More special education and cultural facilities.     -- Environment: Improving environmental protection by enhancing the construction of sewage and rubbish treatment facilities and preventing water pollution in key areas. Accelerating green belt and natural forest planting programs. Increasing support for energy conservation and pollution-control projects.     -- Industry: Enhancing innovation and industrial restructuring and supporting the development of the high-tech and service industries.     -- Disaster rebuilding: Speeding reconstruction in the areas hit by the May 12 earthquake.     -- Incomes: Raising average incomes in rural and urban areas. Raising next year's minimum grain purchase and farm subsidies. Increasing subsidies for low-income urban residents. Increasing pension funds for enterprise employees and allowances for those receiving special services.     -- Taxes: Extending reforms in value-added tax rules to all industries, which could cut the tax corporate burden by 120 billion yuan (about 17.6 billion U.S. dollars). Technological upgrading will be encouraged.     -- Finance: Enhancing financial support to maintain economic growth. Removing loan quotas on commercial lenders. Appropriately increasing bank credit for priority projects, rural areas, smaller enterprises, technical innovation and industrial rationalization through mergers and acquisitions.     These 10 moves are expected to have positive effects on cement, iron and steel producers amid a boom in infrastructure investment. Commercial lenders will benefit as loan ceilings are abolished, and medium-sized and small companies are likely to benefit from preferential policies.

BEIJING, Jan. 25 (Xinhua) -- In December 2008, China's light industry enjoyed an output growth of 8.1 percent year-on-year, which sharply outpaced the 4.7 percent growth of heavy industry.     The latest statistics from the National Bureau of Statistics show that the output of state-owned enterprises suffered a decline. In December, state-owned and state-controlled enterprises witnessed an output drop of 0.6 percent, while that of private enterprises went up 16.3 percent, overseas-funded enterprises was up 0.3 percent.     According to the statistics, in December the country produced 219.9 million tonnes of coal, down 1.3 percent year-on-year; the output of crude oil was 15.7 million tonnes, up 0.4 percent; crude steel fell 10.5 percent to 37.79 million tonnes; and motor vehicles dropped 18.9 percent to 685,700 sets.     In December, China's industrial output grew 5.7 percent, or 0.3percentage points faster than the previous month.

BEIJING, Jan. 28 (Xinhua) -- China's railways carried 75.05 million passengers between Jan. 11-27, or in the first 17 days of the 40-day Spring Festival travel rush.     The figure represents a 17 percent increase from a year earlier, the Ministry of Railways (MOR) said Wednesday.     The ministry has ordered to add more transport capacity to provinces and municipalities including Sichuan, Chongqing, and Jiangxi to brace for the post-holiday traffic rush. The regions are homes to the largest number of migrant rural workers.     Hundreds of millions of Chinese went home for family gatherings in the lunar new year holiday, the most important traditional one in China, creating the world's largest population migration.     In addition, 114.7 million passengers have traveled by road between Jan. 25-28, up 5.4 percent from the same period last year. Short trips account for 80 percent of the total in the first four days of the seven-day Spring Festival holiday.

BEIJING, Nov. 2 (Xinhua) -- China's economy is in good shape despite the changing economic environment, and it will maintain stable and relatively fast growth, National Bureau of Statistics (NBS) chief Ma Jiantang told Xinhua on Sunday.     "The fundamentals of China's economy remain unchanged despite the changing world economic environment," the new NBS director said. "We should be confident about the country's economic outlook."     The world's fastest economic growth rate, successful commodity price controls, increasing foreign exchange reserves and good employment rates were the factors to support the economic fundamentals, said Ma.     The consumer price index (CPI), the main gauge of inflation, eased to 4.6 percent in September from the same period last year. It hit a 12-year high of 8.7 percent in February.     The country's gross domestic product (GDP) grew by 9.9 percent in the first three quarters, 2.3 percentage points down from the same period last year.     The slowdown was a result of combined effects, including the global financial crisis, the world economic downturn and severe domestic natural disasters, Ma said.     However, he said, "We should be confident about the country's economic outlook." The country had rich resource reserves, great market potential, vigorous enterprises and the government had strong macro-control abilities.     The government had made a series of macro-economic policy adjustments against the changing economic environment, which would guarantee a steady and sound economic development, he said.

MACAO, Jan. 10 (Xinhua) -- Chinese Vice President Xi Jinping Saturday said here that Macao Special Administrative Region (SAR) should promote its long-term economic diversification.     Xi, who paid the first official visit to Macao since assuming the office of Chinese Vice President in March 2008, made the remark when meeting with the SAR's Chief Executive Ho Hau Wah and 113 representatives from all walks of the local society in the Macao East Asian Games Dome. BEIJING, Jan. 25 (Xinhua) -- Two TV rivals should have locked horns on Lunar New Year's Eve, but the alternative to the traditional China Central Television (CCTV) New Year gala, the "Shanzhai" show was just not available for most people in China.     Lao Meng, a Beijing-based wedding photographer who initiated a homemade gala focusing on performances by ordinary people, made the "Shanzhai" show - an "alternative" pastiche of CCTV's traditional gala. He called it "a real show by and for ordinary people."     The "Shanzhai" show which had claimed to be for college students and migrant workers who could not return home for the holiday, turned out to be only available on the Macao Asia Satellite TV (MASTV) and its website.     Most families in the country cannot get satellite TV channels, and the MASTV website page could not be opened from 8 p.m. to 11 p.m., when the show was on.     Lao Meng told Xinhua he did not know why, "maybe too many people were logging on to the website."     Lao Meng also said the show on MASTV was actually a recorded broadcast.     Unlike all CCTV gala's performers who performed live, Lao Meng and his performers were having a party to celebrate their "Shanzhai" gala in an indoor hall in Beijing on New Year's Eve.     Chen Jun, a magazine editor in Shanghai, said he was disappointed to not have access to the "Shanzhai" show.     "It was much all mouth and no trousers. I think it has let many people down," Chen said.     The "Shanzhai" gala had won wide support on the Internet and much media attention from home and abroad, as it claimed to make a show for common people and to challenge CCTV's gala.

Luo says overseas order fell by 10 percent from June to October, normally the peak time for Christmas orders.

BEIJING, Jan. 26 (Xinhua) -- China is to promote the use of energy-efficient and new-energy vehicles in public sector in 13 cities, the Ministry of Finance (MOF) said here Monday.     According to a joint statement by the MOF and the Ministry of Science and Technology, the central government will offer one-off subsidy for the purchase of mixed-power, electric and fuel-cell vehicles.     The statement said the subsidy will be decided by the gap between the prices of energy-efficient vehicles and automobiles powered by traditional fuel.     The program will be put into trial in public transport, taxi industry, postal and urban sanitary services in 13 cities including Beijing and Shanghai.     The program is aimed at facilitating the technology upgrading and structural optimization of the automobile industry, said the statement.     Local governments should also allocate funds for the building and maintenance of related facilities, said the statement.

BEIJING, Jan. 16 (Xinhua) -- China's State Council, or Cabinet, appointed Friday nine new counselors and six new members of the Central Research Institute of Culture and History.     Premier Wen Jiabao conferred the appointments, saying this year was the 60th founding anniversary of the counselors' department and the 58th for the institute, both founded on proposals by then leaders Mao Zedong and Zhou Enlai.     The two institutions were a major part of the Communist Party of China's United Front work, established to unite all forces in the development the nation, as well as a component of the government work.     Wen asked the counselors and researchers to advise the government by collecting public opinions and grassroots information, play a supervisory role, and helping boost the country's cultural sector.     The global financial crisis had brought a new opportunity for cultural development as the confidence for dealing with the crisis relied on cultural heritage and scientific spirits, he said.
