BEIJING, Aug. 17 -- Just on Saturday night, police in South China's Guangdong province caught 1,162 drink drivers and 78 drunk drivers. Each was punished and all the drunk drivers were taken into custody. Similar checks and arrests were also made in other cities over the weekend.    Saturday was the first day of a two-month-long nationwide campaign launched by the Ministry of Public Security to crack down on drink and drunk driving, after several recent cases in Nanjing, Hangzhou, Chengdu and Shanghai triggered huge media attention and public indignation.     Although many feel that more innocent lives could have been saved if the crackdown had been initiated earlier, they still pin high hopes on this crusade to wipe out the rampant drink and drunk driving and other reckless driving on our roads. In Beijing, DUI was responsible for the loss of 97 lives in accidents during the first six months.          Our roads have simply become the most dangerous in the world. With three percent of the total vehicles in the world, the country accounts for 16 percent of the global traffic deaths.     So the announcement by the Ministry of Public Security last Friday to mete out the toughest punishment to violators is a move in the right direction. It is a move to protect the lives of other people as well as of the drink and drunk drivers themselves.     Of course, this is not the first time that the police force has decided to strike out against DUI. Three campaigns were already held earlier this year. Yet the fact that this phenomenon is still so widespread on our roads shows the need for better strategies.     First, our laws should be made tougher to show zero tolerance to such murderous driving. Many countries, such as the United States, Sweden and Singapore, have stricter punishment for DUI.     Second, police officers should enforce the law at all times and in all places, leaving no gaps of which violators can take advantage. Crackdown on DUI is not something that should be carried out for only two months or for the 60th National Day. It should stay as long as there's dangerous driving on our roads.     Third, while laws and punishments are necessary, we should start educating our population about the threat of DUI on others' lives. While drivers should restrain themselves, our drinking culture, which often means endless rounds of bottoms-up, needs to be checked.     Each year traffic accidents take away more lives in China than any other mishap. An all-out war on drink and drunk driving and other forms of rash driving should definitely be a national priority.

BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." Hu stressed.     Hu made four proposals for the enhancement of bilateral ties during the meeting.     First, Hu said, the two countries should cement the political foundation of bilateral ties and strengthen communication and coordination on major issues and important affairs. China is ready to maintain consultation and coordination with Central Africa under the framework of the United Nations and the Forum on China-Africa Cooperation on global issues, so as to jointly safeguard the developing countries' interests, Hu said.     "China and Central Africa are friends as well as friendly and cooperative partners," Hu said, adding that it has been the Chinese government's persistent policy to develop long-term, stable, friendly and cooperative relations with Central Africa on the basis of sincerity, equality and mutual benefit.     Bozize, who arrived here Wednesday for a week-long state visit to China, said he fully agrees with Hu's notion.     Bozize will also visit southwest China's Yunnan Province and southern Guangdong Province

BEIJING, July 24 (Xinhua) -- Chinese President Hu Jintao Friday called for the whole nation to further promote the development of national defense with the help of the nation's economic development.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the remarks during a meeting held by CPC Central Committee Political Bureau ahead of the 82nd founding anniversary of the Chinese People's Liberation Army (PLA) on Aug. 1.     Hu said "the country should take both economic and national defense development into consideration and develop the armed forces featuring an integration of the military and the people."     To realize the goal, efforts are needed in establishing sound weapon systems and equipment research and manufacturing, military personnel training and logistics that combine military construction with people's support, he said.     Emphasis should be made in scientific exchanges between fields of national defense and civilian use.     He further stressed it is the responsibility of both the Party and entire nation to build a powerful and solid armed force and national defense power.

BEIJING, Sept. 6 (Xinhua) -- China Unicom (Hong Kong) Ltd. Said Sunday that it signed a deal with Telefonica, the Spanish telecom operator, to enhance their alliance by spending 1 billion U.S. dollars each on share purchase.     China Unicom would acquire shares equal to about between 0.885 percent to 0.892 percent of stake in Telefonica, according to the company's statement to the Shanghai Stock Exchange.     Telefonica would increase its stake in China Unicom from 5.38 percent to 8.06 percent, the statement said.     Their cooperation would focus on infrastructure and equipment purchase, mobile service platforms, research and development, and service provision to multinational clients, according to the deal.

BEIJING, Aug. 14 (Xinhua) -- Premier Wen Jiabao on Friday urged young Chinese and Africans to remember the traditional friendship and work together to promote Sino-African relations.     "I hope young people from China and African countries will learn from each other and help each other, treat differences with an open mind, and contribute your wisdom and strength to building the strategic China-Africa partnership," Wen said.     He made the remarks while addressing the opening ceremony of the third China-Africa Youth Festival and a farewell ceremony for young Chinese volunteers departing for Africa. BEIJING, July 23 (Xinhua) -- Internet researchers from China and Britain agreed at a forum in Beijing Thursday to enhance cooperation on maintaining a safe Internet environment for children.     The second China-U.K. Internet Roundtable-conference was held from Wednesday to Thursday.     The participants of the conference believed that the two governments and Internet enterprises from the two countries should work together to deal with the challenges brought about by online dangers to children.     They agreed it was necessary to strengthen the protection of young netizens from unhealthy information online, such as pornographic material or exposure to online predators.     Malcolm Hutty, head of public affairs of London Internet Exchange Ltd. said that there should be a "partnership approach" between government, parents and children's organizations responsible for advancing the rights for children.     Hutty said the government should create new protective laws.     "There is a big role for Internet industry ... in raising the awareness and providing ... educational messages about how to protect children," Hutty said, adding that there were responsibilities around ensuring that services aimed at children were made safe for them, particularly in chatrooms and social networking.     Susan Daley of Symantec suggested teaching children good cyber-skills in schools.     Hu Qiheng, chairwoman of the Internet Society of China (ISC), said that it was the responsibility of the government, parents and schools to safeguard the rights of young netizens.     Internet enterprises should also provide technological support to parents in installing protective software, she said.     According to the China Internet Network Information Center, by the end of 2008, about 108 million Chinese Internet users were under 19 years old.

HONG KONG, Aug. 27 (Xinhua) -- Bank of China (Hong Kong) said Thursday its half-year profit fell by 5.6 percent from a year earlier, dragged lower by falling interest income amid the deepening economic downturn.     The bank's net profit for the six months ending June 30 amounted to 6.69 billion Hong Kong dollars, down from 7.09 billion Hong Kong dollars in the same period last year.     However, the bank said it represented a major improvement against the net loss of 3.75 billion Hong Kong dollars in the second half of 2008, which can be attributed to the increase in operating income as well as the decrease in impairment charges on securities investments.     Net interest income decreased by 11 percent to 8.93 billion Hong Kong dollars as net interest margin narrowed by 27 basis points to 1.76 percent. But the net fees and commission income grew by 1.7 percent year-on-year to 2.95 billion Hong Kong dollars driven by the rebound of the local stock market in the first half of this year.     The bank's vice chairman and chief executive He Guangbei said the performance in the first half of this year reflected the progress the bank had made in regaining its growth momentum. As the turbulence and its knocks-on effects began to subside, the bank would pursue a prudent yet flexible development strategy in an environment of change and challenge.     He also said BOC (HK) would actively expand the RMB-related banking business as the sole Clearing Bank for Renminbi business in Hong Kong.

BEIJING, Aug. 31 (Xinhua) -- Chinese State Councilor Liu Yandong has asked schools to educate students comprehensively about national unity during recent a tour to the Xinjiang Uygur Autonomous Region.     Liu said teachers should play a guiding role in helping students become "forceful practitioners, loyal promulgators, and strong guards" of national unity.     Great efforts should be made to develop education, science and technology, and culture in Xinjiang, Liu said. BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday.     The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website.     China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said.     The Directorate General of Safeguards under India's Ministry of Finance initiated a safeguard investigation on passenger car tire imports from China in May, according to the statement.     A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports.     According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China.
