BEIJING, April 15 (Xinhua) -- Foreign direct investment (FDI) in China posted a 20.6 percent year-on-year decline in the first quarter to 21.78 billion U.S. dollars, the Ministry of Commerce announced Wednesday.     In March, FDI was 8.4 billion U.S. dollars, the biggest amount since October 2008 which was 8.35 billion U.S. dollars. However, the March figure was down 9.5 percent from a year earlier, ministry spokesman Yao Jian said at a news conference.     March was the sixth consecutive month that FDI fell. The good news is that the decline eased from the 15.81 percent drop in February and a 32.67 percent drop in January.     Zhang Hanya, an economist with the National Development and Reform Commission said a reduced decline indicated overseas investors growing confidence in the country's economic recovery.     Chinese Premier Wen Jiabao said Saturday that the Chinese economy showed signs of positive improvement in the first quarter as a result of the economic stimulus package adopted by China.     Yao added stable investment inflows were important for the country to stabilize exports, enhance employment and boost consumption as the government tries to make China more attractive to investors.     The ministry said in March it was shifting authority for approving certain foreign investments to provincial governments.

BEIJING, Feb. 27 (Xinhua) -- Mitsubishi Motors, one of Japan's major car producers, will recall 9,390 vehicles in China from March 7 for brake system problems, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) announced Friday.     The problematic vehicles include 9,108 Outlander EX models produced in the period from Nov. 7, 2007 to Dec. 5, 2008, and 282 Lancer EX vehicles produced from Oct. 3, 2008 to Nov. 20, 2008.     The report said the brake vacuum booster of the cars could fail to function because of inside valve defects, posing a potential danger.     The GAQSIQ said Mitsubishi vehicle owners could have their cars examined and repaired free of charge at the company's service centers across the country.     The Japanese auto-maker recalled 12,985 vehicles last December, including 6,090 Grandis and 6,895 Outlander EX models, imported to China as the brake lights had problems because of a short circuit in the switch.

BEIJING, Feb. 3 (Xinhua) -- Different levels of governments should collect strength to combat drought, which has crippled China's agriculture, said Vice Premier Hui Liangyu Tuesday.     He urged efforts to give drought-relief work top priority.     Hui said the people should build up their confidence and make every effort to overcome difficulties despite severe challenges.     He also asked local governments to strengthen management, adopt effective measures and enhance agricultural technology services sothat farmers could get timely help and guidance.     Financial and material support should be ensured, he added.     Lack of rainfall has led to severe drought in northern China, leaving more than 140 million mu (9.3 million hectares) wheat affected, said the Ministry of Agriculture (MOA) head on Tuesday.     As of Monday, 141 million mu wheat in six major grain production provinces, including Henan, Anhui, Shandong, Shanxi, Gansu and Shaanxi, were hit by drought, MOA minister Sun Zhengcai said in an anti-drought video conference.     About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter, according to the Office of State Flood Control and Drought Relief Headquarters.     The figure indicated that almost 43 percent of the country's wheat was affected.     Sun said little rain fall since last October was the main reason for the prolonged drought in most of the northern areas, and frequent cold snaps this winter made the situation worse.     According to Monday's weather report by China Meteorological Administration, severe drought in north China was expected to continue as no rain has been forecasted for the next ten days.     The MOA warned that more wheat fields could perish if drought continues to linger.     To cope with the problem, the MOA asked agricultural departments of every level to collect all of their strength to channel water, enhance irrigation and fertilization.     MOA has sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work. BEIJING, Feb. 24 (Xinhua) -- Chinese President Hu Jintao has called for greater awareness of both hardships and opportunities presented by the global financial crisis in order to offset the impacts of the crisis.     In a speech to the Communist Party of China (CPC) Central Committee Political Bureau on Tuesday, Hu said China must be prepared for the most difficult and complicated situations in the world economy and meanwhile make good use of or create development opportunities amid the transformation of international and domestic conditions.     The world economic situation was austere and complicated; the global financial crisis had yet to level out; and China's economic growth was under pressure of a slow-down, he said.     He said no fundamental changes had occurred in the country's basic economic development situation, its advantageous conditions for economic development, its accelerating trend of industrialization and urbanization, and the external environment of peace, development and cooperation.     "The strong Party leadership, the advantages of the socialist system, and the united efforts of our people of all ethnic groups are the strength for us to overcome the difficulties and withstand the impacts of the global financial crisis," he said.     The government should maintain the policy of giving top priority to increasing domestic demand while stabilizing external demand, he said.     He called for more powerful and efficient measures to increase domestic demand, consumer demand in particular.     He urged continuing to make the reform and opening-up a powerful driving force for economic growth, actively pushing forward reform in key areas and links.     Hu urged all Party committees and governments to deepen the implementation of the "scientific view of development" and "carry out the decisions and arrangements of the central authorities in a creative way".     Hu, General Secretary of the CPC Central Committee, presided over Tuesday's panel study of the Politburo, at which two scholars explained world economic situation and ways to boost economic growth.     The lecturers were Zhao Jinping, of the State Council's Development Research Center, and Bi Jiyao, of the Macro-economic Research Institute under the National Development and Reform and Commission.

DAR ES SALAAM, Feb. 14 (Xinhua) -- Chinese President Hu Jintao arrived in the Tanzanian capital of Dar es Salaam Saturday night for a state visit to the eastern African nation.     Hu was greeted by Tanzanian President Jakaya Mrisho Kikwete and a local performance at the airport.     In a statement released upon arrival, Hu said the bilateral relationship has been developing in a sound and smooth way since 45 years ago when the diplomatic ties were established.     "It can be viewed as an exemplary relationship of sincerity, solidarity and cooperation between China and an African country and between two developing countries," Hu said.     The president said his visit is aimed at enhancing mutual trust, expanding cooperation, planning for the future and lifting the friendly and cooperative relations to a new high.     Hu said he is expecting an in-depth exchange of views with President Kikwete and other Tanzanian leaders on the bilateral relations and regional and international issues of mutual interest.     During his stay here, Hu will also meet with Zanzibar President Amani Abeid Karume, attend the completion ceremony of Tanzania's state stadium, visit a cemetery for Chinese experts, and deliver a key-note speech at a welcoming meeting on Monday.
