BEIJING, April 13 (Xinhua) -- Chinese companies will no longer need the central bank's approval when issuing short-term bonds on the inter-bank market amidst government efforts to boost direct financing and reduce bank loan risks.     The People's Bank of China (PBOC) announced non-financial companies could issue bonds with maturities of less than one year on the inter-bank market without its approval from April 15.     Instead, they would only need to register at the National Association of Financial Market Institutional Investors set up in September, the PBOC said in a statement issued late on Saturday.     It said other negotiable notes "with a certain maturity" issued by non-financial companies on the inter-bank bond market wouldn't need administrative examination and approval, either. Nor would future innovative financing tools on the market.     China has vowed to develop its capital market and broaden direct financing channels to curb enterprises' heavy reliance on bank credit.     "China's financial structure has long been unbalanced, with its direct financing underdeveloped," said the statement. "Enterprises rely on bank loans too much, bringing them fairly large hidden risks."     To boost innovation in debt offering and raise the share of direct financing could mobilize the transfer of deposits to investment and decrease credit risks of the banking system, it said.     China allowed companies to offer short-term bonds to qualified institutional investors on the inter-bank market in May 2005.     From then to the end of 2007, 316 companies issued 769.3 billion yuan (about 109.9 billion U.S. dollars) of short-term bonds, with 320.3 billion yuan of outstanding debts, statistics showed.     In comparison, short-term loans to non-financial companies and other institutions surged 1.25 trillion yuan in 2007, while middle- and long-term loans jumped 1.65 trillion yuan.

BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. In other samples, the range was from 0.09 mg to 619 mg per kilogram. Wen went into the field, asking farmers about their crop yield. Wen again visited the debris where the county seat was once located. He trudged on foot for an hour through the debris with a heavy heart.     He laid a wreath at a mass burial site of quake victims and observed a one-minute silent mourning period together with his entourage.     He told survivor Wang Dan, a 26-year-old woman of Qiang ethnic group, that the pain was overwhelming but the Beichuan people were strong.     "Although half of the population perished, the other half -- the survivors -- will build a new Beichuan with hope," he said.     When invited by Wang to come again when the new Beichuan is built, Wen promised he would come to the place, which he would remember for life.     He told local officials that the county should be rebuilt not only materially but also spiritually, as its unique Qiang culture should be preserved and promoted.     Presiding over a meeting attended by Sichuan provincial-level officials on Tuesday night, Wen said the quake rescue and relief work had entered an important phase of reconstruction. He urged local governments to seriously implement the reconstruction plan approved by the State Council, the country's Cabinet, and lead local people to accomplish the major tasks of rehabilitation and reconstruction in three years.

BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June.
