BEIJING, March 6 (Xinhua)-- China has named its first home-made jumbo jet C919, which will take off in around eight years, its chief designer Wu Guanghui said on Friday.     "C represents China as well as COMAC, the abbreviation for Commercial Aircraft Corporation of China, Ltd," said Wu, who is also the deputy general manager of COMAC, the manufacturer of C919.     "The name also reflects our determination to compete in the international market for jumbo jet. C919 comes after Airbus and Boeing, so you will have ABC in the aviation industry," said Wu, apolitical advisor who is here attending the annual session of 11thNational Committee of the Chinese People's Political Consultative Conference.     The first 9 in the name implies forever in Chinese culture, while 19 means the first jumbo jet produced by China will have 190seats, he said.     Wu said that his company will choose suppliers of engines, airborne equipment, and materials through international bidding, and will encourage foreign suppliers to enter into partnership with Chinese manufacturers.     "We will choose foreign-manufactured products like engines at the beginning phase, but we will also independently do the research and manufacturing work at the same time," noted Wu.     The Shanghai-based COMAC was set up in May, 2008 after approval in early 2007 by the State Council, China's Cabinet. It has a registered capital of 19 billion yuan (2.78 billion U.S. dollars), with the State-owned Assets Supervision and Administration Commission as the biggest shareholder.     Wu said the jumbo jet project now involves 47 institutions from China and abroad, and that the preliminary general technical design plan and commercial feasibility study have been completed.

BEIJING, March 31 (Xinhua) -- Chinese President Hu Jintao has called for strengthened coordination among different nations on economic polices and joint efforts against trade and investment protectionism to help the world economy recover.     The international community as a whole was severely challenged in the course of tackling the global financial crisis and resuming growth in the world economy, Hu told Xinhua on Tuesday ahead of the G20 summit scheduled to open in London on Thursday.     With the impact of the global financial crisis on the real economy unfolding and deepening, priorities should be taken by various countries to adopt economic stimulus measures in line with their own situations and work hand in hand to promote growth and employment and improve the people's lives, according to Hu.     Efforts should also be made as soon as possible to stabilize the global financial market and earnestly give play to the role of finance in spurring the real economy to restore confidence of the people and enterprises, Hu said.     "The international financial system should undergo necessary reforms in an all-round, balanced, gradual and effective manner to prevent a similar crisis in the future," the president noted.     China as a responsible country would work with all the other parties attending the summit to help it yield "positive" and "practical" results, Hu said.     China pledged to give its own contribution to the recovery of world economy. The country would adhere to its fundamental national policy of opening up to the outside world and mutually beneficial and win-win strategies, Hu said.     A vigorous and more open China would not only benefit its own steady, fast growth, but help the international community fight the financial crisis and contribute to the world's peace and development, Hu said.     The country has set an 8 percent target for economic growth this year, still notably higher than the 1 percent world average estimated by the World Bank. China grew 9 percent in 2008, the slowest pace in seven years.     The global financial crisis and economic slowdown have created many difficulties for China, Hu said, citing the slump of exports and imports, slower industrial production and unemployment.     But a basket of governmental measures to stimulate domestic demand and promote economic growth have begun to take effect, he added.     Beginning in late 2008, the Chinese government has issued a comprehensive economic stimulus package including a 4 trillion yuan (585 billion U.S. dollars) investment plan and support plans for ten key industries.     The country's central bank has cut interest rates five times and lowered deposit reserve ratio four times in an effort to enhance capital fluidity.     "We have confidence, conditions and capabilities to keep a steady and rapid growth," Hu Jintao said.

BEIJING, April 16 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that government stimulus moves had begun to produce results and the economy was now in "better-than-expected" shape.     Wen's remarks at a cabinet executive meeting came after the government said there had been positive economic changes, even though the economy grew just 6.1 percent in the first quarter, the slowest pace in a decade.     The premier cited pick-ups in investment, consumption and industrial output, abundant liquidity in the banking system, and improved market expectations as signs of those "positive changes."     The National Bureau of Statistics said Thursday that first-quarter industrial output grew 5.1 percent year on year, with a rise of 8.3 percent in March.     It also said fixed asset investment rose 28.8 percent to 2.81 trillion yuan (413.2 billion U.S. dollars), with real growth exceeding 30 percent, while retail sales grew 15 percent to 2.94 trillion yuan.     Such positive changes indicated that the government's macroeconomic policies, taken since the second half of last year, have been "timely, powerful, and effective," said Wen, who presided over the meeting.     China announced a 4-trillion-yuan stimulus package last November to boost domestic demand, slashed interest rates five times since last September, unveiled support plans for 10 key industries, and projected a record fiscal deficit of 950 billion yuan this year.     These measures were prompted by a collapse in exports as the global downturn took its toll on the world's fastest-growing economy.     China's economic growth cooled to a seven-year low of 9 percent last year, ending five years of double-digit expansion.     "However, we must also be clear-headed and understand that grounds for the country's economic recovery are not solid enough yet, as circumstances both at home and abroad remain grim," Wen warned.     He said that global financial turmoil was still spreading, and was exerting a deepening influence on the national economy.     The premier cited continued falling in external demands, oversupply in some sectors that would suppress industrial output growth and worsen corporate earnings, reluctance in private investment, increased difficulty in raising farmers' income, the dwindling fiscal revenue, and the acute pressure to create enough jobs.     He warned against blind optimism and called for unslackened efforts to achieve the country's goals of social and economic development.     China is aiming to achieve an 8-percent growth this year, which has long been held as essential for the populous developing nation.     "We should anticipate more risks and difficulties ahead, expect a longer time frame within which we would be able to overcome the crisis, and get prepared with more satisfying measures."     The government would focus on following moves, according to the premier.     -- To bring into play measures aimed at expanding investment.     The country would soon cash in the third batch of pledged central government investment. The central government has so far cashed in 230 billion yuan (33.8 billion U.S. dollars), which is part of the 4-trillion-yuan stimulus package.     The government would also revise government approval of investment projects -- or loosen government grip on investment project approval, to encourage private investment, and would continue the work on stabilizing and expanding foreign investment.     -- To expand consumption, and consumer spending in particular.     The country would continue to improve its policy for subsidies to farmers who buy designated brands of home appliances, and stimulate spending on culture, tourism and information in the service sector.     It would also try to keep spending on such items as housing and auto stable.     -- "Using every possible means" to maintain stable trade growth.     The government would scrap policies that could restrict exports, and extend support to exports of hi-tech and labor-intensive products.     It would also increase imports of important energy resources, heavily-demanded raw materials and key technologies and equipment, and encourage domestic firms to invest overseas.     -- To keep the stable development of agriculture.     The country would continue to carry out policies favorable to farmers and agriculture. It would initiate the plan to increase the country's grain output by 50 million tonnes over the next 12 years.     -- To promote the restructuring of key industries.     The government will unveil details of the stimulus packages for10 key industries as soon as possible, and cash in the fund from central government that will be exclusively used for the restructuring and technological renovation.     The Chinese government would improve policies in favor of innovation and hi-tech industries, and may cultivate new growth in sectors of new energy, energy conservation, environmental protection, bio-pharmaceuticals, telecommunications and modern services.     -- To advance with efforts to improve people's livelihood.     The government would make public the execution plan and documents for the huge health care reforms as soon as possible. The reforms are aimed to provide universal health care to the country's large population.     It would continue to provide support to migrant workers and college graduates who are hunting for jobs.     -- To make sure the financial system is providing necessary support for the economic growth.     The government would adjust the market demand for capital and ensure capital is used to fuel the economic growth.     It would give more support to small- and medium- sized enterprises to meet their capital demand.     -- To increase fiscal revenue by making more efforts to collect taxes that are due according to laws and regulations, and at the same time cutting back on unnecessary expenditures.

LONDON, April 1 (Xinhua) -- Chinese President Hu Jintao and his U.S. counterpart Barack Obama agreed to work together to build a positive, cooperative and comprehensive relationship in the 21st century when they met here Wednesday.     Hu said China-U.S. ties have got off to a good start since Obama took office. "I have been keeping close relations with Obama and the foreign ministers of both countries have exchanged visits in a short time," he said. Chinese President Hu Jintao (L) shakes hands with U.S. President Barack Obama during their meeting in London, Britain, on April 1, 2009The current international situation is undergoing complicated and profound changes, and the international financial crisis continues to spread and go deeper, he said, adding that global challenges are markedly increasing.     China and the United States share more extensive common interests in tackling the financial crisis, striving to recover global economic growth, dealing with international and regional issues and safeguarding world peace and security, the Chinese president said.     He said China and the United States need to view each other from a positive perspective and push forward dialogue and cooperation with positive moves despite the differences in their social systems, historical background, cultural tradition and phases of development.     The two countries should also work together to tackle the complicated and thorny issues facing the humanity in the 21st century to achieve mutually beneficial cooperation and common development, he said.     China and the United States should deepen exchanges and cooperation in economy, fighting terrorism, non-proliferation, law enforcement, energy, climate change, science and technology, education, culture, healthcare, and boost exchanges between the military of the two nations, he said. The two countries should also strengthen communication and coordination on international and regional affairs and global issues, he added. Chinese President Hu Jintao (3rd L) shakes hands with U.S. President Barack Obama (2nd R) during their meeting in London, Britain, on April 1, 2009Hu invited Obama to visit China in the second half of this year, and Obama accepted the invitation with pleasure.     This was the first meeting between the two heads of state since the new U.S. administration came into office in January.     The two presidents had an "extensive" exchange of views on bilateral relations and global issues of common interest and agreed to work toward an enhanced bilateral relationship, the White House said in a statement.     The two leaders decided to establish the mechanism of "China-U.S. Strategic and Economic Dialogues," and agreed that the first round of the dialogues will be held in Washington this summer.     Speaking at the start of their meeting, Hu said: "Good relations with the United States are not only in the interests of the two peoples, but also beneficial to peace, stability and prosperity of the Asia-Pacific region, and the world at large."     China is willing to work with the United States to make even greater progress in advancing their bilateral relations, Hu said, adding he hoped to establish "good working relations and personal friendship" with Obama.     The U.S. president said the relations between the United States and China have become "extremely constructive." "Our economic relations are very strong."     "I said publicly our relations are not only important for citizens of the two countries, but also help set the stage for how the world deals with a host of challenges," he said.     "China is a great power and has a long and extraordinary history," Obama said.     The Chinese president also said during the meeting that no matter how the situation across the Taiwan Strait evolves, China will steadfastly adhere to the one-China policy and resolutely oppose "Taiwan independence," "One China, one Taiwan" and "Two Chinas."     Obama said the U.S. government is committed to the one-China policy and the three Chinese-U.S. joint communiques, adding that this stand will not change. Chinese President Hu Jintao (2nd R) and U.S. President Barack Obama (2nd L) meet in London, Britain, on April 1, 2009.The United States welcomes and supports efforts to improve relations across the strait and hopes for greater progress in the relations, the U.S. president said.     Observers say the China-U.S. relationship is one of the most important bilateral relationships in the world in the 21st century, and amid the spreading international financial crisis and mounting global challenges, it is all the more important to further develop China-U.S. relations.     Over the years, leaders of the two countries have maintained close communication on major issues concerning bilateral ties through mutual visits, meetings, telephone calls and correspondence. These exchanges have given a strong boost to the sustained, sound and steady growth of bilateral relations.     The Chinese and U.S. leaders met in London on the sidelines of a Group of 20 (G20) summit on the financial crisis slated for Thursday.     The London summit brings together leaders of the G20, and representatives of international organizations and financial institutions to work to restore stability and stimulate global economic growth.     The summit will focus on enhancing the coordination of macroeconomic policies, pushing for necessary reforms in the world financial system and stabilizing global financial markets.     Chinese Vice Foreign Minister He Yafei said last month that President Hu will deliver a speech at the summit to elaborate China's opinions and proposition.     China endeavors to push for positive and pragmatic results at the London summit, He said.     The G20 consists of China, Argentina, Australia, Brazil, Canada, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, Britain, the United States, and the European Union.

UNITED NATIONS, April 13 (Xinhua) -- China's UN envoy said Monday that the UN Security Council's response to the recent launch by the Democratic People's Republic of Korea (DPRK) should be cautious and proportionate.     "Our position on the reaction from the Security Council has been very clear and consistent. That is, the reaction from the Security Council has to be cautious and proportionate," Zhang Yesui told reporters after the council adopted a presidential statement on the DPRK launch. The UN Security Council on April 13, 2009 adopted a presidential statement on the recent launch by the Democratic People's Republic of KoreaIn the statement, the 15-member council "condemns" the April 5 launch by the DPRK and calls on all member states to "comply fully with their obligations under resolution 1718," adopted by the council in October 2006.     The statement also called for the early resumption of the six-party talks, which gather China, the DPRK, Japan, South Korea, Russia and the United States.     "The reaction from the Security Council should be conducive to maintaining peace and stability in the Korean Peninsula and Northeast Asia, and conducive to the six-party talks and also to the process of denuclearization in the Korean Peninsula, and it should be also conducive to safeguarding the international nonproliferation regime," he said.     "That's why we had been consistent in the Security Council adopting a presidential statement instead of a resolution with new sanctions," he said.     Zhang called on all the parties concerned to work together to maintain peace and stability in the region, promote the six-party talks and push forward denuclearization on the Korean Peninsula.

BEIJING, Feb. 10 (Xinhua) -- China's State Council, or the cabinet, issued a notice Tuesday that urged governments at all levels to make every possible effort to expand employment.     The notice said that the deepening global financial crisis makes it more difficult to offer jobs for new labor force and unemployment risks continue to increase. In response, governments should adopt a more vigorous employment policy to maintain stable employment and social order.     Governments at all levels should give priority to employment of enterprise staff, college graduates, laid-off and migrant workers and demobilized officers.     They should take active measures to reduce employment burdens on enterprises and supervise their layoff activities to protect workers' legal rights.     If an enterprise's job-cutting plan involves more than 20 workers or more than 10 percent of the entire staff, the company should file a report to the local trade union or notify all staff 30 days before the layoff.     Tax authorities should offer exemptions, including turnover tax and individual income tax, to laid-off workers who started their own business and extend the exemption approval deadline to the end of 2009.     Enterprises that sign one-year or above contracts with laid-off workers and pay their social insurance fees will also be exempted from several taxes with the approval deadline also extended to the end of 2009.     Workers who fail to find employment by end of 2009 will be able to continue claiming social security subsidies for a maximum of one year.     The notice also required governments to improve employment services such as professional training, adding that new employment and unemployment rates would be key factors in assessing government success

BEIJING, Feb. 23 (Xinhua) -- Chinese Vice President Xi Jinping's just-concluded Latin American and European tour has strengthened bilateral ties, broadened consensus and boosted cooperation with these countries, a senior Chinese official said Monday.     Xi's two-week trip to Mexico, Jamaica, Colombia, Venezuela, Brazil and Malta, as well as Fiji, where he made a transit stop, was pragmatic and fruitful, said Chinese Vice Foreign Minister Li Jinzhang.     SIGNIFICANT VISIT WITH FAR-REACHING IMPACT     Xi's visit to Latin America was a major Chinese diplomatic move since President Hu Jintao's trip to the region last year, said Li.     Last November, Hu traveled to Latin America for a visit that produced a broad consensus on forming a partnership of all-round cooperation with the region on the basis of equality, mutual benefit and common development. Earlier, China issued its first policy paper on Latin America and the Caribbean.     During his visit to the five Latin American nations, Xi further clarified China's policies on Latin America and stressed that China is ready to join hands with Latin American nations to further enhance cooperation and elevate China-Latin America relations to a new high, Li said.     In a speech at a seminar attended by Chinese and Venezuelan entrepreneurs, Xi raised a five-point proposal on strengthening the all-round cooperation for common development between China and Latin American nations amid the current global economic landscape.     Li described Xi's visit to Latin America as a follow-up action to push forward China's relations with the region.     The Chinese vice president's visit came before the Group of 20 summit scheduled for April in London to address the ongoing global financial crisis, Li noted.     During the trip, Xi called for a long-term perspective in planning and confidence building and urged a combination of promoting bilateral cooperation and ensuring the steady and sustained growth of China's economy. As a result, the visit has yielded remarkable results and a far-reaching political impact, Linoted.     Xi's visit highlighted China's efforts to work with these countries to tackle the financial downturn and turn the crisis into an opportunity, Li said.     Xi's trip brought him to mostly developing countries. During his visit, Xi stressed the need for developing countries to work together in tiding over the financial crisis, he said.     Xi and leaders of these countries reached broad consensus on joint efforts to achieve the UN Millennium Development Goals, tackle the challenges and seek common development, he added.     During Xi's visit, the governments and enterprises from these countries voiced their willingness to cooperate with China and welcomed China to trade with and invest in their countries and join them in exploitation of energy and natural resources and infrastructure construction. VISIT TO GET ACROSS CHINA'S POLICIES ON KEY ISSUES     Xi's visit spanned three continents and two oceans. In every stop, Xi explained China's positions on key issues such as the international situation, the financial crisis, the upcoming G20 summit in London, the Doha round of trade talks as well as UN reforms.     He had in-depth exchanges of views with leaders of the host countries on enhancing cooperation and jointly tiding over the economic difficulties.     Leaders of the seven countries spoke highly of China's role in stabilizing the global economic and financial situation and promoting world peace and development.     Mexican and Brazilian leaders expressed readiness to beef up cooperation with China in international organizations and multilateral mechanisms and work together for a more fair and rational new international order, deal with financial crisis and win a greater say for the developing countries.     Colombian and Jamaican leaders appreciated China's contributions to stabilizing the world economy, saying the steady and relatively fast growth of China's economy will help other countries overcome financial crisis at an early date.     Xi also reiterated China's stance on the Taiwan and Tibet issues. The host countries all reaffirmed their adherence to the one-China policy.     The Chinese vice president welcomed the countries to participate in the Shanghai World Expo in 2010 and was given favorable responses by all. FRUITFUL VISIT PACKED WITH SUBSTANTIAL ACTIVITIES     During his tour, Xi attended nearly 80 meetings, seminars, and other activities and held talks with leaders of the seven countries, exchanging views with them on bilateral ties as well as major international and regional issues of common concern.     He also witnessed the signing of over 60 cooperation documents in economy, finance, energy and mining, agriculture, infrastructure, high-tech and culture.     Xi held wide-ranging contacts with leaders of parliaments, political parties, regional leaders, and people from the media and academic communities.     Xi unveiled the first Confucius Institute in the Caribbean region, and broke ground for the Montego Bay Convention Center, a cooperation project by China and Jamaica.     Xi's visit uplifted China's relations with the seven countries, expanded their political mutual trust and strategic consensus, and deepened pragmatic cooperation, Li said. BROAD PROSPECTS FOR FURTHER COOPERATION     Under the new consensus reached during Xi's visit, China and these countries will strengthen cooperation in trade, finance, energy and mining, agriculture, infrastructure construction, high-tech and culture.     The consensus laid a solid foundation for China and these countries to draw on each other's strength and achieve mutual benefit and win-win progress, Li said.     China and these countries are geographically far apart and have different social and cultural traditions, but their people have expressed an earnest wish to enhance friendship. Xi's visit served to push bilateral ties further forward, Li added.

BEIJING, Feb. 2 (Xinhua) -- About 20 million of China's migrant workers have returned home after losing their jobs as the global financial crisis takes a toll on the economy, said a senior official here on Monday.     Chen Xiwen, director of the office of the central leading group on rural work, said about 15.3 percent of the 130 million migrant workers had returned jobless from cities to the countryside.     The figures were based on a survey by the Ministry of Agriculture in 150 villages in 15 provinces, carried out before the week-long Lunar New Year holiday which began on Jan. 25. Chen Xiwen, director of the Office of the Central Leading Group on Rural Work, speaks at a press conference held by the State Council Information Office, Feb. 2, 2009.     His remarks came a day after the central government issued its first document this year, which warned 2009 will be "possibly the toughest year" since the turn of the century in terms of securing economic development and consolidating the "sound development momentum" in agriculture and rural areas.     The country's economic growth slowed to 6.8 percent in the fourth quarter of 2008, dragging down the annual rate to a seven-year low of 9 percent.     The document urged local and central government departments to adopt measures to create jobs and increase rural incomes.     Companies were asked to take on more social responsibilities and give rural migrant workers more favorable employment treatment. Flexible employment policies and more training chances were also encouraged.     Meanwhile, local government departments should increase investment to provide favorable tax and fee policies to those who lost jobs in cities and expect to find new work in their hometowns.     The government also urged departments to map out basic pension insurance measures suitable for rural conditions and migrant workers to ensure their rights.
