ASHGABAT, Dec. 13 (Xinhua) -- Chinese President Hu Jintao met here on Sunday with Uzbek President Islam Karimov to exchange views on bilateral relations and other issues of common concern, and both leaders agreed to push forward bilateral ties. Hu is in Ashgabat, capital of Turkmenistan, for a working visit at the invitation of Turkmen President Gurbanguly Berdymukhamedov.     As guests of Berdymukhamedov, Hu, Karimov and Kazakh President Nursultan Nazarbayev will attend a ceremony to inaugurate the China-Central Asia natural gas pipeline on Monday. Visiting Chinese President Hu Jintao (R) meets with Uzbek President Islam Karimov in Ashgabat, capital of Turkmenistan, on Dec. 13, 2009    In the meeting with his Uzbek counterpart, Hu said the relationship between China and Uzbekistan has been developing consistently and stably in an all-round manner. High-level contacts are frequent, political trust has been intensified and cooperative projects in many fields have yielded remarkable results.     Both nations have been mutually supportive on issues concerning each other's core interests, and both have sustained communication and collaboration in international and regional affairs, Hu said.     China has always attached great importance to developing its ties with Uzbekistan, which is seen as an important partner in central Asia, Hu said, and it is China's firm policy to safeguard and develop its relations with Uzbekistan.     China is willing to work with Uzbekistan to further high-level exchanges, deepen practical cooperation, and ensure the sound and stable development of the friendly cooperative partnership, Hu said.     On the gas transportation project, Hu said the Chinese side is ready to work together with Uzbekistan and to ensure a safe and smooth operation of the pipeline, and implement the agreements concerning the expansion of bilateral cooperation in gas and petrol fields.     The 1,833-km China-Central Asia gas pipeline starts from the border between Turkmenistan and Uzbekistan, and runs through Uzbekistan and Kazakhstan before reaching northwest China's Xinjiang region. Visiting Chinese President Hu Jintao meets with Uzbek President Islam Karimov in Ashgabat, capital of Turkmenistan, on Dec. 13, 2009Hu also proposed that the two countries deepen cooperation in developing mineral resources and carry out the relevant documents signed by the two parties. The long-term, stable, practical and mutually beneficial trade relations shall be consolidated, he said.     The Chinese leader said the role of the intergovernmental economic and trade cooperation commission shall be brought into full play and agreements reached at the eighth meeting of the Sino-Uzbekistan joint economic and trade commission shall also be substantiated.     Hu pointed out that cooperation should be promoted particularly in the fields of economy and trade, transportation, telecommunication, light industry and agriculture.     In terms of security, Hu said the Central-Asian region is confronted with grave security challenges. It is a common responsibility of all countries concerned, including China and Uzbekistan, to combat the "three forces" that engage in terrorism, separatism and extremism, and to safeguard the security and stability of the area, he said.     China is willing to consolidate contacts and cooperation with Uzbek law enforcement authorities and security departments to safeguard the national and regional stability, he said.     With the efforts of its member states, the Shanghai Cooperation Organization (SCO) has been striving to offset the negative impacts brought by changes in international and regional affairs. The entity has exerted an important role in promoting the stability of the Central Asian region and safeguarding the common interests of the member states, Hu said.     As the rotating chair state of the SCO, Uzbekistan has actively coordinated the body's development and made a series of significant proposals, Hu said, and such efforts were highly valued and readily bolstered by the Chinese side. China is also obliged and ready to assist Uzbekistan in the hosting of the SCO summit next year, Hu said.     Karimov, on his part, said the development of bilateral relations is not only conducive to the two countries, but is also of great significance to maintaining peace and stability in the Central Asian region.     He said China is a most reliable and trust-worthy friend of Uzbekistan. Since the heads of state of the two countries met in Yekaterinburg in Russia earlier this year, bilateral practical cooperation have made substantial progress and entered a new era of development, and bilateral trade has grown rapidly, with a broad prospect of cooperation in the areas of natural gas, mining and cotton.     Karimov said, in response to the worsening of the international financial crisis, the Chinese government has adopted a series of effective measures to resolve the difficulties faced by China's economy and played an important role in promoting the growth of the world economy.     He said, against the backdrop of profound and complicated changes in today's world, Uzbekistan is ready to strengthen cooperation with China in various fields. He emphasized that Uzbekistan will adhere to the one-China policy and firmly support China's strike against the "three evil forces", "Taiwan independence" and "Tibet independence".     Karimov appreciated the major and active role that China has played in handling major international issues. He thanked China for its support to Uzbekistan in becoming the chair nation of the SCO.     He said Uzbekistan is ready to work with China to host a successful SCO summit in its capital of Teshkent next year.     Hu arrived in Ashgabat Sunday morning and will leave for home Monday.

SANTIAGO, Nov. 20 (Xinhua) -- China is a dynamo of the world economy and is playing a central role in helping a global economic recovery, said Alicia Barcena, executive secretary of the Economic Commission for the Latin America and the Caribbean (ECLAC), on Friday.     "China is part of the world trade of wheat, rice, soya, sugar and others, playing a very important role in the increase of those product exports. The same happens in the case of the minerals and oil," Barcena told Xinhua in an interview.     He said China is one of the most important market for Latin American and the Caribbean products.     "China is being a blessing for the exports of raw materials from Latin America and the Caribbean. But it is also a great exporter (to the region). So, it competes with the countries of this region, mainly with Mexico and the Central American nations," said Barcena.     Trade between China and Latin America has grown tremendously, he noted.     He said Mexico, for example, is beginning to see China as a partner rather than a competitor.     Mexico has given priority to trade relations with China. As a result, the Asian country is now the fifth largest overseas market for Mexican products.     Meanwhile, South America has also improved ties with China.     "All producers see the opportunity of reaching the Chinese market," said Barcena.

BEIJING, Nov. 9 (Xinhua) -- China will raise gasoline and diesel prices both by 480 yuan (70.28 U.S. dollars) per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced on its website Monday.     The benchmark price of gasoline will be 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.     The retail price of gasoline will climb by 0.36 yuan per liter and that of diesel will rise by 0.41 yuan per liter.     The country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than four percent over 22 straight work days. China raised gasoline and diesel prices both by 480 RMB yuan (70.28 U.S. dollars) per tonne on Nov. 10    "Margins of price fluctuations are within expectation. The price hike can help relieve domestic refiners' pressure from soaring oil refining cost," said Wang Jing, an analyst on petrochemical sector with Orient Securities Company Limited.     The price hike was aimed to protect oil refiners' interests, ensure market supply and help lead rational consumption to promote energy-saving and emission reduction, the NDRC said.     The NDRC would take active measures to help reduce pressure brought to sectors like transportation, the NDRC said.     International crude oil price might continue to rise within this year as demand would continue to grow amid global economic recovery, Wang said.

UNITED NATIONS, Jan. 1 (Xinhua) -- China on Friday assumed the rotating presidency of the UN Security Council for the month of January.     China will perform its duty as the rotating Council president in an objective and fair way and work with other Council members to maintain international peace and security, said Zhang Yesui, China's permanent representative to the United Nations, in a recent interview.     China will do its utmost to make sure that the Security Council works in a smooth and efficient way, Zhang added.     The Security Council presidency rotates among the Council members in the English alphabetical order of their names. Each president holds office for one calendar month. China previously assumed the presidency in October 2008.     As a permanent member of the Security Council and the largest developing country in the world, China fully participates in the work of the United Nations and plays a constructive role, Zhang said.     Under the UN Charter, the Security Council has the primary responsibility for the maintenance of international peace and security in the world at large.     The Council has 15 members: five permanent members -- China, France, the Russian Federation, the United Kingdom and the United States -- and 10 non-permanent members elected by the UN General Assembly for two-year terms.     Also on Friday, Bosnia and Herzegovina, Brazil, Gabon, Lebanon and Nigeria began their two-year terms on the 15-nation Council.     The five new Security Council members were chosen after running uncontested races for the non-permanent seats, and they were duly elected by the 192-member General Assembly during a secret ballot at the United Nations Headquarters in New York in October 2009.     The five countries joined Austria, Japan, Mexico, Turkey and Uganda, whose terms on the Council end on Dec. 31, 2010.

BEIJING, Nov. 12 (Xinhua) -- China would not let the yuan gain against the U.S. dollar in the short term, experts said here Thursday when commenting on the latest quarterly report of China's central bank.     People's Bank of China (PBOC), the central bank, said Wednesday in its quarterly report of monetary policy, for the first time, that the bank would improve the mechanism of the exchange rate determination "based on international capital flows and movements in major currencies".     "The new wording showed that China would reduce speculation and strengthen risk control in the future, but it did not necessarily suggest a change in the yuan's exchange rate policy," said Tan Yaling, an expert with the China Institute for Financial Derivatives at Peking University.     "The future mechanism would reflect China's own concerns and status," she said.     China's foreign exchange reserves surged to a record 2.27 trillion U.S. dollars as of the third quarter of 2009, up 19.26 percent year on year, PBOC reported in September.     According to Yin Jianfeng, a researcher with the Chinese Academy of Social Sciences (CASS), a government think tank, it is natural for the central bank to pay more attention to increasing international capital inflows.     "Excessive liquidities are pouring into China as the country is witnessing rapid recovery while the economic condition is still weak in the western world," he said.     Zuo Xiaolei, chief economist with Galaxy Securities, said the central bank's report indicated the government had raised concerns that such inflows would put China under huge external pressure for yuan appreciation.     Zuo predicted that as the U.S. dollar depreciates further, excessive liquidity will be a global issue in future, which would in turn pull up China's foreign reserve to a new level.     China has been facing calls to let its own currency gain against the dollar since it recovered quickly from the financial crisis, especially after it reported the positive economic data of last month, however, experts had expressed different opinions.     "Sudden upward movement in the yuan would slow China's economic growth when the country's exports just showed signs of recovery, "Tan said, "All in all, the exchange rate policy should not be subjected to other countries but serve our own economy."     Also, the pace of yuan's appreciation should be determined not only by the foreign trade surplus, according to Zuo Xiaolei.     The balance of China's internal development should also be taken into consideration, including the massive stimulus package and the accumulated liabilities of local governments, she said.     China's exports slid 13.8 percent year on year to 110.76 billion U.S. dollars in October, said the National Bureau of Statistics Wednesday. The decline rate was 1.4 percentage points lower than that of September.

BEIJING, Nov. 18 (Xinhua) -- Chinese Premier Wen Jiabao said here on Wednesday that the fruitful visit of United States President Barack Obama to China was of far-reaching significance.     "It is my sincere hope that your current visit will lift the comprehensive and cooperative China-U.S. relations to a new level," Wen told Obama at their meeting in the State Guesthouse in Beijing. This is the final leg of his two-nation Southeast Asia trip, which has already taken him to Malaysia.     During his stay in Singapore, President Hu will also attend the Economic Leaders Meeting of the Asia-Pacific Economic Cooperation (APEC) slated for Nov. 14-15.
