BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. And therefore environmental protection and sustainable development have taken a far quicker route of being addressed today than by some industrialized nations have done in historical terms."I think many of the measures the government is taking, from establishing a ministry of environmental protection to new legislation, to setting pollution standards, showed that in a period of just 10 to 15 years, China has walked a distance that some other countries had taken 30 to 40 years," he said.The UNEP chief added that "also let us be very realistic that environmental challenge for China is significant, and therefore effective action is necessary and urgent."He lauded China for including the notion of ecological civilization and the transition to a green economy into part of the country's mainstream development planning and the next Five- Year Development Program."To me it provides some very encouraging signs that we will see a very different economic development philosophy emerging in China. And this is also UNEP's mission to work with China in bringing the latest science and knowledge that have been developed across the world on green economy opportunities into the debate and discussions in China," he said.Referring to the upcoming Shanghai EXPO, Steiner said such big events can be not only a showcase for the country, but can also act as an experiment with policies, with new technologies and with new ways of management."The Shanghai EXPO, with the theme of 'Better City, Better Life, ' has put the quality of life, which is so closely related with environment management, at the heart of this international event," he said.Steiner compared the EXPO to the Beijing Olympics, saying that the 2008 Olympic Games in Beijing provided many examples of innovation technology as well as environmental management initiatives. It is in his belief that the Shanghai EXPO will just stand in the same tradition.

URUMQI, March 2 (Xinhua) -- Senior Chinese leader Zhou Yongkang has revealed that the government is preparing measures to boost the economic and social development of the northwestern Xinjiang Uygur Autonomous Region.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during a four-day inspection to the region that ended on Sunday.Zhou mingled with local cadres, teachers and residents when visiting Kashi Prefecture, Urumqi, the regional capital, and Shihezi City. BEIJING, Jan. 17 (Xinhua) -- The bodies of all eight Chinese police officers buried under a collapsed building in the Haiti quake had been found as of early Sunday morning Beijing time, the Ministry of Public Security said.     The first body was found at 4:30 p.m. Jan. 16 Beijing time after more than 80 hours of search and rescue work, and the other seven were retrieved from 10:42 p.m. to 3:56 a.m. Jan. 17 under the joint efforts of the Chinese rescue team, the Chinese peacekeeping force in Haiti and several foreign rescue teams, the ministry's emergency response work team announced Sunday. SANYA, Hainan, March 21 (Xinhua) -- A senior official with the United Nations World Tourism Organization (UNWTO) said Sunday China is expected to become the world's largest tourist destination by 2015."China, as we predict, is going to become the world's No. 1 tourist destination by the year 2015," said Taleb Rifai, secretary general of the UNWTO."China is almost there. It is now the world's fourth largest destination when it comes to incoming tourists, and the rates of growth are moving so quickly that we think this is a realistic target," Rifai said.France is currently the country receiving the most international tourists, at 80 million per year, followed by the United States and Spain, both at 60 million a year, while China has about 48 million, he said."China's tourism economy has moved incredibly in the last ten years. The number of incoming tourists rose from 8 million to 48 million. The potential of the growth is still big because of the size of China," Rifai said.Rifai said the global tourism industry is improving but challenges remain due to the weak economy."The tourism industry has to follow and is very much affected by the general economic situation, and for sure the general economic situation has started to turn around. But we cannot call it a full recovery at the moment," he said.

CHICAGO, March 17 (Xinhua) -- A stronger RMB would not be a tonic for the U.S. economy or manufacturing and it would be a huge mistake to raise tariffs on imports from China to force a change in the yuan, says a U.S. trade expert on Tuesday.Daniel Griswold is director of the Center for Trade Policy Studies at the Cato Institute, a non-profit public policy research foundation headquartered in Washington, D.C. He is also the author of a new book, Mad about Trade: Why Main Street America Should Embrace Globalization.The trade expert told Xinhua during an exclusive interview, " China has been moving in the right direction since 2005 by allowing the currency to appreciate. Threats from the U.S. government actually make it more difficult for the Chinese government to resume appreciation because it would look as though Beijing was giving in to foreign pressure."Griswold pointed out that a stronger yuan would not be a tonic for the U.S. economy or manufacturing. "China would remain competitive in a broad range of manufactured products even if the yuan were 25 percent higher. The dollar depreciated sharply against the currencies of Canada and the Eruozone after 2002, yet our bilateral deficit with both those regions continued to grow," he added.New York Times' Nobel laureate economist, Paul Krugman, recommended in his latest column that the U.S. impose a 25 percent tariff on Chinese imports unless China appreciates its currency Renminbi. Griswold considers it a huge mistake to raise tariffs on imports from China to force a change in the yuan.Regarding President Barack Obama's new export push to double the U.S. export in the next five years, Griswold believes this goal will raise false expectations.He noted: "The goal will be difficult to realize. It hasn't been done since the 1970s, and that was driven in large part by inflation. It also depends on robust growth abroad, which is beyond the control of even this president. Faster export growth would be good for the U.S. economy, but it will not put much of a dent in high unemployment."When asked what the U.S. government should do to increase its export, the trade expert advised, "the single best policy to promote exports would be for the U.S. government to set a good example by resisting protectionism in our own market."He further explained, "U.S. companies are currently facing sanctions from Mexico, Brazil and other countries because we have failed to live up to our commitments in the WTO and the North American Free Trade Agreement. We are losing export opportunities abroad because Congress has failed to enact trade agreements with South Korea and Colombia, and the administration has failed to exercise leadership in WTO negotiations."In January the U.S. government data showed that the gap between what Americans sell abroad and what they import narrowed unexpectedly. While the usual crowd hailed it as an "improvement," Griswold believes that the numbers point to the slow growth of demand at home and abroad.He said: "We shouldn't read too much into the monthly trade numbers. The smaller-than-expected trade deficit in January could be a warning sign that the economic recovery remains sluggish. Exports were down, and imports down even further."When commenting on the U.S.-China trade relations, Griswold said, "U.S.-China relations remain fundamentally sound. Our commercial relationship is mutually beneficial and among the most important in the world."He further remarked, "American families benefit from affordable consumer products from China, while U.S. companies benefit from exports to China. And all Americans benefit from lower interest rates from Chinese investment in U.S. Treasury bonds." He noted that "the confrontational attitude of the Obama administration is driven almost entirely by domestic politics."Griswold's new book, Mad about Trade: Why Main Street America Should Embrace Globalization, is a spirited defense of free trade which tells the underreported story of how a more global U.S. economy has created better jobs and higher living standards for American workers.Since joining Cato in 1997, Mr. Griswold has authored major studies on globalization, trade, and immigration. BEIJING, Jan. 19 -- The government is considering evacuating all Chinese nationals from the Haiti disaster zone, Foreign Ministry officials said Monday.If local conditions become too difficult and no country can offer shelter to the Chinese living in Haiti, the government is prepared to evacuate all nationals, Wei Wei, director of the ministry's consular department, said.Apart from the Chinese in Haiti on governmental or other business, Wei said he believed there are about 10 other nationals in Haiti - mainly working for mainland companies or at local Chinese restaurants - as well as about 20 illegal immigrants.Amid the ongoing relief efforts following the 7.0-magnitude quake, the capital Port-au-Prince has been hit by sporadic violence and looting. However, Wei said that all Chinese nationals there have been safely accommodated.A chartered flight took 11 staff of ZTE, a Chinese communications technology company, to neighboring Dominican Republic on Friday.There are also about 30 Taiwan residents in Haiti and, although Wei had no specific details, he said the government would provide help to anyone who requested it. One Taiwan resident has asked for help, he said without elaborating.About 230 Chinese were in Haiti at the time of the disaster. Most are safe but eight Chinese police officers on a peacekeeping mission died in a collapsed United Nations building. Their bodies were being flown home last night on a chartered flight.More than 50,000 people have died in the aftermath of the quake, and the final death toll could be as high as 200,000, according to Paul Antoine Bien-Aime, the nation's interior minister.And while the disaster last Tuesday may have happened on the other side of the world, the shock has been felt deeply in China, especially in Sichuan province, where residents are still recovering from the 8-magnitude quake that struck there on May 12, 2008, and killed more than 69,000."Hearing about this disaster in Haiti, although it is far away, it is as if the cracks beneath our feet have opened up again. It has all come rushing back for us," said Li Yong, a farmer in Beichuan, the county worst hit by the 2008 quake.The horrific disaster brings back bad memories for the people who lived through the Wenchuan earthquake. Huang Zhiling in Chengdu, Guo Anfei in Kunming and Wang Shanshan in Beijing reportLi Yong's family lost their home in the 2008 disaster and now live in a shabby temporary home built with wooden boards. His 18-year-old son, Li Anqiang, also had both legs amputated after being pulled from the rubble of the collapsed Beichuan Middle School. Many of his classmates were killed.Apart from what they make selling potatoes, the family survives on a monthly government subsidy of just 800 yuan (0), which is paid to them to help care for Li Anqiang. But despite the family's struggles, Li Yong said they are desperate to help those left in similar situations by the 7.3-magnitude quake in Haiti."We heard about the deaths through our neighbors. The people in Haiti are much poorer than we are, and we really want to help them. I hope that we can do something for them," he said. "Our life is good. After what we have gone through, we really feel sorry for the people in Haiti."Many in Sichuan, particularly children, are still in too much trauma to hear the word "earthquake", said Wang Zhihang, 53, a volunteer who tours schools in the area offering emotional support to victims."Those children who have been able to face the reality of the disaster in Haiti have shown real concern for the victims. Most have already joined in with fundraising events at schools across the province," said Wang, who is based in the provincial capital, Chengdu.The people in Sichuan understand full well the kind of relief operation that is now under way in Haiti. For those who were close to the epicenter in 2008, such as 20-year-old student Wang Li, they will also be able to understand the true terror of being trapped for hours by rubble.Wang was attending class at her middle school in Xiaode when the disaster struck - and was on the fourth floor when the building collapsed."The disaster in Haiti reminds me of the hours I was trapped in the dark. I was there for one day and one night," she said. "I passed out immediately when the building fell, but when I regained consciousness I could see I was buried under rock with two classmates. I knew one of them was dead. I called her name but she didn't respond. I reached out and checked her pulse, but her heart had already stopped beating."Wang lost her left leg in the disaster and had to take the national college entrance exam in a hospital ward during her recovery. She now studies at Chongqing Electronic and Engineering College."As I am a student, I cannot help out the Haitians financially but I feel their agony. All I can do is to pray for them," she said.Wei Min, 18, also lost a leg in the Sichuan earthquake. She was so moved by the kindness shown by strangers during her treatment in Chongqing, she has set her heart on a career in social work as a way to repay some of the compassion she experienced."With international aid, I believe Haiti will recover, although the process of recovering from an earthquake is lengthy," said Wei, who is from a poor farming family in Leigu, Beichuan county.
