     "As the country strives to cushion the impact of the global slowdown and maintain steady economic growth, they should use the rules as a deterrent to statistical fouls," said Wang Tongsan, an economist with the Chinese Academy of Social Sciences, a government think tank.     Wang also suggested the government should reform the evaluation system for officials and increase training for statistical staff.     China's top statistics official, Ma Jiantang, has vowed to improve the quality and credibility of government statistics after foreign media voiced concerns about the authenticity of Chinese economic data.     "To keep (official statistics) true and credible is not only our duty, it also relates to our need to accept public supervision," Ma said in a statement on the NBS website.

Countries should firmly oppose all forms of protectionism and take concrete steps to help develop countries maintain financial stability and work together to overcome the international financial crisis.     Second, countries should take active measures to counter the threat of A/H1N1 flu and other infectious diseases and minimize the impact of the flu on global trade and economic activities, said Yang.     Third, countries should think for the future, remain committed to the principle of "common but differentiated responsibilities" and step up cooperation in tackling climate change.     Fourth, countries should increase input and foster and follow anew energy security concept that calls for win-win cooperation, diverse forms of development and common security through coordinated supply, said Yang.     Fifth, countries should promote peaceful and negotiated settlement of hotspot issues and regional disputes on the basis of mutual respect, mutual trust and cooperation. The international community should fully respect the sovereignty and territorial integrity of the countries concerned, provide active and constructive help, and avoid willfully applying pressure or sanctions.     Yang said to deal with the international financial crisis, China has adjusted its macro-economic policies and implemented positive fiscal policy and loosened its monetary policy in an appropriate manner.     China has launched a package of measures to expand domestic consumption and stabilize export market and these measures have started to take effect.     As a responsible member of the international community, China will continue to work together with other ASEM members to strengthen coordination in the macro-economic policy, advance the reform of international financial system and actively safeguard the stability of the multi-lateral trade system.     The 9th Foreign Ministers' Meeting of the Asia-Europe Meeting (ASEM) opened here on Monday with the participation of foreign ministers and delegates from 45 ASEM members in the two-day meeting.     Vietnamese Prime Minister Nguyen Tan Dung delivered the opening speech of the meeting.

HOHHOT, June 9 (Xinhua) -- China held an anti-terrorism drill Tuesday afternoon to test its police forces' ability to handle a bomb containing radioactive contaminants.     The drill, held in northern Inner Mongolia Autonomous Region's capital Hohhot, kicks off a series of drills in the autonomous region, Shanxi and Hebei provinces that surround Beijing.
