The police stopped the crowd who were about to beat her.     Police said that attacks with syringes against innocent people have been carried out in Urumqi since Aug. 17. The regional health department said 476 people have sought treatment for stabbing, of whom 89 were showing obvious signs of needle sites.     As of Wednesday, there had been no deaths reported and no symptoms have been found of infectious disease viruses or toxic chemicals.     Parents are worried about the safety of their children as the Fall semester has started.     Zhu Hailun, head of the political and legal affairs commission of the CPC committee in Xinjiang, said members of nine ethnic groups including Han, Uygur, Hui, Kazak and Mongolian had reported stabbing incidents to the police in recent days.     Local police had seized 21 suspects, of whom six are in police custody and four arrested for criminal prosecution, said the regional information office in a mobile phone text messages to the public on Thursday.     It also said that the court would hand down severe punishments to those found guilty according to the law.     The attacks came less than two months after the July 5 Urumqi riot when 197 people, mostly from the Han ethnic group, were killed, and 1,600 others injured.     Authorities have issued arrest warrants to 196 suspects and prosecuted 51 for involvement in the riot, the regional government information office said in a statement Thursday. The police have further requested the procuratorate to approve the arrest of another 239 suspects thought to be involved in 140 crimes. Another 825 are being held in criminal detention, the regional information office said.

CHANGCHUN, Sept. 8 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged more efforts to ensure grain production and improve rural livelihoods to ensure fast and steady rural development.     Hui made the remark at an agricultural products fair in Changchun, capital of the northeastern Jilin Province on Tuesday, saying the government will continue to see maintaining a fast and steady rural economic development as a top task.     He called for promotion of agricultural technology and products to increase the competitiveness of China's agricultural enterprises and their products in the global market.     "The overall situation about the country's agriculture and rural development is good, and China has seen a summer grain output growth for six straight years this year", he said.     He also urged more efforts to fight drought in parts of China and "try every means" to ensure harvest this fall and a continuous rise in farmers' income.     As of Sept. 8, a severe drought has affected 19.72 million mu (1.31 million hectares) of crops in seven provinces of Hunan, Guizhou, Jiangxi, Hubei, Guangdong, Guangxi Zhuang Autonomous Region and Chongqing, according to data from the Office of State Flood Control and Drought Relief Headquarters.     About 2.75 million people and about 1.20 million livestock had difficulties getting adequate water supply.

The price cut was in response to recent falls in global crude prices, which had dropped to 63.97 U.S. dollars per barrel from 67.8 U.S. dollars on June 30, according to the statement.     Global crude prices, despite recent rebounds, experienced consecutive falls in the first half of this month, said the statement.     The NDRC is basing its adjustment of domestic fuel prices on three kinds of global crude prices, but the commission did not reveal the structure of the three prices.     On Monday, light, sweet crude for September delivery rose 33 cents to settle at 68.38 U.S. dollars a barrel on the New York Mercantile Exchange. London Brent for September delivery rose 50 cents to 70.82 dollars a barrel on the ICE Futures exchange.     It is the sixth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     The Chinese government has lowered retail fuel prices in December, before the new mechanism became effective, and again in January. It also raised prices once in March and twice last month.     Under the pricing mechanism, the NDRC would consider changing benchmark retail prices of oil products when the international crude price rises or falls by a daily average of 4 percent over 20 days.     The two price rises last month were slight, said the statement, in an effort to quell doubts over frequent price hikes.     The country's latest fuel price hike on Jan. 30 sparked widespread debate as consumers grumbled that the record domestic prices were even higher than in the United States.     However, according to the NDRC statement, post-rise prices on June 30 translated into about 60 U.S. dollars per barrel, which was 7.8 U.S. dollars lower than the international price that day.     On June 1, post-rise prices were equal to about 50 U.S. dollars a barrel, 7.6 U.S. dollars lower than the global crude price.     The NDRC raised pump prices of gasoline and diesel by 400 yuan per ton, or 7 percent and 8 percent, respectively, from June 1, and again by 600 yuan per tonne, or 9 and 10 percent, respectively, from June 30.     Such controlled rises were meant to ease the burden of downstream industries so as to help fuel a recovery in the economy, and also to cushion the negative effect of irrational rises in global crude prices, such as raises in investment of speculative capital, according to the statement.     The commission would continue to adjust domestic fuel prices "at an appropriate time", and take into account of changes in global crude prices, domestic economic situation, and demand and supply on the domestic market, said the statement. 

URUMQI, Aug. 10 (Xinhua) -- Diplomatic envoys from 26 countries and regions in China began a five-day visit to northwestern Xinjiang Uygur Autonomous Region Monday, about a month after the deadly riot in the regional capital of Urumqi.     At the invitation of the autonomous regional government, they are expected to -- through the visit -- acquire a better understanding of Xinjiang's development over the past several decades in various respects, including its politics, economy, ethnic and religious policies, preservation of cultural relics and the livelihood of local residents. URUMQI, Aug. 13 (Xinhua) -- A delegation of foreign diplomats in China on Thursday visited Shihezi city in northwest China' s Xinjiang Uygur Autonomous Region, voicing their appreciation to the development model of the city.     Shihezi city, some 150 km northwest of Urumqi, is a young city which was established in the 1950s in the gobi of Xinjiang. With the development of some 60 years, the city has become one of the most developed cities in the autonomous region.     In the early phase of the city' s development, Shihezi focused on reclaiming land in the desert for agriculture. Meanwhile, the city began to establish its industry system and high-tech in recent years in order to reach a comprehensive development. BEIJING, July 22 (Xinhua) -- China's top three telecommunication operators, China Telecom, China Mobile and China Unicom, invested 80 billion yuan to boost the third-generation (3G) network so far this year, the Ministry of Industry and Information Technology said Wednesday.     China Mobile, the leading mobile network operator, has opened 3G service in 38 companies based on the domestically-developed TD-SCDMA 3G standard, and is expected to expand the service to 238cities by the end of this year.     China Telecom has also offered 3G service using the U.S.-developed CDMA2000 standard in 342 cities, while China Unicom has expanded its network based on Europe's WCDMA standards to 100 cities.     The top three operators have started trial 3G operation, which allows mobile phone users to download data faster, make video calls and watch TV shows.     The ministry expected the three operators would invest 170 billion yuan (24.87 billion U.S dollars) in 3G network construction this year.     China's top three telecommunication operators are expected to invest 280 billion yuan in 3G products and network construction from 2009 to 2010, said Lu Xiangdong, Vice President of China Mobile Communications Corporation here Wednesday.     It is estimated that the growth of China's multimedia industry, e-commerce and cultural creative industries stimulated by the 3G technology will generate at least 2 to 3 trillion yuan of social investment, Lu said in addressing 2009 China-UK Internet Roundtable Conference Wednesday.     According to China Internet Network Information Center, the country's Internet users reached 338 million by the first half of this year. URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard."     According to the White Paper "China's National Defense in 2008"released on Jan. 20 this year, China noted that its nuclear missiles of the Second Artillery Force "are not aimed at any country in peacetime."     China has been reporting on its national defense policy in a white paper every two years since 1998, introducing its national defense policy, the structure and development of the forces, the budgets and use of defense expenditure.     Chinese leaders have made repeated commitments to world peace and development since the nation's founding in 1949.     "For now and in the future, China would never seek hegemony, nor would we turn to military expansion or arms race with other countries," Chinese President Hu Jintao told heads of 29 foreign navy delegations attending the PLA Navy celebration in Qingdao on April 23, 2009.     "China will unswervingly stick to the road of peaceful development, which demands China to adhere to the defensive national defense policy," Hu said.     During the process of reform and opening up, the Chinese army takes it as the fundamental purpose to safeguard world peace, development and stability, as well as national sovereignty, security and development.     Wang Xinjun, a research fellow of warring theory and strategy at the PLA Military Science Academy, said defensive armaments were the majority of the PLA ammunitions as offensive weapons account for a very small proportion of its depot.     "This is the most distinctive aspect that makes PLA different from the troops in other countries," Wang said. "The core of Chinese military strategy lies in defensiveness rather than offensiveness."     Preparing to disclose many of its latest national defense strength in the parade, China holds on to its goal of a peaceful development.     "What poses threat to another country is not one country's military strength, but the policy it follows," said Major General Gao Jianguo, spokesman for the joint headquarters for the parade in Beijing.     "China unswervingly persists in taking a road of peaceful development, striving for a harmonious world that highlights global peace and common prosperity," Gao said. "Our military ties with foreign countries are based on equality, mutual trust and cooperation."     Through non-alignment, non-confrontation and non-targeting at any third party, China has established military ties with more than 150 countries and set up military attaché offices in 109 countries. Meanwhile, 101 countries have set up military attaché offices in China.     Among the permanent members of the United Nations Security Council, China currently sends the most peacekeepers. More than 13,000 Chinese peacekeepers have carried out 18 UN peacekeeping operations since China's first dispatch of military observers to such operations in 1990.     Since the end of last year, the Chinese navy has carried out escort missions in the waters of the Gulf of Aden off Somali and has escorted more than 800 ships.

To cater to this group of picky consumers, bakeries, have in recent years introduced diversified-flavor, and usually expensive, moon cakes.     "Actually few young people like moon cakes, but, anyhow, we have to have some as it is a day for that," said Zhang Chao, a young man in Hohhot, capital of northern Inner Mongolia Autonomous Region. He was buying moon cakes at a supermarket.     "So, I prefer small moon cakes. Larger ones or those with delicate packing are too much for me," says Zhang.     For some, they would rather give uneatable "cakes" to their friends.     E-moon cakes are becoming popular among Chinese Internet users.     "Such a moon cake carries as much affection as the traditional edible cakes to my friends, as I have made it with my own hand," said Wang Yue, a student at Shandong University in east China's Jinan City.     An e-moon cake also requires a process of stuffing, baking and packing, but those are done with clicks of the mouse.     There are still people, however, who keep their faith to the traditional flavor of the festival food.     Every day since mid September, Li Shifu has been seeing long queues in front of his bakery in Hohhot.     People queued to wait for Li's moon cakes, which they said were simple but delicious.     Li, his wife and three employees have been busy making moon cakes for more than half a month, and sometimes they can not rest until midnight.
