He was officially retired on Thursday at a ceremony at the Shanghai Science and Technology Museum, which is when the bureau launched its search for a new home.
He told China Daily that he felt "heartbroken" at the chaos that has befallen the city since June last year.
He said the government will help local companies find alternative import sources, simplify the import process of alternative items and reduce tariff burden.
He said that the new training system, which aims to instill craftsmanship and quality awareness, will help ease the structural shortage of skilled workers and improve factory productivity, adding that the new system comes out against the backdrop of China’s economic development which now creates pressing demand to improve employment quality.
He said the costs will be paid by the Government, while some may be covered by the insurer.
He says he understood the reports he presented were an important window into China and he always bore in mind that those would help many viewers better understand the country.

He urged the protection of the Yangtze River Economic Belt and the implementation of a 10-year fishing ban along the river to ensure its continued ecological improvement.
He said the product will be used in the two ID.4 models that made their premieres earlier this month in Shenzhen, Guangdong province. The models are produced by its joint ventures FAW-Volkswagen and SAIC Volkswagen and are expected to hit the market in early 2021.
