BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday.     The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website.     China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said.     The Directorate General of Safeguards under India's Ministry of Finance initiated a safeguard investigation on passenger car tire imports from China in May, according to the statement.     A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports.     According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China.

BEIJING, Aug. 28 (Xinhua) -- The Communist Party of China (CPC)plans to launch the third stage of its current campaign to deepen the study and practice of the Scientific Outlook on Development, the kernel ideology of the CPC Central Committee with Hu Jintao as the general secretary.     The third stage, which starts in September and ends in February2010, is designed to carry out at grassroots level, involving 1.22million Party organizations and 37.5 million Party members, accounting for 32.8 percent and 50 percent of the total numbers, respectively.     These were remarked by Xi Jinping, member of the Standing Committee of the CPC Central Committee Political Bureau, at Friday's meeting here to summarize the experience of the second-stage of the CPC's educational drive and usher in the third stage.     The campaign was initiated by the CPC Central Committee in September 2008, with a goal to promote the study and practice of the Scientific Outlook on Development in the whole Party. The first and second stages were conducted at higher-level Party committees.     The third stage will mainly involve Party organizations of townships, communities, villages, residential blocks, secondary schools, middle and elementary schools, hospitals, private companies, and non-government organizations, according to Xi, who is also a Secretariat member of the CPC Central Committee and head of the CPC Central Committee's leading group for the campaign.     He urged Party organizations at different levels to make substantial efforts to help "the massive Party members have a deeper understanding of the Scientific Outlook on Development."     Third stage will be focused on resolving critical problems concerning the interests of the masses and it should be integrated with the celebration of the 60th founding anniversary of the People's Republic, Xi said.

QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006.     The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.

HAIKOU, Oct. 12 (Xinhua) -- Rescuers have recovered the bodies of three victims in a boat capsizing incident after tropical storm Parma landed in south China's Hainan Province Monday.     Strong winds and waves triggered by Parma caused a fishing boat to capsize and sink off the coast of Wanning City Monday morning, and all nine fishermen aboard the vessel fell into water, a spokesman with the Hainan Provincial Emergency Response Office said.     By 5 p.m., one body had been retrieved and five people had been rescued. At about 8 p.m., the bodies of two more victims were found, according to the maritime bureau of Hainan. BRUSSELS, Oct. 9 (Xinhua) -- Visiting Chinese Vice-President Xi Jinping urged closer cooperation between China and Belgium during a speech Friday at the China-Belgium Economic and Trade Forum.     Xi said the development of cooperation between China and Belgium has brought tangible benefits to the two countries.Despite the impact of the global financial crisis, bilateral trade volume rose 14.4 percent to 20.2 billion U.S. dollars in 2008, 1,000 times as much 38 years ago when diplomatic relations were established, he said.     The vice president advanced a three-point proposal to further strengthen bilateral cooperation. China will continue introducing advanced foreign technology, management experience and personnel with special capabilities as well as promoting self-reliance on technological innovation, Xi said.     The two countries have the potential to enlarge technology cooperation and personnel exchanges in various sectors, including manufacturing, finance, nuclear energy, tourism, port and corporation management, Xi said.     Belgian companies could also strengthen their cooperation with their Chinese counterparts to participate in development projects in western, northeastern and central China and in the process of upgrading China's industrial structure, Xi said.     Third, the two countries should also continue improving services and management in a bid to form a better environment for trade and investment.     China and Belgium should make a good use of their cooperation mechanisms, including a joint committee for economy and trade and the Chinese-Belgian investment fund, he said.     They also should try to eliminate trade and investment barriers, provide conveniences for each other's companies in terms of visas and working licenses, improve the efficiency of the investment fund between the two countries and encourage companies to establish long-term and stable cooperation, Xi said.     The two governments also should enhance administrative surveillance and management by protecting intellectual property rights and improving market order to provide a good environment for each other's companies, Xi said.     During the speech, Xi also reviewed the rapid development of bilateral ties between China and the European Union (EU).     Further development of China-EU relations is faced with new challenges as well as opportunities in the face of a number of international issues, Xi said. Those issues, he said, include the global financial crisis, world economic development, climate change, food and energy security, the Doha round of trade talks, and international financial structure reforms.     "I believe that the perspective of the mutual benefit cooperation between China and the EU has a better future with the joint efforts of the two sides," Xi said.     Xi also reviewed the great achievements China has made in the 60 years since the founding of the People's Republic of China in 1949.     Xi stressed that there still is a long way to go for China to achieve a more prosperous society.     As a peace-loving country, Xi said, China will always continue efforts to cooperate with world countries based on the five principles of peaceful coexistence. He said China also would actively help solve regional and international hot issues and work together with the international community for a peaceful and harmonious world.     Under the current situation, China will continue to cooperate with Belgium and other EU members to promote reforms of the international financial system, to enhance international financial surveillance, to prevent further spread of the financial crisis and to stem the torrent of all kinds of trade and investment protectionism.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. He will also visit Germany, Bulgaria, Hungary and Romania.

BEIJING, Aug. 4 (Xinhua) -- Salary increases for executives of state-owned enterprises (SOE) should be in line with those for employees, Hu Xiaoyi, China's Vice Minister of Human Resources and Social Security, said Tuesday.     Hu said that the government was formulating a document to regulate more effectively SOE executives' salary plans, and the document would be released in the near future.     "The disparity between executives' and employees' salary rises should not be alarmingly large," Hu said, noting long-term incentives as well short-term incentives should be used for SOE executives.     The State-owned Assets Supervision and Administration Commission is responsible for the regulation of 136 centrally-administered SOEs.

PHUKET, Thailand, July 23 (Xinhua) -- China's Foreign Minister Yang Jiechi told reporters Thursday on the sidelines of the ASEAN meeting series that about the Korea Peninsula's nuclear issue, the UN Security Council's resolutions should be implemented and all sides should work hard to avoid escalation of tension.     "China's stand is very firm. We are working very hard for the denuclearization of the Korean Peninsula, and we are totally against nuclear proliferation...This issue, the nuclear issue, should be solved by peaceful means through diplomatic negotiation," Yang said.     Yang made the remark before he entered the venue for the 16th ASEAN Regional Forum (ARF), a top security forum in Asia which is held in the Thai southern island of Phuket on Thursday. China stays in close touch with all the parties concerned, because this is a good cause, this is a very important cause," Yang said.

BEIJING, Aug. 15 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, said Saturday it is drafting a development plan for the emerging industry of energy conservation and environmental protection.     The commission said in a statement posted on its Web site that the move is aimed to counter the impact of the global financial crisis by "accelerating the cultivation of emerging industries and aiming at a commanding height in future economic competition."     The development plan on the sector covers energy conservation, sustainable use of resources and environmental protection, according to the statement.     Technologies, equipment, products and services concerning energy conservation and environmental protection would be involved in the plan, it said.     The commission revealed no further details on the plan.

BRUSSELS, Sept. 1 (Xinhua) -- The European Union (EU) should restrain its use of anti-dumping measures against imports from China, the Chinese ambassador to the EU urged on Tuesday, calling for more dialogue and cooperation.     "We saw reemergence of anti-dumping cases against China recently. An increasing number of Chinese enterprises received unfair treatment. We are very concerned about this," Song Zhe told the International Trade Committee of the European Parliament, which is newly formed after June elections.     "But we believe between China and Europe, there is more cooperation than competition, more opportunities than challenges. At present, it is urgent to strengthen economic and trade cooperation by maintaining mutual flow of trade and investment and creating more business opportunities," he added.     Faced with the worst economic crisis in decades, the EU has launched a series of anti-dumping actions against China this year, covering a wide range of Chinese products. As from late July, the 27-nation bloc took five separate decisions in just three weeks.     Such a frequent use of anti-dumping probes and punitive duties has been unprecedented. The EU's unusual move leads to concern, especially when the world economy is in recession due to the financial crisis.     "We hope the EU will prevent this uncontrolled development of anti-dumping. We also hope to strengthen dialogue and refrain from arbitrary use of anti-dumping measures for the sake of further cooperation opportunities," Song said.     He said that China has been opposed to any form of protectionism, especially in the current financial crisis which needs cooperation among world governments rather than protection.     In his address to EU lawmakers, Song noted that economic and trade cooperation has always been an important part of China-EU relations, which he said are becoming more mature and stable in recent decades.     Currently, China and the EU are one of the most important trade partners to each other. Bilateral trade volume reached 425.6 billion U.S. dollars in 2008 from 2.4 billion dollars in 1975, an increase of 176 times, according to Song.     Mutual investment also started from scratch and now the EU have made a total investment of 63.9 billion U.S. dollars and operating more than 20,000 companies in China. In recent years, Chinese companies are beginning to invest actively in Europe.     The sustained and rapid development of China-EU economic and trade cooperation has created huge benefit to both sides and helps promote closer bilateral relationship.     However, Song acknowledged the China-EU trade and investment have no escape from the current global financial crisis.     "In the first seven months, bilateral trade volume fell by 20.7percent and the EU investment in China fell by 4.8 percent. China-EU trade and economic relations are facing severe test," he said.     Despite the difficulties, Song referred to the bright sides. He said the economic stimulus plans implemented by China and the EU provide enterprises of both sides with new business opportunities, while both markets contain great potential in the wake of the crisis.     But Song stressed unless China and the EU make efforts to defuse friction and contradictions, to strengthen consultation and cooperation and seek mutual benefit and win-win results, the great potential can not be translated into reality.     He said China and the EU should have a strategic perspective on the long-term development of bilateral relations and make sure that temporary issue does not affect the mainstream of cooperation.     Challenged by an EU lawmaker on the EU's trade deficit with China, which is a major concern for the 27-nation bloc, Song said it has been caused by various reasons and China is working on that.     "The trade imbalance is caused by many reasons, including the international industrial transfer and thus the relocation of trade. China's trade policy is not the cause," he said. "Nevertheless, in recent years, the Chinese government adopted a series of measures to encourage more imports, such as import promotion activities, greater facilitation of imports, sending purchasing groups and so on."     Separately, a senior official of the Chinese Ministry of Commerce said in Beijing on Monday that China's trade surplus with the EU for 2009 will be less than last year.     Song said in order to solve problems arising from expanding trade relations, China and the EU should uphold the principle of mutual openness and mutual benefit, maintain and improve the existing communication and coordination mechanisms, and give full play to complementary advantages of both economies.
