The report echoed Qin's observation. It said 7.19 percent of fraudsters convicted in 2017 were reoffenders, compared with 6.38 percent the previous year.
The region was the only one to see an acceleration in traffic compared to the prior month. This is being supported by the buoyant economic conditions in the region, said IATA.
The report also looks at ways to deepen the reform of the oil and gas landscape to encourage investment and development, including reforms to the mining rights system, the natural gas pipeline network, pricing and industry regulation.

The report says South Asia will remain the fastest growing of all subregions in Asia and the Pacific, with growth on track to meet original projections of 7.0 percent in 2017 and 7.2 percent in 2018. India, the subregion's largest economy, is expected to achieve previous growth projections 7.4 percent in 2017 and 7.6 percent in 2018, primarily from strong consumption, the report says.
