The APEC 2008 CEO Summit kicked off in the Peruvian capital on Friday to address growth, free trade, sustainable development, APEC's relationship with the global economy and other issues    ENHANCE INTERNATIONAL COOPERATION AGAINST FINANCIAL CRISIS     At the meetings, President Hu Jintao stressed the importance for international community to strengthen confidence, cooperation and coordination to tackle jointly the current financial crisis, maintain world financial stability, and promote global economic growth.     Hu proposed a number of measures to solve the current crisis, including strengthening coordination of macro-economic policies, curbing the spread of financial crisis through all necessary fiscal and monetary means to avoid a possible global economic downturn.     He proposed to adhere to the right orientation in establishing a new international financial order that is fair, just, inclusive, and orderly. Necessary reforms should be carried out in international financial system by following the principles of comprehensiveness, balance, step by step and effectiveness to create the system environment for the sound development of the world economy.     He also proposed to change the existing mode of unsustainable economic growth in an effort to solve the deep-seated problems in economic growth of various countries.     Hu also called for support to the developing countries struck by the financial crisis to help keep the momentum of their economic development.          BOOSTING STABLE DEVELOPMENT OF PRAGMATIC COOPERATION AMONG APEC MEMBERS     At the meeting, Hu put forward five-point proposals on dealing with major global issues of common concern.     He urged APEC member economies to build consensus and promote sound development of the multilateral trading regime.     He also urged them to take up responsibilities and jointly tackle climate change.     In addition, APEC member economies should enhance exchanges and cooperation and join forces to combat natural disasters, he said.     Efforts should be made to regulate guidance and strengthen corporate social responsibility, he added.     The Chinese president also stressed the importance for APEC members to take coordinated actions and ensure world food and energy security.     On APEC's future development, Hu said APEC should maintain its nature of a forum for economic cooperation and its approach of conducting cooperation on a non-binding basis.     He said that the APEC members should continue to promote balanced progress in economic and technical cooperation and trade and investment liberalization.     "In particular, we should increase input in economic and technical cooperation to enhance capacity-building in developing members and narrow the development gap."     Hu also presented proposals on tackling climate change, combating natural disasters and boosting the exploration of human resources.     He expressed China's willingness to help finance the network for Asia-Pacific forest restoration and sustained management, and host the APEC Human Resources Development Ministerial Meeting in 2010.     The proposals have drawn widespread welcome and support from the participating members.

ANKARA, Nov. 27 (Xinhua) -- China attaches importance to its friendship and cooperation with Turkey, said China's top political advisor Jia Qinglin here Thursday.     China will enhance exchanges and mutual trust, consultations and coordination in international and regional affairs, and cooperation in economy, trade, culture, education and tourism with Turkey, said Jia at a meeting with Turkish Prime Minister Recep Tayyip Erdogan.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said the Chinese side is satisfied with the development of bilateral relations and confident in their future friendship and cooperation. BEIJING, Jan. 16 (Xinhua) -- Chinese Vice President and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau Xi Jinping Friday conferred certificates on graduates of the Party School of the CPC Central Committee.     Xi, also a member of the Secretariat of the CPC Central Committee, heads the school.     Politburo member and director of the CPC Central Committee Organization Department Li Yuanchao and Ling Jihua, director of the General Office of the CPC Central Committee, both members of the Secretariat of the CPC Central Committee, also attended the graduation ceremony.     The ceremony marked the graduation of 577 Party officials from the Central Party School and more than 2,600 graduates from the school's branches.     The Party School of the CPC Central Committee is the highest institution for training high- and middle-ranking party officials and Maxist theoreticians. The School's history dates back to the school of Marxism and Communism set up in March 1933.

BEIJING, Nov. 27 (Xinhua) -- China's Party discipline watchdog Thursday vowed to put government-funded projects under scrutiny when the country is investing 4 trillion yuan to stimulate the economy.     "We would try to prevent corruption, when a project is tabled for review and approval, when the land is allocated to it, when a public bidding is held for contractors," said He Yong, deputy secretary of the Communist Party of China Central Commission for Discipline Inspection (CCDI), at a meeting here Thursday.     Besides government-funded ones, other projects with state investment would also be the top priority, he said.     The CCDI would issue a set of rules to regulate business activities and officials' work as soon as possible, he said. For instance, it would push local governments to publicize urban planning documents, which listed infrastructure projects to be implemented, and issue detailed rules to protect fair play in public bidding.     To curb graft in this field, discipline officers would also target commercial bribery, which has implicated officials.     They will establish a database specially for commercial bribery cases. A company involved in such cases would be excluded from any business, He said.     On Monday, the CCDI also issued a statement jointly with the National Development and Reform Commission (NDRC), the Ministry of Supervision, the Ministry of Finance and the National Audit Office to ensure close supervision on the stimulus package.     The statement said two dozen inspection teams will be sent to follow projects funded by the package.

BEIJING, Oct. 30 (Xinhua) -- China's quality watchdog said on Thursday it found toxic chemicals in food products imported from Japan.     Tests conducted by Guangdong Entry-Exit inspection and quarantine institution found Japan-produced soy sauce and mustard sauce were contaminated by toluene and acetic ester, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said on its website.     The food products were produced by three Japanese factories. But GAQSIQ didn't reveal the names of the producers.     Maximal toluene content was 0.0053 mg per kg, while acetic ester content was 0.537 mg per kg. This would risk people's health, said experts.     Toluence and acetic ester are chemicals that can be used as dyeware, paint and solvent. It will lead to headache and vomit if people eat the food tainted with them.     The GAQSIQ has ordered Chinese importers to inspect and test products of the same kind and remove them from shelves, in a bid to ensure consumer safety.     No sickness were reported in China, but earlier Japanese media said some Japanese people felt sick after eating food tainted by the two chemicals.

BEIJING, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for a healthy development of the country's real estate market at an executive meeting of the State Council, or the Cabinet.     A document released after the meeting said the recently-adopted domestic demand expansion and economic stimulus policies had positive impact on the property market. Trading volumes in some cities were picking up.     At present, efforts should be made to keep market-oriented in developing real estate, step up building of houses for low-income families, encourage housing transactions and maintain a reasonable scale of real estate development.     The document said governments would spend three years to build houses for 7.5 million low-income families in urban areas and 2.4 million households in shanty towns in forests, reclamation areas and coal mines. They would also continue renovating aged buildings in rural areas.     The central government would keep financing these building and renovating projects, offer higher subsidies for the less developed central and western regions and carry out pilot projects in some area to test the feasibility of supporting construction with idle funds in local housing provident fund accounts.     In a bid to encourage transaction, second-home buyers, with per-capita room-at-home lower than the local average, would be allowed to enjoy favorable policies for first-time house buyers.     Tax on house transactions would also be reduced next year. Homeowners who had lived-in for more than two years would be exempted from a transaction tax, which had been levied on houses lived in for less than five years. For those who had lived-in for less than two years, the base of tax would be transaction price minus the original price.     Banks should lend to developers of low-price apartments, especially those under construction, and offer services for mergers by credible developers.     The central government demanded local authorities keep a close eye on the real estate market, find new problems in time and step up supervision on use of subsidies and quality of construction projects.

BEIJING, Oct. 25 (Xinhua) -- The two-day 7th Asia-Europe Meeting (ASEM) was concluded here Saturday with participants reaching consensus on global financial crisis and other issues.     The meeting, attended by leaders and representatives from 45 Asian and European nations and organizations, realized its expected goal and was a great success, Chinese Premier Wen Jiabao said in a closing speech.     As one of the most fruitful achievements, a statement of the 7th ASEM on the international financial situation was adopted at the meeting. The two-day 7th Asia-Europe Meeting (ASEM) was concluded at the Great Hall of the People in Beijing on Oct. 25, 2008.    "Leaders believed that authorities of all countries should demonstrate vision and resolution and take firm, decisive and effective measures in a responsible and timely manner to rise to the challenge of the financial crisis," said the statement.     The international community should continue to strengthen coordination and cooperation and take effective and available economic and financial measures in a comprehensive way to restore market confidence, stabilize global financial markets and promote global economic growth, it said.     According to the document, leaders supported the convening of an international summit on Nov. 15 in the United States to address the current crisis and principles of reform of the international financial system.     The summit also adopted a declaration on sustainable development.     "The adoption of various cooperation proposals shows and proves again the interior impetus for strengthening dialogue at the ASEM and great potential for extending cooperation," Wen said.     Amid the global financial turmoil, the ASEM has been widely regarded as an opportunity for Asian and European leaders to find a solution.     French President Nicholas Sarkozy called the meeting very "helpful" for Asia and Europe to tackle the global financial crisis and build up common cause.     "We had discussed nearly all of the topics concerned by the two continents including the most difficult issues," he said at a press conference at the end of the meeting.     Premier Wen told the press conference the need of confidence, cooperation and responsibility to find a solution to the global financial meltdown.     "We are glad to see that many countries have made their efforts and achieved some results. But it is not enough as we now see it, and more endeavors are needed," said Wen.     All countries, especially developed ones, should take measures as soon as possible to stabilize the financial market and build public confidence, he said.     Financial innovation could help develop the economy, but financial supervision is even more important for the security of the financial system, he added.     The premier also declared that China would actively attend the Nov.15 financial summit.

ALGIERS, Nov. 4 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo held talks Wednesday with Abdelaziz Ziari, speaker of the Algerian National Assembly, on issues of common concern and they agreed to boost bilateral relations and cement cooperation between the two parliaments.     China and Algeria always handle the bilateral relations from a strategic perspective, said Wu, chairman of the Standing Committee of China's National People's Congress (NPC), highlighting that the relations have endured the test of time since the two countries established diplomatic relations 50 years ago.     Wu expressed his appreciation of Algeria's adherence to the one-China policy, noting that China respects the choice Algerian people have made on path to develop their own nation.     China feels satisfied with the current bilateral cooperation especially with the two-way collaboration at multilateral occasions on issues of UN reform, human rights and anti-terrorism, he said.     Wu offered a four-point proposal to promote China-Algeria relations: firstly, maintain high-level exchange and increase political mutual trust; secondly, expand the substantial cooperation especially in infrastructure, agriculture and energy for mutual benefit; thirdly, intensify the exchange on humanitarian issues to carry out the traditional friendship; and lastly, strengthen coordination with an aim to safeguard the common interests.     Ziari, for his part, called Wu's visit to Algeria "a big event "for the bilateral relations and "a symbol" marking a higher level of the inter-parliamentary cooperation.     The speaker agreed with Wu's views on the bilateral relations and recalled the fact that China was the first non-Arab country who recognized Algeria's independence and forged the diplomatic relations with it, while expressing his gratitude to China's assistance to Algeria's national development.
