JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation". 

BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period.     Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style.     From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. He led local people to promote greenhouse vegetable production, develop alkaline soil, and launch industrial projects, which greatly boosted local economic growth and solved the imbalance of development between north and south of the county.     Xi said Wang helped build a solid material foundation for the county's development and won acclaim from both local officials and people with his hard work and uncorrupted behaviors.     Xi called upon other Party members and officials to learn from Wang and seek benefits for people while at the same time maintain a clean style in life and work.

BEIJING, Jan. 7 (Xinhua) -- A Chinese Foreign Ministry spokesperson said here Thursday that Japan's move to build facilities on the Okinotori atoll will not change its legal status, as Japan is seeking vast economic interests at the nearby southern Pacific.     According to the United Nations Convention on the Law of the Sea (UNCLS), and based on the natural and geographic situation of the Okinotori atoll, neither exclusive economic zones nor continental shelves should be claimed on it, Spokesperson Jiang Yutold a regular press briefing.     Japan has asked the UN Commission on the Limits of the Continental Shelf to recognize the extended area around the so-called "Okinotori island," 1,740 km south of Tokyo, as its continental shelf, which would enable it to claim a vast surrounding area as an exclusive economic zone.     According to Article 121 of the UNCLS, rocks that cannot sustain human habitation or an economic life of their own shall have no exclusive economic zone or continental shelf.     According to Japanese media report, the Japanese government plans to build a port and conduct mineral explorations on the atoll in 2010.     "Building facilities on it would not change the atoll's legal status," Jiang said.     Such a bid did not conform to the international laws of the sea and was against the interests of the international community, she said.

BEIJING, Dec. 30 (Xinhua) -- World media reports have praised China's efforts in promoting international cooperation to combat climate change and its contribution to a substantive result at the U.N. Climate Change Conference in Copenhagen.     The per capita carbon emission in China is far lower than that in Western countries, the state media from different countries, including India, Pakistan, Indonesia, Central Africa Republic and Malawi, said recently.     Acknowledging that China was facing a heavy task of development, they said that China's demand for due right to development was justifiable and reasonable.     Alongside economic development, China has increased spending on combating climate change, greatly encouraged science and technology, and become a world leader in the use of green energy, they said.     During the Copenhagen Conference, China made all efforts to communicate and negotiate with other countries. It especially brought together developing nations to jointly safeguard their common interests and made a remarkable contribution to a substantive result of the conference, they said.     Meanwhile, media in small island states, including Antigua and Barbuda, Fiji and Papua New Guinea, also spoke highly of China's responsible attitude and forceful measures on tackling climate change, saying China's effort could match that of any developed countries.     They said that some countries' criticism of China on the issue was groundless and irresponsible.     The words were echoed by France's Le Figaro magazine, which said in an editorial that the environment issue cannot be solved without considering the people's interests and national development.     Being a leader in such technologies as wind power, solar energy and carbon capture, China has also spared no efforts in developing nuclear energy, the magazine said.     Le Figaro in an article titled "In Defense of China," called on the international community to learn more about China.     The article said that China's development has contributed to all mankind because it lifted a great number of Chinese people out of poverty and also benefited neighboring countries and the global economy.     It is groundless to say that China did nothing to improve the environment, the article said, citing China's achievements in developing solar energy and a forestation.     The world should be confident in China's ability to combat climate change, it added.

GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, promising that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations in the future.     "The two sides will actively implement various exchange and cooperation programs agreed between the two militaries, including by increasing the level and frequency of exchanges," according to the joint statement issued after Chinese President Hu Jintao met with visiting U.S. President Barack Obama.     The two sides commended the outcomes of the visit to the U.S. by General Xu Caihou, vice chairman of the Chinese Central Military Commission, in October this year.     Preparations would be made for the visit to the U.S. by General Chen Bingde, chief of the General Staff of China's People's Liberation Army, and the visits to China by Robert Gates, the U.S. Secretary of Defense, and Admiral Michael Mullen, chairman of the U.S. Joint Chiefs of Staff, the statement showed.     The goal of these efforts, according to the statement, is to improve the Chinese and U.S. militaries' capabilities for practical cooperation and foster greater understanding of each other's intentions and of the international security environment.     Obama is in Beijing for a four-day state visit to China that started in Shanghai Sunday night.

SINGAPORE, Oct. 23 (Xinhua) -- Chief of General Staff of China's People's Liberation Army (PLA) Chen Bingde called on Singapore Deputy Prime Minister and military officials on Friday.     During his meeting with Singapore Deputy Prime Minister and Minister for Defense Teo Chee Hean, Chen said that China and Singapore share common strategic interests in economic development and regional security. In recent years, bilateral military relations have made great progress, he said, adding that the two sides have maintained frequent high level visits and improved the communication and cooperation mechanism. Cooperations on staff training, joint military exercises and ship visits have also been fruitful. BEIJING, Nov. 18 (Xinhua) -- Nov. 15 to 18 are three usually unremarkable days on the calendar but this year they attracted worldwide attention as U.S. President Barack Obama paid his first state visit to China. Obama arrived in China at the invitation of Chinese President Hu Jintao with the international focus on how the two countries would address a raft of global issues. When he left, analysts saw a new direction for developing the China-U.S. relationship, which had major significance, and believed the summit had rendered bilateral relations stronger.     Hu and Obama reiterated in the China-U.S. Joint Statement that both sides were committed to building a "positive, cooperative and comprehensive relationship in the 21st century" and promised to take concrete action to build a partnership to jointly cope with common challenges. Challenges like climate change, nuclear proliferation, or economic recovery could never be met with a single hand.     "That's why the United States welcomes China's efforts in playing a greater role on the world stage, a role in which a growing economy is joined by growing responsibilities."     Jin Canrong, deputy dean of the International Studies School at China's Renmin University, told Xinhua the new goal for the China-U.S. relationship was to build a partnership to jointly cope with common challenges that was quite positive and significant.     Fu Mengzi, director of the Institute of American Studies under the China Institute of Contemporary International Relations, told Xinhua the partnership to combat common challenges had positive and new meanings.     David Shambaugh, a George Washington University professor and senior fellow at the Brookings Institution, said the outcome of the summit "reflects the 30 years of hard work in building the relationship, as well as the growing strategic trust between the two sides."     He said both sides were actively committed to develop a "positive, cooperative and comprehensive relationship in the 21st century," and a joint statement issued after the meeting between the two presidents may help take China-U.S. relations into a "totally new and positive era."     FACING GLOBAL CHALLENGES TOGETHER     As one of the topics of the meeting between Hu and Obama, facing global challenges together has obtained great attention.     Fu said the challenges not only included those related to both parties, but also those concerned with global interests.     The China-U.S. Joint Statement stressed that, with global challenges increasing, the interdependence of all countries in the world had deepened and their need for peace, development and cooperation had increased.     On numerous critical issues concerned with global stability and prosperity, China and the United States have a broader basis for cooperation and shoulder more important common responsibilities.     The two countries should further enhance coordination and cooperation, jointly cope with common challenges and make efforts to promote peace, security and prosperity in the world.     Jin said focusing on global issues during the meeting demonstrated the global characteristic of China-U.S. relationship that had gone far beyond bilateral ties. Both parties were seeking more areas for cooperation, he said.     Shambaugh told Xinhua the joint statement released on Nov. 17 was an extremely positive document -- filled with countless examples of tangible Sino-American cooperation on a large range of bilateral, regional, and global issues.     Mainichi Shimbun, a major daily in Japan, reported that both parties agreed on deepening China-U.S. relations in a new era, which symbolized the bilateral ties had entered a new phase of development.     Obama said at the press conference that the United States welcomed China as a "strong, prosperous and successful member of the community of nations." This gave the impression that both countries had entered a new era of cooperation on global issues, the newspaper said.     Japan's Kyodo News reported that the Chinese and U.S. presidents agreed to cooperate on a plethora of critical issues, including climate change and nuclear non-proliferation.     Differences on issues such as human rights and trade imbalances were not obvious, which demonstrated that both sides had put intensifying bilateral ties as a priority, the news agency said. 　　CONSOLIDATING FOUNDATION FOR FUTURE DEVELOPMENT     During his talks with Obama, President Hu made five proposals on further advancing China-U.S. relations, of which the top priority was that the two countries should continue to increase strategic mutual trust.     Trust and cooperation is the only way to deal with country-to-country relations in the new era, Hu said, proposing that both sides view the world and each other and their relations from a new perspective.     The two leaders also believed that to nurture and deepen bilateral strategic trust was essential to China-U.S. relations in the new era. As Chinese Vice Foreign Minister He Yafei said, the respect for each other's core interests is the "key" to their relations.     Fu told Xinhua China-U.S. relations had been closely connected with a solid foundation based on common interests.     "There's no reason for the two countries to stray away from the status quo," Fu said, adding that a new China-U.S. joint statement issued following the summit stressed the will to enhance strategic mutual trust.     French newspaper Le Figaro said China's Hu welcomed a long-term strategic relationship and Obama highlighted the great importance of the bilateral relations for the future development of both countries.     Observers said Obama's visit to China could demonstrate an upgraded foundation for bilateral relations.     This was echoed by Shambaugh, who said the meeting between the two leaders was warm and sincere, showing an increasing strategic trust between China and the United States.     Agreements between the two countries would bring more peace and stability to the Asia Pacific region as well as the rest of the world, he added.
