BEIJING, Feb. 6 (Xinhua) -- Thousands of Chinese wrote to the Ministry of Education in the past month to offer advice on the education plans for the next decade, according to a ministry official on Friday.     The Ministry of Education received about 1.1 million pieces of proposals in the past month, said Tian Huisheng, said a ministry official in charge of processing the public opinions.     People sent e-mails, letters and left posts on the ministry's Web site since the draft of the long-term plan on education reform and development was announced to solicit public opinions on Jan. 7.     The plan will be the country's first education development plan in the 21st century. He suggested the schools to improve training on students' handwriting as more and more young people are using computers.     "The proposals were about a wide range of topics but many focused on the biggest challenges in today's education service," Tian said.     Based on the proposals, the ministry made a list of top 20 problems people cared most about education service.     The top ten problems were: How to improve the number and quality of teachers in rural areas; how to realize quality education; how to reform the administration of educational institutions; how to reform the enrollment exams of all levels; how to improve preschool education; how to reduce the homework of primary and middle school students; how to fully implement the nine-year compulsory education program; how to reform higher education; how to improve the education service to rural residents and children of migrant workers; and to enable people to enjoy equal access to education.     "We will not leave out any valuable proposals. A team made up of dozens of education experts were processing the proposals round the clock," Tian said.     Education has long been one of the most talked about and controversial social problems among Chinese.     A survey by the National Bureau of Statistics issued in early 2008 showed that education was the fourth most important issue to the Chinese people, following health care service, social morality and social security.     "Education is relevant to every citizen. Students are from different backgrounds and interest groups. That's why an education development plan must be discussed widely in the society to reach a common understanding," said Prof. Yang Dongping, a pedagogy expert with the Beijing Institute of Technology.     The agenda of the public education policy should be set through such discussions, he said.     "We hope more people continue offering their ideas about the top 20 problems we announced today, especially practical proposals," Han said.     The proceeding to solicit public opinions will end by the end of this month.

BEIJING, March 10 (Xinhua) -- Yi Gang, vice governor of China's central bank, said Tuesday that China still has room to cut interest rates, but such room is "quite limited".     "China still has room to cut interest rates, but not a lot," Yi told Xinhua.     "The room for cuts is quite limited, because a zero interest rate is not the best choice for China at the moment," he said.     The People's Bank of China, the country's central bank, has cut interest rates five times and reduced required reserve ratio for commercial banks four times since last September.     The one-year benchmark deposit rate now stands at 2.25 percent.     Yi pointed out interest rates of China and the United States are actually almost the same.     The 12-month deposit rate in the U.S. stands at around 2 percent, although its key interest rate, or an inter-bank rate, is zero to 0.25, he explained.     The equivalent inter-bank rate in China is at around 0.8 percent, he added.     China's current rate still has room for manoeuvre, Yi said, but if the interest rate falls to zero, there will be no more room for using interest rates to deal with any further world economic downturn.     Su Ning, also vice governor of the central bank, told Xinhua on Monday that China still has plenty of space to manoeuvre in its monetary policy.     Su said the room for further adjustment is "smaller but still exists."     "There's a quite a lot of room for cutting the bank's reserve requirement ratio," he added.

BOAO, Hainan, April 18 (Xinhua) -- Much has been talked about signs of recovery in Chinese economy, but little is certain about long-awaited rebound.     Discussing the latest development of Chinese economy at the Boao Forum for Asia (BFA), worldwide officials, business executives and professionals remained prudent about China's 8-percent gross domestic product (GDP) target in 2009, but mentioned some favorable changes in the country's economy.     Bob Hawke, former prime minister of Australia, forecast China's GDP growth between 7 percent to 8 percent. Resource demand will recover. The demand for iron ore and basic commodities will recover quicker than consumer economies," he said.     Stable growth can also be expected in infrastructure. As China builds its nationwide mobile network, considerable and stable job opportunities can be created, said Per-Olof Bjork, general manager of Greater China Affairs of Ericsson Group Headquarters.     However, the changes are mainly felt in industries covered in the government's stimulus package, and China might need to go through a more painstaking path to ensure healthy and stable economic growth.     Chinese economy has shown more optimistic signals in the first quarter, but there are many uncertainties, said Chris Morley, managing director of Nielson China.     One uncertainty is the grim global economic climate. The U.S. and European economies are struggling in the crisis, which means China has to seek more internal growth to make up for the loss in exports.     The first quarter continued to see a slash in exports, which declined 19.7 percent year on year. BEIJING, March 13 (Xinhua) -- The National People's Congress (NPC), China's top legislature, on Friday expressed strong indignation and opposition to a European Parliament resolution on Tibet.     "We are strongly indignant with and opposed to the act that intervenes in China's internal affairs, damages China-Europe relations and hurts the Chinese people's feelings," the NPC Foreign Affairs Committee said in a statement.     Regardless of China's repeated stern representation, the European Parliament, stirred up by a few of its members, insisted on approving a resolution on Tibet, which distorts the facts and again encourages the ** Lama's separatist practice, in an attempt to internationalize the Tibet-related issues," said the statement.     Tibet is an inalienable part of the Chinese territory and Tibetan affairs are purely China's domestic affairs, the statement said, adding that any foreign government and organization does not have the right to intervene in China's internal affairs.     The Tibet Autonomous Region has achieved economic development, national unity and social harmony and people there have been living and working in peace since the democratic reforms 50 years ago, the statement said.     Over the past few years, the Chinese central government has carried out a number of contacts and dialogues with patience and sincerity with the ** Lama's representatives.     However, as the ** Lama has not stopped his separatist activities, no substantial progress was made through the dialogues.     ** Lama's Memorandum on Genuine Autonomy for the Tibetan People, under the veil of claiming autonomy, actually seeks political independence for Tibet and runs against China's Constitution.
