URUMQI, Sept. 4 (Xinhua) -- The city of Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, quieted down late Thursday night after tens of thousands of people took to streets to protest against syringe attacks. There were few pedestrians on the Youhao, Karamay, Altay and Beijing Roads. Police were persuading about 100 people to leave the Nanhu Square in front of the municipal government.     Passage in areas including Youhao Road, Guangming Road and Renmin Square was prohibited for vehicle as a traffic control in place on major roads in downtown areas took effect at 9:00 p.m.. Li Zhi (1st R, on the car), secretary of the Communist Party of China Urumqi City Committee, speaks to crowds in Urumqi, capital city of Xinjiang Uygur Autonomous Region, Sep. 3, 2009. Crowds gathered at a number of sites in Urumqi Thursday morning demanding security guarantees from authorities following hypodermic syringe attacks in the capital city of Xinjiang Uygur Autonomous Region. Tension was relieved after the communication of local officials with the crowd.    The daytime protest, attended by tens of thousands of people, crippled city traffic and forced shops in major commercial streets to shut.     Police said Thursday's protest started at 10:50 a.m. when more than 1,000 people gathered in the residential quarter of Xiaoximen. Another crowd of protestors gathered at the Beiyuanchun farmers' produce wholesale market at 10:30 when a man was caught after allegedly stabbing a five-year-old girl.     The demonstration spread to major streets including Guangming Road, Xinmin Road and Youhao Road. People also turned out in big crowds in front of the Renmin Cinema and at the Renmin Square.     Protestors held the national flag and the flag of the Communist Party of China and shouted "Severely punish the mob." Members of the Uygur ethnic minority were among the protesting crowds.     Wang Lequan, secretary of Xinjiang Uygur Autonomous Regional Committee of the Communist Party of China (CPC), and Li Zhi, secretary of the CPC Urumqi City Committee, called on the crowds, on two separate occasions, to stay calm and show restraint.     Wang and five representatives of the public held talks in the office building of the regional committee during the afternoon, but no details were available.     Stabbing attacks occurred during the protests and an attacker was caught at the scene. The police stopped the crowd who were about to beat her.     Police said that attacks with syringes against innocent people have been carried out in Urumqi since Aug. 17. The regional health department said 476 people have sought treatment for stabbing, of whom 89 were showing obvious signs of needle sites.     As of Wednesday, there had been no deaths reported and no symptoms have been found of infectious disease viruses or toxic chemicals.     Parents are worried about the safety of their children as the Fall semester has started.     Zhu Hailun, head of the political and legal affairs commission of the CPC committee in Xinjiang, said members of nine ethnic groups including Han, Uygur, Hui, Kazak and Mongolian had reported stabbing incidents to the police in recent days.     Local police had seized 21 suspects, of whom six are in police custody and four arrested for criminal prosecution, said the regional information office in a mobile phone text messages to the public on Thursday.     It also said that the court would hand down severe punishments to those found guilty according to the law.     The attacks came less than two months after the July 5 Urumqi riot when 197 people, mostly from the Han ethnic group, were killed, and 1,600 others injured.     Authorities have issued arrest warrants to 196 suspects and prosecuted 51 for involvement in the riot, the regional government information office said in a statement Thursday. The police have further requested the procuratorate to approve the arrest of another 239 suspects thought to be involved in 140 crimes. Another 825 are being held in criminal detention, the regional information office said.

BEIJING, June 29 -- Chinese listed banks, which have lent record high amounts in the first half, are likely to report lower profit growth in the period due to narrowing interest spreads and higher provisioning requirements, industry analysts said.     "We are expecting a 7 to 8 percent year-on-year profit fall among the 14 listed banks in the first half-year," said Wang Liwen, banking analyst with Shanghai-based Guotai Junan Securities Co, citing stretched interest spreads as the major reason.     In 2008, the net interest rate spread for banks ranged from 2.45 percentage points to 3.62 percentage points, with the average figure hovering around 3 percentage points. This year, as the government cut interest rates several times to spur economic growth amid the global financial crisis, the net interest rate spread is expected to be lower, at around 2.36 percentage points. Clients walk into the Suzhou branch of Bank of Ningbo in Suzhou, east China's Jiangsu Province, March 27, 2009.The bank, the first listed lender to file a mid-term report, said its first-half profits would drop nearly 5 percent from a year earlier    "A drop of 0.7 percentage points in the average net interest rate spread could mean some 7-billion-yuan decrease in the interest yield for each trillion yuan of new loans," said Wang.     Chinese banks extended a record 7.37 trillion yuan of new loans in the first half, triple the amount offered in the same period a year earlier and 47 percent more than the government's full-year target, after lending restrictions were eased in November to stem an economic slowdown.     However, most securities firms' reports said the country's 14 listed banks might post an average profit decrease ranging from 6 percent to 10 percent year-on-year in the first six months.     According to Wind Info, a financial data provider, the 14 listed banks reported a net profit of 232.7 billion yuan in the first half of 2008, an increase of 73 percent year-on-year. But this year, the net profit could probably stand at 210 billion yuan, down 10 percent on a yearly basis.     Bank of Ningbo, for instance, on July 14 announced no more than a 5-percent decease in net profit in its pre-released semi-annual report to the Shenzhen bourse. It is the first Chinese listed bank to report a profit fall in the first half.     Wang Yifeng, an analyst at TX Investment Consulting, said the improved provision coverage ratio requirement might also cripple profits at listed banks.     To prevent potential risks arising from the lending spree, China Banking Regulatory Commission raised the minimum provision coverage ratio requirement to 150 percent from 130 percent earlier this year.     "The increase will mainly eat into the profits of several large State-controlled banks as they are still not up to the new requirements," said Wang.     But as the squeezed spreads bottom out in the second half, most analysts said listed banks would still post positive growth for the whole year.     "Thanks to the widened interest rate spreads and lower loan cost in the following months, we are expecting a 10-percent growth in profits overall this year," said Liu Yinghua, an analyst with Shenzhen-based Ping An Securities.

BEIJING, Aug. 29 (Xinhua) -- Industrial enterprises in 22 Chinese provinces, regions and municipalities generated 1.11 trillion yuan (163 billion U.S. dollars) of profit in the first seven months, down 17.3 percent from the same period last year, according to the latest official figures.     The decline is 3.8 percentage points lower than that in the first six months, the National Bureau of Statistics (NBS) said in a statement Friday.     The revenues gathered by the industrial companies' core businesses reached 21.4 trillion yuan in the first seven months, up 0.9 percent from last year. The growth rate is 0.5 percentage points higher than that in the first six months.     Of the 39 industrial sectors, 14 achieved a rebound in profit growth, nine recorded a slow-down in profit declines and four turned slumping profit to rebounding profit.     The 22 regions refer to China's provinces, regions and municipalities minus Beijing, Inner Mongolia Autonomous Region, Hunan, Guangdong, Anhui, Hainan, Chongqing, Yunnan and Tibet Autonomous Region.     The NBS used to publicize national industrial profit every two months, but began to issue the information monthly to improve monitoring frequency on economy this year. Only 22 provinces, regions or municipalities now provide monthly industrial profit data.

HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. Chinese Vice Premier Li Keqiang (C) addresses a meeting on the rebuiding of cities and hut zones, in Harbin, capital of northeast China's Heilongjiang ProvinceChina is aiming to offer proper housing for 7.5 million low-income urban households and 2.4 million households living in shanty towns of coal mines, reclamation areas, and forest zones in three years, Premier Wen Jiabao said in March.     There are another 1.14 million living in shabby apartments at compounds of state-owned mining enterprises, which are not included in the planning of cities, according to the conference.     Li urged to integrate the rebuilding of such shanty towns with the low-income housing project, initiated by the Chinese government to build affordable houses for low-income urban residents.     He also asked planners to build homes at different price levels in a region so as to avoid the concentration of poor population in a certain neighborhood.     Li stressed that the government should dominate the project of rehousing low-income workers, but it could invite funding from outside the government.     He said the government should secure land supplies for such projects and materialize tax supports.     The central government pledged to allocate 49.3 billion yuan (7.25 billion U.S. dollars) from the central budget to finance such housing projects in 2009 alone.

NANJING, Aug. 15 (Xinhua) -- An antiwar cartoon exhibition displaying works by 110 Japanese artists opened in the eastern Chinese city of Nanjing Saturday to mark the 64th anniversary of Japan's surrender in World War II.     The exhibition, jointly organized by the Memorial Hall of the Victims of the Nanjing Massacre and the Japanese non-governmental association of "My Aug. 15," will last three moths.     About 160 cartoon works will be displayed, the first time the exhibition is held outside Japan, the organizers said.     Most of the authors of the cartoons were born before Aug. 15, 1945 and had deep memories about the war. In addition, many of them lived in different parts of China with their parents at that time and learned of the news of Japan's surrender in China. Many years later, they produced a group of works with the theme of "My Aug. 15," conveying their condemnation about the war atrocities and reflection on the militaristic brutality.     The exhibition was divided into four parts according to the authors' ages when Japan surrendered, "above 16," "8-15," "5-7" and "below four."     Nine prestigious Japanese cartoonists, along with about 100 people from several Japanese NGOs, attended the opening ceremony of the exhibition Saturday.     "It tells a true story," said 70-year-old artist Kenji Morita, pointing to his own work "Thanks to Adoptive Chinese Parents."     "Although Japan was an invader, many Chinese parents still helped raise Japanese children orphaned by the war," he said.     Leading Japanese manga artist Tetsuya Chiba also recalled the war past he experienced in China.     "I was in Shenyang (capital of northeast China's Liaoning Province) the day when Japan's surrender in World War II was announced by the late Emperor Hirohito over radio. I was only six then, and I couldn't really understand what happened," Chiba told Xinhua.     "I didn't manage to return to Japan immediately, so I spent a very hard year in China after Japan's surrender. But I met a very nice Chinese couple, they gave me food even when they didn't have enough to eat. When we separated, they gave me a blanket. I kept the blanket for years until I met their offspring," he said.     "Aug. 15 is a meaningful day for both China and Japan, whether to mark the victory or to introspect the war. The day reminds us to be against wars," he added.
