CAIRO, Nov. 6 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday, starting a two-day official visit to Egypt preceding a top-level review of action to build China-Africa cooperation.     Egyptian Prime Minister Ahmed Nazef received Wen at the airport.     During his visit, Wen is scheduled to meet with Egyptian President Hosni Mubarak and hold talks with Nazef. He will also meet with Arab League chief Amr Mussa, and deliver a speech at the Arab League headquarters in Cairo.     This is Wen's second official visit to Egypt. The first was in 2006, which marked the 50th anniversary of establishing diplomaticties between China and Egypt. BEIJING, Dec. 27 (Xinhua) -- Premier Wen Jiabao Sunday urged the Chinese people remain aware of possible hardships and crises in the upcoming year and to work hard for a more promising future.     Wen told Xinhua in an exclusive interview that the way ahead for the Chinese people would be "a bumpy road," but the nation had made transparent achievements in tackling the global economic downturn.     "The Chinese people have gone through so many disasters. And one eminent tradition of our nationality is to be independent and indomitable without fear," he said. BEIJING, Dec. 30 (Xinhua) -- World media reports have praised China's efforts in promoting international cooperation to combat climate change and its contribution to a substantive result at the U.N. Climate Change Conference in Copenhagen.     The per capita carbon emission in China is far lower than that in Western countries, the state media from different countries, including India, Pakistan, Indonesia, Central Africa Republic and Malawi, said recently.     Acknowledging that China was facing a heavy task of development, they said that China's demand for due right to development was justifiable and reasonable.     Alongside economic development, China has increased spending on combating climate change, greatly encouraged science and technology, and become a world leader in the use of green energy, they said.     During the Copenhagen Conference, China made all efforts to communicate and negotiate with other countries. It especially brought together developing nations to jointly safeguard their common interests and made a remarkable contribution to a substantive result of the conference, they said.     Meanwhile, media in small island states, including Antigua and Barbuda, Fiji and Papua New Guinea, also spoke highly of China's responsible attitude and forceful measures on tackling climate change, saying China's effort could match that of any developed countries.     They said that some countries' criticism of China on the issue was groundless and irresponsible.     The words were echoed by France's Le Figaro magazine, which said in an editorial that the environment issue cannot be solved without considering the people's interests and national development.     Being a leader in such technologies as wind power, solar energy and carbon capture, China has also spared no efforts in developing nuclear energy, the magazine said.     Le Figaro in an article titled "In Defense of China," called on the international community to learn more about China.     The article said that China's development has contributed to all mankind because it lifted a great number of Chinese people out of poverty and also benefited neighboring countries and the global economy.     It is groundless to say that China did nothing to improve the environment, the article said, citing China's achievements in developing solar energy and a forestation.     The world should be confident in China's ability to combat climate change, it added.

BEIJING, Nov. 8 (Xinhua) -- The output value of China's energy saving and environmental protection industry would hit 2.8 trillion yuan (412 billion U.S. dollars) by 2012, said Xie Zhenhua, deputy director of the National Development and Reform Commission on Sunday.     Those sectors have become a new economic growth point and have bright prospects in China, Xie said at the fourth China-Japan Energy-saving and Environment Protection Forum which began Sunday.     He said the government will beef up investment in the construction of resource recycling projects, which will directly boost the industry development.     He noted the government will further reform the pricing system of the resource products.     Enterprises should also enhance innovation to break technological bottleneck notably in the development of clean coal transfer technology and pollutants treatment facilities.     China has been pushing for a national energy saving campaign to address the worsening conflicts between economic growth and environmental deterioration.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama on Monday called on the Chinese and U.S. governments to strengthen cooperation in dealing with such global challenges as climate change.     "There are very few global challenges that can be solved unless China and the United States agree," he stressed while answering a question at a town hall with Chinese students in Shanghai, the first stop of his four-day China tour.     As the world's two largest greenhouse gas emitters, the United States and China should assume the responsibility to curb greenhouse gas emissions, he said.     "Unless both of our countries are willing to take critical steps in dealing with this issue, we will not be able to resolve it," Obama said.     The president called on world leaders to strike a deal at the December Copenhagen conference during which they would make differentiated commitments to reducing greenhouse gas emissions.     China should not take the same obligations as the United States since it has a much larger population living in poverty, he said.     Climate change is expected to be one of the main topics at the upcoming meeting between Obama and Chinese President Hu Jintao.     President Hu promised at a September UN climate summit in New York that China would cut carbon dioxide emissions per unit of gross domestic product by "a notable margin" by 2020 from the 2005level.     Obama has said he wants to cut U.S. emissions back to 1990 levels by 2020 and 80 percent further by 2050, but the U.S. Congress was unlikely to complete climate legislation by the time of Copenhagen, due to great political challenges in the midst of a recession with high unemployment and other domestic priorities.     According to U.S. top negotiator Jonathan Pershing, it would be difficult for the U.S. to pledge an emissions target without legislation by Congress, therefore a new pact to combat global warming is a forlorn hope for Copenhagen.     The Dec. 7-18 Copenhagen meeting, which is expected to bring together leaders from 190 countries, aims to renew greenhouse gas emissions reduction targets set by the Kyoto Protocol, due to expire in 2012.

The program has so far sent about 350 Japanese lawmakers and more than 2,000 representatives from various circles to visit China.

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that the Copenhagen climate talks have reached the decisive moment and all parties should focus on consensus in a future-oriented manner and seek common grounds while shelving differences so as to bring hope to the world people.     Wen made the remarks when he met British Prime Minister Gordon Brown, German Chancellor Angela Merkel and Japanese Prime Minister Yukio Hatoyama on the sidelines of the UN-led talks being held here.     Wen said many developed countries have tabled quantified emission reduction targets while some developing countries have also set up voluntary goals in curbing emissions, which represents new progress in international cooperation in tackling climate change. BEIJING, Dec. 6 (Xinhua) -- China will, without any doubt, be able to achieve the 8 percent growth in gross domestic product (GDP) this year, a senior Chinese economist said Sunday.     Yao Jingyuan, chief economist with the National Bureau of Statistics, made the remarks at a fortune forum in Beijing.     However he warned that the Chinese economy will still face two major problems next year: slumping overseas market demand and weak driving force on domestic market.     Chinese economy rose 7.7 percent in the first three quarters, driven mainly by investment and consumption, but brought down by exports, Yao said.     He stressed more efforts should be made on structural adjustment to shift dependence on the industrial growth to the comprehensive development of the agricultural, industrial and service sectors.     Yao highlighted the importance to raise people's incomes, add investment on livelihood projects and give full play to the role of consumption to boost economy.     Meanwhile, China should turn its economic growth dependence from resources-intensive consumption to technology renovation, Yao said.
