About 4,000 electricians were on stand-by to fix power facilities if affected by the rainstorms.     Storms were expected to hit quake-battered Sichuan Province on Friday night and Saturday morning, according to the provincial meteorological bureau.     Relevant departments were warned of mud-and-rock flows and landslides that could be triggered by strong rains.

CHENGDU, June 15 (Xinhua) -- President Hu Jintao on Saturday ordered that the title of "heroic quake-relief force" be given to a helicopter regiment that showed loyalty and courage in rescue work following last month's major quake in southwest China. The command by Hu, also Chairman of the Central Military Commission of the People's Republic of China, was announced at an award meeting here on Sunday.     The regiment of army aviation under the Chengdu Military Command did an excellent job in quake-relief missions and showed great loyalty, courage and dedication, the command said. A Mi-171 transport helicopter engaging in quake relief work near the Yingxiu Township, Wenchuan County in southwest China's Sichuan Province crashed on Saturday afternoon, according to military sources    All Chinese military members should learn from the regiment, which put people's lives first, it said.     The regiment has dispatched 1,848 helicopter flights for rescue and transport missions since the quake on May 12 and evacuated 1,126 injured people from the region.     More than 619 tons of food, water and medicines have been delivered and 2,171 people stranded by the quake were transferred by the regiment.     One of the regiment's helicopters crashed in a deep forest ravine in Sichuan Province during a rescue mission on May 31, leaving all five crew and 13 passengers dead.     The honor awarded to the regiment was the top honor of all the regiment members and all military members who participated in quake-relief missions, Xu Caihou, Vice Chairman of the Central Military Commission, said at the meeting.

BEIJING, April 27 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday urged Hainan Province, China's largest special economic zone (SEZ), to further carry out reform and opening up as it embraces its 20th anniversary.     The province should "beef up reforms and make efforts to achieve breakthroughs in key fields", said Li during his inspection tour to the island province from Thursday to Sunday.     He suggested that the province should build itself into a shipping hub and center of logistics and export-oriented processing facing southeast Asia. XIAMEN, Sept. 7 (Xinhua) -- China's southwestern province of Sichuan needs 1.67 trillion yuan (about 245.6 billion U.S. dollars) for reconstruction after the devastating earthquake on May 12, Huang Xiaoxiang, the province's vice governor, said on Sunday.     "Sichuan is still in need of a large amount of fund despite the efforts of the central government, local governments and other social sectors," Huang told a conference held in Xiamen City, in eastern Fujian Province.     The total funds, including those the central and other provincial governments raised, overseas donations, and lottery earnings, accounted for less than 25 percent of what the reconstruction work demanded. Quake-sufferers carry the re-found living necessities from the shattered houses at the quake-hit area of Huili County, southwest China's Sichuan Province Sept. 3, 2008    Huang said the province would rebuild 4.5 million urban and rural homes, 51,000 km of highways, 5,500 km of railways, 11,700 schools and 9,700 medical institutions.     Apart from that, 2,000 reservoirs, 810 power stations and more than 100,000 hectares of farmland needed to be restored.     The reconstruction work was expected to consume 37 million tonnes of steel, 370 million tonnes of cement, 210 billion bricks and 20 million cubic meters of timer.
